Biographer Stephen Ambrose opined that this was the best speech of Eisenhower's presidency.Nevertheless, the Cold War escalated during his presidency. When the Soviet Union successfully tested a hydrogen bomb in late November 1955, Eisenhower, against the advice of Dulles, decided to initiate a disarmament proposal to the Soviets. In an attempt to make their refusal more difficult, he proposed that both sides agree to dedicate fissionable material away from weapons toward peaceful uses, such as power generation. This approach was labeled "Atoms for Peace".The U.N. speech was well received but the Soviets never acted upon it, due to an overarching concern for the greater stockpiles of nuclear weapons in the U.S. arsenal. Indeed, Eisenhower embarked upon a greater reliance on the use of nuclear weapons, while reducing conventional forces, and with them the overall defense budget, a policy formulated as a result of Project Solarium and expressed in NSC 162/2. This approach became known as the "New Look", and was initiated with defense cuts in late 1953.In 1955 American nuclear arms policy became one aimed primarily at arms control as opposed to disarmament. The failure of negotiations over arms until 1955 was due mainly to the refusal of the Russians to permit any sort of inspections. In talks located in London that year, they expressed a willingness to discuss inspections; the tables were then turned on Eisenhower, when he responded with an unwillingness on the part of the U.S. to permit inspections. In May of that year the Russians agreed to sign a treaty giving independence to Austria, and paved the way for a Geneva summit with the U.S., U.K. and France.At the Geneva Conference Eisenhower presented a proposal called "Open Skies" to facilitate disarmament, which included plans for Russia and the U.S. to provide mutual access to each other's skies for open surveillance of military infrastructure. Russian leader Nikita Khrushchev dismissed the proposal out of hand.In 1954, Eisenhower articulated the domino theory in his outlook towards communism in Southeast Asia and also in Central America. He believed that if the communists were allowed to prevail in Vietnam, this would cause a succession of countries to fall to communism, from Laos through Malaysia and Indonesia ultimately to India. Likewise, the fall of Guatemala would end with the fall of neighboring Mexico.That year the loss of North Vietnam to the communists and the rejection of his proposed European Defence Community (EDC) were serious defeats, but he remained optimistic in his opposition to the spread of communism, saying "Long faces don't win wars".As he had threatened the French in their rejection of EDC, he afterwards moved to restore West Germany, as a full NATO partner.With Eisenhower's leadership and Dulles' direction, CIA activities increased under the pretense of resisting the spread of communism in poorer countries; the CIA in part deposed the leaders of Iran in Operation Ajax, of Guatemala through Operation Pbsuccess, and possibly the newly independent Republic of the Congo (Léopoldville)In 1954 Eisenhower wanted to increase surveillance inside the Soviet Union. With Dulles' recommendation, he authorized the deployment of thirty Lockheed U-2's at a cost of $35 million (equivalent to $326.54 million in 2018).The Eisenhower administration also planned the Bay of Pigs Invasion to overthrow Fidel Castro in Cuba, which John F. In strategic terms, it was Eisenhower who devised the American basic strategy of nuclear deterrence based upon the triad of B-52 bombers, land-based intercontinental ballistic missiles (ICBMs), and Polaris submarine-launched ballistic missiles (SLBMs).NASA planners projected that human spaceflight would pull the United States ahead in the Space Race as well as accomplishing their long time goal; however, in 1960, an Ad Hoc Panel on Man-in-Space concluded that "man-in-space can not be justified" and was too costly.Eisenhower later resented the space program and its gargantuan price tag—he was quoted as saying, "Anyone who would spend $40 billion in a race to the moon for national prestige is nuts."Korean War, Free China and Red ChinaIn late 1952 Eisenhower went to Korea and discovered a military and political stalemate. Once in office, when the Chinese communists began a buildup in the Kaesong sanctuary, he threatened to use nuclear force if an armistice was not concluded. His earlier military reputation in Europe was effective with the Chinese communists.The National Security Council, the Joint Chiefs of Staff, and the Strategic Air Command (SAC) devised detailed plans for nuclear war against Red China.With the death of Stalin in early March 1953, Russian support for a Chinese communists hard-line weakened and Red China decided to compromise on the prisoner issue.Eisenhower in Korea with General Chung Il-kwon, and Baik Seon-yup, 1952In July 1953, an armistice took effect with Korea divided along approximately the same boundary as in 1950. The armistice and boundary remain in effect today. The armistice, concluded despite opposition from Secretary Dulles, South Korean President Syngman Rhee, and also within Eisenhower's party, has been described by biographer Ambrose as the greatest achievement of the administration. Eisenhower had the insight to realize that unlimited war in the nuclear age was unthinkable, and limited war unwinnable.A point of emphasis in Ike's campaign had been his endorsement of a policy of liberation from communism as opposed to a policy of containment. This remained his preference despite the armistice with Korea.Throughout his terms Eisenhower took a hard-line attitude toward Red China, as demanded by conservative Republicans, with the goal of driving a wedge between Red China and the Soviet Union.Eisenhower continued Truman's policy of recognizing the Republic of China (Free China) as the legitimate government of China, not the Beijing regime. There were localized flare-ups when the People's Liberation Army began shelling the islands of Quemoy and Matsu in September 1954. Eisenhower received recommendations embracing every variation of response to the aggression of the Chinese communists. He thought it essential to have every possible option available to him as the crisis unfolded.The Sino-American Mutual Defense Treaty with the Republic of China was signed in December 1954. He requested and secured from Congress their "Free China Resolution" in January 1955, which gave Eisenhower unprecedented power in advance to use military force at any level of his choosing in defense of Free China and the Pescadores. The Resolution bolstered the morale of the Chinese nationalists, and signaled to Beijing that the U.S. was committed to holding the line.Eisenhower openly threatened the Chinese communists with use of nuclear weapons, authorizing a series of bomb tests labeled Operation Teapot. Other governors have made similar promises, and Newsom calls together the executives of the most ideologically like-minded states — Oregon, Washington, New York, Massachusetts, Connecticut, Maryland. What if they banded to create a sole unified single-payer health-care system, spreading risk around a much larger pool of potential patients while creating uniformity across some of the country’s wealthiest states?Fifteen end up forming an interstate compact, a well-established mechanism for working together, explicitly introduced in the Constitution. They sketch out the contours of a common health-care market: a unified single-payer regime with start-up costs funded in part by the largest issue ever to hit the municipal-bond market. The governors agree, as well, on a uniform payroll tax and a new tax on millionaires and corporations set to the same rate with revenues earmarked for health-care costs. The Trump administration has already proved willing to grant waivers to states looking to experiment beyond the Affordable Care Act’s standards — primarily for the benefit of those seeking to offer plans on their exchanges with skimpier coverage. While running for president, Donald Trump called himself “Mr. Brexit,” a boast tied to his apocryphal claim of having accurately predicted the British vote to leave the European Union. Now he’s convinced, thanks largely to a Fox & Friends chyron reading BIGGER THAN BREXIT?, that an even more significant world-historical accomplishment is within reach. Trump lobbies Pelosi and Mitch McConnell to combine their bills. Trump beams at the Rose Garden signing ceremony, calling it “the biggest deal ever” as he goads Pelosi and McConnell into an awkward handshake. Historians will later mark it as the first step in our nation’s slow breakup, the conscious uncoupling of these United States.Let’s just admit that this arranged marriage isn’t really working anymore, is it? The partisan dynamic in Washington may have changed, but our dysfunctional, codependent relationship is still the same. The midterm results have shown that Democrats have become even more a party of cities and upscale suburbs whose votes are inefficiently packed into dense geographies, Republicans one of exurbs and rural areas overrepresented in the Senate. The new Congress will be more ideologically divided than any before it, according to a scoring system developed by Stanford political scientist Adam Bonica: the Republicans more conservative, the Democrats more liberal.Come January, we are likely to find that we’ve simply shifted to another gear of a perpetual deadlock unlikely to satisfy either side. For the past eight years, there has been no movement toward goals with broad bipartisan support: to fund new infrastructure projects, or for basic gun-control measures like background checks or limits on bump stocks. Divided party control of Capitol Hill will make other advances even less likely. For the near future, the boldest policy proposals are likely to be rollbacks: Democrats angling to revert to a pre-Trump tax code, Republicans to repeal Obama’s health-care law. By December 7, Congress will have to pass spending bills to avoid a government shutdown. Next March looms another deadline to raise the debt ceiling.Meanwhile, we have discovered that too many of our good-governance guardrails, from avoidance of nepotism to transparency around candidates’ finances, have been affixed by adhesion to norms rather than force of law. The breadth and depth of the dysfunction has even Establishmentarian figures ready to concede that our current system of governance is fatally broken. Some have entertained radical process reforms that would have once been unthinkable. Prominent legal academics on both the left and the right have endorsed proposals to expand the Supreme Court or abolish lifetime tenure for its members, the latter of which has been embraced by Justice Stephen Breyer. Republican senators including Cruz and Mike Lee have pushed to end direct election of senators, which they say strengthens the federal government at the expense of states’ interests.Policy wonks across the spectrum are starting to rethink the federal compact altogether, allowing local governments to capture previously unforeseen responsibilities. Yuval Levin, a policy adviser close to both Paul Ryan and Marco Rubio, wrote in 2016 that “the absence of easy answers is precisely a reason to empower a multiplicity of problem-solvers throughout our society, rather than hoping that one problem-solver in Washington gets it right.” In a recent book, The New Localism, center-left urbanists Bruce Katz and Jeremy Nowak exalt such local policy innovation specifically as a counterweight to the populism that now dominates national politics across the Americas and Europe.Even if they don’t use the term, states’ rights has become a cause for those on the left hoping to do more than the federal government will. Both Jacobin and The Nation have praised what the latter calls “Progressive Federalism.” San Francisco city attorney Dennis Herrera has called it “the New New Federalism,” a callback to Ronald Reagan’s first-term promise to reduce Washington’s influence over local government. “All of us need to be reminded that the federal government did not create the states; the states created the federal government,” Reagan said in his 1981 inaugural address. At the time, Democrats interpreted New Federalism as high-minded cover for a strategy of dismantling New Deal and Great Society programs. Now they see it as their last best hope for a just society.Some states have attempted to enforce their own citizenship policies, with a dozen permitting undocumented immigrants to acquire driver’s licenses and nearly twice as many to allow them to qualify for in-state tuition. Seven states, along with a slew of municipal governments, have adopted “sanctuary” policies of official noncooperation with federal immigration enforcement. Many governors, including Republicans in Massachusetts and Maryland, have refused to deploy National Guard troops to support Trump’s border policies, and California has sued the federal government to block construction of a wall along the Mexican frontier. After the Trump administration stopped defending an Obama-era Labor Department rule to expand the share of workers entitled to overtime pay, Washington State announced it would enforce its own version of the rule and advised its peers to do the same. “It is now up to states to fortify workers through strong overtime protections,” Washington governor Jay Inslee wrote last week.In California, officials who regularly boast of overseeing the world’s fifth-largest economy have begun to talk of advancing their own foreign policy. After Trump withdrew from the Paris climate agreement, Governor Jerry Brown — he has said “we are a separate nation in our own minds” — crossed the Pacific to negotiate a bilateral carbon-emissions pact with Chinese president Xi Jinping. “It’s true I didn’t come to Washington, I came to Beijing,” said Brown, who is often received like a head of state when he travels abroad. Around the same time, Brown promised a gathering of climate scientists that the federal government couldn’t entirely kill off their access to research data. “If Trump turns off the satellites,” he said, “California will launch its own damn satellite.”Brown’s successor Newsom comes to office just as Californians may be forced to reckon with how much farther they are willing to take this ethic of self-reliance. Since 2015, a group of California activists have been circulating petitions to give citizens a direct vote on whether they want to turn California into “a free, sovereign and independent country,” which could trigger a binding 2021 referendum on the question already being called “Calexit.”During the Obama years, it was conservatives who’d previously talked of states’ rights who began toying with the idea of starting their own countries. “We’ve got a great union. There is absolutely no reason to dissolve it,” Rick Perry said at a tea-party rally in 2009, before adding: “But if Washington continues to thumb their nose at the American people, you know, who knows what may come out of that?” Perry’s lieutenant governor, David Dewhurst, met with members of the Texas Nationalist Movement on the opening day of a legislative session. Right after this year’s midterms, the would-be leaders of the breakaway republics of Texas and California met at a secessionist conference in Dallas.In 2012, the White House website received secession petitions from all 50 states; Texas’s was the most popular, with more than 125,000 signatures. (A counterpetition demanded that any citizen who signed one of the secession petitions be deported.) Two years later, Reuters found that nearly one-quarter of Americans said they supported the idea of their states breaking away, a position most popular among Republicans and rural westerners.Liberal regions have tended to go bigger with their secession fantasies: Why spin off one’s own state when you could split the whole country and gain the resources and manpower of like-minded compatriots? After John Kerry’s loss in the 2004 election, a homemade digital graphic migrated across the pre-social internet. On it, the states that had cast their electoral votes for Kerry were labeled “the United States of Canada”; George W. Bush’s became “Jesusland.” After Trump’s victory, those memes graduated into op-eds, including from others who would have to acquiesce in the fantasy. “Is it time for Canada to annex Blue America?” a columnist in the Canadian news magazine Maclean’s asked last year.The fact that anyone with Photoshop can cogently cleave the country in two is a credit to the hardening of a once-fluid political map. Over half the states have cast their Electoral College votes consistently for one party in every presidential election since 2000. In 2016, those states all picked Senate winners from the same party as their presidential picks as well. But as three British geographers concluded in a 2016 article about spatial polarization, that’s not just a feature of the Electoral College map. Whether measured by county, state, or region, the partisan divide has grown since Bill Clinton’s first election: Red places have grown redder (at least in their presidential votes), blue places bluer. In 1992, 38 percent of Americans lived in “landslide counties,” which went for a presidential candidate by a margin of 20 percentage points or more, the Times has reported; in 2016, the number reached 60 percent.This partisan homogeneity is shaping state governments too. Thirty-six capitals are now dominated by a single party that controls the governorship along with both houses of a legislature; for the first time in more than a century, only one state legislature in the country, Minnesota’s, will be split between two parties. If we are already living in two political geographies, why not generate a system of government to match?Or so goes the fantasy. There’s no real groundswell of support for shrinking the United States. Surveys have shown that two-thirds of Californians oppose independence, and not only because the Calexit movement’s lefty critiques of Trump do not align with its righty origins. (A co-founder of the California Independence Campaign, Louis Marinelli, is a former anti-gay-marriage activist who last year sought permanent residence in Russia.) When a candidate from the Alaskan Independence Party, which had been founded with secessionist ambitions, actually won the governorship in 1990, he turned out to be tepid on the question of sovereignty. (Sarah Palin once attended an AIP conference, and her husband, Todd, became a member.) Local movements elsewhere, whether the left-leaning Second Vermont Republic or South Carolina’s right-leaning Third Palmetto Republic, have never transcended stunt. Among institutions, only the Libertarian Party has ever endorsed the position that states should be freely able to secede.History gives us few examples of successful peaceful secessions. In the ones we do have, national identity rather than ideological differences seem to be at the root of the fissure. (The Confederate States of America would have been a notable anomaly.) When states split in the 20th century, the Australia-based scholars Peter Radan and Aleksandar Pavkovic have pointed out, there were always deep underlying fault lines of language, religion, or ethnicity. None of the three multinational states created between the two world wars — the Soviet Union, Yugoslavia, or Czechoslovakia — survived until the end of the 20th century.Even with widespread fatalism about the American project, there is not an obvious way to dissolve our union. Rewriting the Constitution’s balance of power would require levels of political coordination that seem far beyond the country’s existing leadership. Chances of a civil war are remote, and it is hard to visualize a series of events that could prompt a peaceable dissolution of the union. After the Civil War, the Supreme Court ruled that states have no right to unilaterally secede. The U.N. Charter recognizes the “self-determination of peoples,” but clearly intends the latter to mean well-defined racial or ethnic groups and not, say, a collection of persons who want stronger gun-control measures. Other countries might be wary of recognizing spinoff American states for fear of the precedent. Would China vote to admit California to the United Nations if it set up Tibet or Taiwan to demand the same treatment?And yet, if the desire to secede were to grow, recent votes in Scotland and Quebec have modeled the way that secession in a developed country during years of peace can become just another political question — one debated relatively civilly, voted on democratically, without attendant allegations of treason or sedition. (Spain’s government has been less forgiving of what it calls an unconstitutional independence referendum held last year in Catalonia.)There is at least one mechanism by which a sort of soft breakup may be imaginable — and it’s already found within the Constitution. The document introduces the prospect of one state entering into a compact with another. States have created interstate compacts to maintain common standards, like the Driver’s License Compact that 47 DMVs use to exchange knowledge on traffic scofflaws. Most have been used for neighboring jurisdictions to handle common resources, like the Atlantic Salmon Compact that permits New England states to manage fish stocks in the Connecticut River Basin. (Eleven states have signed on to a National Popular Vote Interstate Compact, to disregard the Electoral College, but it would require a number equal to 270 electoral votes to take effect.)Interstate compacts have rarely been applied to controversial topics. Yet to a paralyzed Congress, and a president without any deeply held views about state-federal relations, they could prove an appealing vehicle to restless factions on both the left and the right. It may be time to take the country apart and put it back together, into a shape that better aligns with the divergent, and increasingly irreconcilable, political preferences of its people — or at least to consider what such a future might look like, if for no other reason than to test our own resolve. An imagined trial separation, if you will. Or perhaps in contemplating a future apart we might stumble upon a few ideas for some new way to live together after all.So let’s return to our hypothetical spring of 2019. After Governor Newsom’s successful health-care deal, lobbyists and think tanks promote compacts for all their pet issues, and Congress — which would be unable to find bicameral majorities for any other substantive legislation — obliges. The Public Lands and Environmental Compact Act gives the states huge leeway to set environmental regulations and manage national parks on their lands, and the Labor and Workplace Compact Act permits states to draft new workplace and employment standards. There’s a Housing Compact Act, an Immigration Compact Act, and an Agriculture Compact Act, which allows the states to take all the money that would come to their citizens as farm subsidies and food stamps as block grants with the ability to set their own rules. Trump giddily signs them all.While the states could generate new partnerships for each policy area, they choose to harden their alliances. As they link their safety nets, the Newsom-led states agree to fully synchronize their tax codes so that they could end a race-to-the-bottom competition for residents and companies. Once they do, Nevada pulls out from the compact, unwilling to implement an income tax on its citizens. Washington, on the other hand, quickly amends its state constitution to permit an income tax for the first time.Seeking his own symbol of integration, Abbott unveils the new Free States Open-Carry Permit, along with new laws ensuring the right to bear arms in schools, churches, and government buildings across his alliance. Newsom and Abbott jointly lobby Congress to grant them the right to manage the Social Security funds generated by workers in their regions. Abbott wants to allow citizens to control their retirement portfolio, while Newsom wants to experiment with moving some trust-fund money from the Treasury bonds to new public-investment vehicles that will support climate-friendly technology.To kick off the Federation Era, the two governors meet on the steps of the United States Supreme Court for a photo op. Shaking hands, the men and their attorneys general pledge not to support any legal challenge to the other’s authority for two decades. All sides have an interest in permitting their new experiment to play out for a while without any unnecessary uncertainty from the courts. The states can’t stop others from suing over the constitutionality of their moves, but they want to send a message to a conservative Supreme Court that state officials are channeling the political will of 250 million Americans, all with Congress’s express consent.The most vocal opposition comes from fixtures of the Washington, D.C., Establishment and permanent bureaucracy, which fear a permanent loss of power. Both Fox News and MSNBC, on the other hand, herald the New Era of Good Feelings. For the first time ever, Gallup records three in four Americans declaring themselves satisfied with the way things are going in the United States — a supermajority that cuts across partisan and demographic divides.Over the first two decades of the Federation Era, the alliances remained relatively stable, with only occasional changes in state status. Virginia quit the Progressive Federation of America early because it felt it would lose leverage to defend the interests of the federal employees who live there. Montana nearly pulled out of the Alliance of Free States when it looked like it might be forced to abandon its closed-shop work rules to match its right-to-work sister states. Florida’s internal politics are driven by perpetual debate over whether the state stood to benefit by joining either federation; Alaska no longer has a Democratic Party and Republican Party but has entirely realigned along a Pro-Fed and Anti-Fed axis.The states that did not join a federation remained governed by Washington, where largely status-quo policies from the early-21st-century remain in place. Some are in the neutral zone, as it is known, owing to principled independent-mindedness (New Hampshire), some by ideological paralysis (Wisconsin), and some because they are happy setting their own rules (Delaware). Power, however, resides in the neutral zone. Since each of the two federations cast Electoral College votes as a bloc, by tacit understanding, any viable national candidate has to hail from the unaffiliated states. (After producing four in a row, Maine changed its official slogan to “Mother of Vice-Presidents.”) Yet with the Legislative and Executive branches largely hobbled from policy-making for much of the country, this offers minor satisfaction. It is said to be a bleak joke around the White House that the only job of the president in peacetime is to inquire daily about the health of the Supreme Court’s oldest member.By 2038, the Progressive Federation of America is being run from a former administrative building on the campus of the University of New Mexico. The federation was initially governed by commissioners appointed by governors and state legislatures. To avoid establishing a permanent bureaucracy, the governors refused to establish a dedicated base, instead rotating its chairmanship across the members for a year at a time. Lobbyists loved having the capital in San Francisco, were less enthused when New York decided it could boost the local economy by chairing its meetings in Buffalo.The abandoned campus in Albuquerque is an inadvertent monument to one of the Blue Fed’s earliest successes. The federation’s state universities initially integrated to secure basic economies of scope and scale: linking their library collections and banding together in search of greater buying power for their energy needs. After a few years, the states agreed to set in-Fed tuition for all public universities to zero. New Mexico took the boldest step. It dismantled its public-university system after determining it was more efficient to cover travel expenses for New Mexicans studying in California or Colorado than to manage its own schools, even continuing to pay lifetime salaries for its tenured professors when they were placed in jobs at new sister schools. The New Mexico regents decided to deplete the remainder of the university’s $450 million endowment to dramatically increase teacher pay for the state’s primary-school teachers. New Mexico’s public high schools are now seen as some of the country’s finest.At first, the task of the Federation commissioners was framed as simple technocracy, implementing the will of state governments. They strengthened regulations to protect workers and set a uniform $18 minimum wage across the zone, with some cost-of-living adjustments to raise the sum in New York, San Francisco, and Boston. Federation taxes have steadily risen as federal rates fell to cover its reduced obligations. Many wealthy Blue Fed residents now pay more in annual taxes to the federation than to Washington. The high-quality cradle-to-grave services those taxes fund have come to define existence across the Blue Fed, from guaranteed public preschool to lifelong medical coverage with no co-pays or deductibles, and have incubated a highly skilled workforce and some of the most impressive life-expectancy rates in the world. (Dental care continues to depend on a system of private insurance.) It was a source of pride when the Blue Fed’s generous higher-education system started drawing large numbers of middle-class families to leave southern cities for northern ones.As soon as one crosses the border into the Alliance of Free States, whether over the Wabash River from Illinois to Indiana, or the grasslands that stretch across the Iowa-Missouri border, the difference between the two federations’ sense of identity becomes immediately visible. A popular decal showing an outline of the Red Fed’s borders — with a column of prairie states rising like an extended middle finger from the clenched fist of Texas — resides on bumpers and car windows as a defiant declaration of a newly defined region’s honor.Over the first decade of its existence, Red Fed leaders found their purpose unwinding the domestic reforms of Franklin Roosevelt, Lyndon Johnson, and Barack Obama and with them much of the 20th-century regulatory state. The Occupational Safety and Health Administration, Environmental Protection Agency, and Federal Motor Carrier Safety Administration all saw their staffs gutted, left incapable of enforcing whatever rules did remain on the books. An alphabet soup of government agencies, Bill Kristol tweeted, had become a savory bone broth.The National Labor Relations Board withered in the Red Fed, along with New Deal rules that blocked companies from interfering in employee efforts to win collective-bargaining power. The shift set off a return to the fierce business-labor battles of the Gilded Age, most visible in the emergence of new firms founded by Blackwater and Black Cube alumni, known as the Blackertons, that specialize in aggressive digital surveillance and online-misinformation campaigns against union organizers.The effective elimination of most environmental and employment regulations proved irresistible to manufacturers. Boeing announced it would stop making capital investments in its Seattle-area factory and begin to shift jet assembly to a new plant in Covington, Kentucky. Factories relocated from China to be closer to the American consumer market and avoid import tariffs. Unemployment in parts of the Red Fed fell below 2 percent and the region briefly reached 5 percent growth — each several times better than Blue Fed indicators — leading conservative economists to praise the Red Miracle.It was not just manufacturing and resource extraction that boomed in the Red Fed. As soon as the Blue Fed established its single-payer system, medical specialists began taking their practices to states where they wouldn’t be subject to the Regional Health Service’s price controls or rationing. Sloan Kettering now treats New York as little more than an administrative base; the majority of its hospital rooms are in Texas. Johns Hopkins considered closing its medical school when nearly half the faculty decamped en masse to Baylor. Wealthy Blue Fed residents willing to pay out of pocket now invariably travel to Houston when they want an immediate appointment with a specialist of their choice. The arrivals area at the George Bush Intercontinental Airport is packed with chauffeurs from van services run by clinics supported by specializing in such medical tourism.Auctions of public lands across the interior west, along with the privatization of the Tennessee Valley Authority, generated a quick gusher of cash. Vowing not to let the new government wealth create more bureaucracy, Red Fed leaders deposited it all in a Free States Energy Trust Fund that would pay out an annual dividend to every adult and child in the region — a no-strings-attached cash transfer of hundreds of dollars per year. The Southern Baptist Convention encouraged its members to tithe their dividend checks directly into new aid societies to help the least fortunate. The most popular charitable cause has been a relief society to aid religious conservatives in the Blue Fed seeking to migrate to the Red Fed.The boom in manufacturing and energy jobs on one side of the border and the guarantee of free government-sponsored education and medical care on the other created an incentive for families to split — with one spouse working (and paying taxes) in the Red Fed and the other, usually with children in tow, collecting benefits in the Blue Fed. (Remo, which pitched its app to investors as “Venmo for remittances,” became the fastest-growing tech company on the Fortune 500.) Sociologists are starting to worry that what they call the “split-family phenomenon” will become a hallmark of 21st-century life in North America, with its effects growing more pronounced as federation policies continue to diverge.Reaction to Blue Fed culture drives much Red Fed governance. When the Blue Fed opened a gleaming new visitor center at Yosemite, the Red Fed moved to privatize all the concessions at Yellowstone. The Blue Fed’s expansive affirmative-action protocols inspired the Red Fed to abolish all HBCU-specific education programs so that primarily white institutions could compete equally for the funds. Only when the Supreme Court ruled that a compact-wide abortion ban did not place an undue burden on reproductive freedom because Red Fed residents could travel for free services in the Blue Fed did it become evident that conservative social policy would impede efforts to diversify the Red Fed economy beyond natural resources and heavy manufacturing. Amazon’s list of candidate cities to house its HQ14 did not include a single one in the Red Fed.Each federation is the other’s largest trading partner, but they increasingly assume the posture of rivals. When the Blue Fed imposed a controversial excise tax on all products or services generated by companies that could not prove they paid their employees at least $18 per hour, the Red Fed saw it as a de facto tariff on its goods. It retaliated by placing its own excise tax on domestic wine, which led the Red Fed to deepen its trade ties with Chile and Argentina. That was a short-term diversion, but prompted a deeper examination of how economically dependent one federation had grown on the other’s internal policies. A Blue Fed requirement that certain freight classes travel only by all-electric truck fleets had nearly doubled the cost of transporting products to the interior west. Frequent work stoppages by West Coast longshoremen emboldened by their labor-friendly administration affirmed a strategy agreed to by titans of Red Fed industry: They needed their own Pacific port.Red Fed leaders negotiated a deal with Mexican authorities for operating control of the Port of Lázaro Cárdenas, in Michoacán state, investing some of its energy trust funds. A new terminal, staffed by American Customs officials, connects directly with a spur of the Kansas City Southern railroad. There, nonunion laborers load ships with minerals mined through the American West, including lithium and soda ash, heading largely to East Asia, and unload bananas and smartphones from Ecuador and China heading for the landlocked states of the Red Fed without ever once passing through Blue Fed territory.And then came the first humanitarian crisis. When the families of West Virginia workers started overloading schools and hospitals across the border in Hagerstown, Maryland, the Blue Fed began to impose residence requirements for many of its social services. That didn’t stop the migrants, but it led them to cluster in border towns as they waited out the six months required for eligibility. The conditions were often dire. Tent cities around Palm Springs saw the first American measles outbreak in a generation, and in the Spokane bidonvilles, dozens of children froze to death during a harsh winter.Those tragedies set off a reckoning that has prompted an identity crisis for the Blue Fed’s leaders and citizens. On one side, fiscal experts say the Nordic-style welfare state that the Blue Fed has established is unsustainable if it just ends up as an unchecked provider of services to some of the Red Fed’s neediest cases. On the other side, some of the progressive activists who played crucial roles building early support for the health-care compact argue that the Blue Fed has an obligation to promote its values even beyond its borders. The debate rages across the region: What obligation do they have to other Americans who have democratically chosen to pursue a very different way of life?The federations had a gentlemen’s agreement not to drag federal authorities into their disagreements, but the nature of their conflicts made that impossible. Once the Blue Fed declared itself a “sanctuary region” and invited undocumented immigrants elsewhere in the United States to seek refuge, Red Fed leaders threatened to erect internal border controls on state lines. The Blue Fed backed down, publicly revoking its invitation, but only after the Red Fed agreed to jointly lobby Congress to create a series of regionally restricted work visas.The federal government remains the enforcer of the country’s citizenship laws, agent of its foreign affairs, controller of its national defense, and manager of its monetary policy. But it grew increasingly impossible to perform any of those roles neutrally, and many of the country’s democratic institutions were not designed to balance the competing interests of two geopolitical rivals.When the Federal Reserve raised interest rates to stop the Red Fed’s economy from overheating, it pushed the rest of the country into recession, prompting the Great Lakes to lead the first successful campaign to have the Federal Reserve Board removed from office. When Hurricane Rigoberto came through the Gulf of Mexico, leaving large portions of Houston underwater for months — the first trillion-dollar natural disaster, at least when the cost of the subsequent malaria outbreak is included — the Red Fed demanded a bailout from the federal government. Blue Fed politicians said it would be “moral hazard” to do so, given that most of the damage was traced to a Red Fed decision to privatize the Houston Ship Channel and entrust the buyer, a Qatari sovereign-wealth fund, with upkeep of the Galveston Seawall and the levee networks of surrounding southeastern Texas counties.The Pentagon lost its authority to act as a nonaligned arbiter of the national interest. Once cartels seized control of the Red Fed’s Mexican container port, taking hostage 17 retired Texas Rangers working on a private security force, the Defense secretary mobilized West Coast National Guard units to support an Army Rapid Deployment Force, along with Marines and Navy seals. Oregon’s governor balked, announcing that he would not permit his troops to “be used as muscle for the Red Fed’s imperial adventures.” The Supreme Court ruled that National Guard units had to follow the commander-in-chief’s orders, and the Oregon guardsmen headed south, but the incident polarized foreign-policy positions in new ways. When, months later, intelligence agencies issued a report pinning the crash of the western renewable-energy grid on a North Korean cyberattack, Red Fed cities saw some of their largest mass protests in years, all against a rush to war. Nearly 100,000 people gathered in Indianapolis’s Monument Circle, chanting “No blood for solar.” By the time of the South China Sea Crisis, Congress had grown so paralyzed along federation lines that it was impossible to assemble a majority in favor of any declaration of war.Leaders overseas have become eager to exploit what they see as the United States’s political weakness. As concerns about climate change have grown more dire, other countries have become intent on punishing dissenters from the international order, and the Red Fed is now a global villain. The European Union agreed to pre-clear for entry all crops produced under the Blue Fed’s GMO-free agriculture policy, while Red Fed imports are subjected to a lengthy and costly quarantine. China announced most-favored-region trade policies that would give Blue Fed exporters an advantage over domestic rivals when selling into the Chinese market.These trade-related conflicts squeeze Illinois, which wants to export Caterpillar tractors to China under favorable conditions but lags behind West Coast and New England states in transitioning to GMO-free agriculture. Although a founding member of the Blue Fed, Illinois at times felt geographically isolated, surrounded by Red Fed or neutral states. Illinois withdrew from the Blue Fed and helped to form the Great Lakes Federation, which stretches from Philadelphia to Des Moines and up to Duluth, with a permanent capital in Chicago. As the 20-year judicial truce is about to expire, the Midwest controls the balance of power in a Congress that may be forced by the Supreme Court to revisit some of its earliest assumptions about returning power to the states.There is another real-life contemporary example of a semi-secession: Brexit. It, too, began as little more than a thought experiment. What if we could reject a far-off governing structure that no longer seems responsive to our interests in favor of local authority that can more closely match our aspirations and sense of identity as a people? There must have been something thrilling about getting to cast a vote for self-determination.Yet those who are now forced to make that reverie real are pulling back from their former self-confidence about it. Just last week, the Tory official serving as Secretary of State for Exiting the European Union admitted he “hadn’t quite understood the full extent” to which British commerce was “particularly reliant on the Dover-Calais crossing,” and that new trade barriers could impact the availability of consumer goods in stores. Instead of just leaving Europe, as he encouraged his compatriots to do during the 2016 campaign, Dominic Raab now insists on “a bespoke arrangement on goods which recognizes the peculiar, frankly, geographic, economic entity that is the United Kingdom.”As it was for a majority of Britons, it is easier to imagine breaking up the United States than figuring out how to make it work — whether through bold new policies or merely a functioning version of consensus politics. The seeming inelasticity of our system of governance also guarantees a security and predictability that we take for granted. Some of the lessons Europe is being taught under the stress of the Brexit crisis — that a single currency requires a unified economy, or that a lack of internal borders can’t work if no one can agree on what should happen at the outer one — are ones Americans might better learn from fantasy than from experience.

Why was the collapse of the Soviet Union a violation of human rights and a crime against humanity?

Yes.Prior to Stalin dying there was a regular rotation of cadres. This means accountability for job performance and ideological compatibility of Party members—and thus government members. This was abandoned during the Brezhnev period. It didn’t take long for corruption and stagnation to set in. Older members of the government were not interested in innovating away from the manufacturing of heavy industry and the sale of oil and other natural resources. A permanent class of elites took hold. They lived better than the rest, but nowhere as rich as the oligarchs in the West. In time they grew tired of pulling the levers of power. In the Soviet Union people had guaranteed housing, healthcare, education, daycare, and other benefits. The workers got to benefit from the work they did. These corrupt elites decided they would prefer to dissolve the entire socialist experiment and just outright steal the public assets. They did. Thus rose the oligarchs. In China they purged the corrupt elites and instituted anti-corruption measures and term limits. China survived and is doing well.The corrupt oligarchs, along with Yeltsin, were tied in with the CIA. Western financiers assisted in the rape of Russia. To make matters worse the adviser to the Russian government from America, Sachs, advised the imposition of the “Shock Doctrine,” which meant absolute austerity on the Russian people. There were even balanced budgets, meaning the eradication of most social programs and any assistance during this time of transition when it was needed most.There was a tsunami of crime, organized crime, homelessness, suicide, alcoholism, drug addiction, and prostitution. Young girls had to sell their bodies so their families could eat. In Japan there were waves of young Russian girls acting as strippers.The Yeltsin era was horrendous. Oligarchs treated the nation as their own private fiefdoms. Putin was able to tame them, and reduce their worst behaviors. A sense of order took hold. The price of oil went up so there was an influx of cash. Things normalized. But they never returned to what they were. Moscow has benefitted, as much of the cash seems to end up in Moscow. But the rural areas and small towns are worse off.No surprise that people say they miss the Soviet Union. 60% say they miss it. [1] Stalin has a higher approval rating than Putin, and Putin is popular.[2] Older people greatly miss the Soviet Union, and not because they were younger.[3]The Soviet Union did not collapse for economic reasons.[4] Lenin faced far worse conditions and problems. The Soviet Union was purposely ended. Yeltsin and his thieves engaged in a bloodless coup. There was a referendum where the people voted to keep the Soviet Union or not. People voted to keep it, and Yeltsin dissolved the Soviet Union anyway.A competent leader would have sent in the tanks to smash the insurrectionists in the Eastern Bloc. Make an example out of them. Then there needed to be a purge of the corrupt government officials. Most of them would go. Then return to the planned economy and get rid of perestroika and glasnost. Free speech was used as an excuse for propaganda and treason. He was supported by the U.S.UNITED STATES intelligence helped Boris Yeltsin to gain power by breaking the most secure codes used by the generals behind the 1991 Soviet coup and passing on the information gained to Mr Yeltsin. An American communications specialist was seconded to help Mr Yeltsin secretly contact wavering military commanders without risk of detection.The US intervention, which may have been critical in defeating the coup, has been kept secret to avoid the accusation that Washington was interfering in Russian affairs. It also started a row between the White House and the code-breaking National Security Agency, which strongly objected to revealing to Moscow that its most secure communications were compromised.The degree of support for Mr Yeltsin from the American security services is disclosed by Seymour Hersh, one of the United States' best-known investigative journalists, in the forthcoming issue of the Atlantic Monthly magazine. It is likely to fuel allegations by Mr Yeltsin's opponents that he took power thanks to American support.As soon as the coup started on 18 August 1991, the NSA, America's largest intelligence organisation, was able to decrypt conversations between the coup's two leaders, Vladimir Kryuchkov, chairman of the KGB, and Dmitri Yazov, the Defence Minister, taking place over a supposedly secure landline. President Bush ordered the information to be given to Mr Yeltsin but, fearing Russian reaction if word of American interference leaked out, broke the law by not telling Congress.The information was of critical significance to Mr Yeltsin at a moment when both sides in Moscow were wooing various military commanders across the Soviet Union. Mr Yeltsin knew exactly who supported the coup and who opposed it.An American specialist from the US embassy was sent to Mr Yeltsin's office in the Russian parliament building to make sure that his own communications system was secure.'The Minister of Defence and the KGB chief were using the most secure lines to reach the military commanders,' a US official involved in the operation said. 'We monitor every major command, and we handed it to Yeltsin on a platter. It demonstrated to the Soviet commanders that we can read it all - that we can penetrate it.'The NSA's ability to decrypt what Soviet military commanders - and their Russian successors - said over their communications system is probably the most significant intelligence achievement since Britain broke Germany's Enigma codes during the Second World War.William Odom, head of the NSA until 1988, says the transfer of such highly classified information would lead to 'a terrible, terrible trade-off . . . Now the Russians know what I know. That is such a huge loss for the future.'However, General Odom admitted that it was President Bush's right to decide what to do with such intelligence information, adding: 'There would be those who would think saving Yeltsin is worth it.'In fact on 14 August 1991 - only four days before the attempted coup in Moscow - President Bush had signed an amendment to the law making it illegal for him not to tell House and Senate Intelligence Committees in secret session about covert action such as that in support of Mr Yeltsin.Mr Bush and his aides reportedly decided to flout the law because they feared that Congress might balk at helping Mr Yeltsin because of the possible Russian reaction.There is no information about how the NSA succeeded in penetrating Soviet military communications, or counter-measures taken since by Russian commanders to keep their conversations secret. If anyone in the US or the EU thought about Putin’s comments—coming amid an unprecedented US and NATO vilification and demonization campaign against the Russian Federation and Putin personally, including economic sanctions—they most likely saw it as confirmation of Washington claims that Putin’s Russia was out to rebuild the Soviet Union.What was unknown to most in the West was the true background of the destruction of life in Russia and the former member states of the USSR. The CIA operation began near the end of the 1980s with a network of CIA actors and their corrupted, bought-and-paid-for Soviet KGB generals. It was called the Yeltsin Era, and it lasted the entire decade of the 1990s until Yeltsin resigned on December 31, 1999. His resignation had been finally forced by a group of nationalist Russians led by a forty-seven-year-old former KGB officer who briefly headed the successor organization to the KGB known as the SVR, or Foreign Intelligence Service of the Russian Federation. The SVR man was Putin, by then Yeltsin’s Prime Minister.The destruction of the Soviet Union was one of the darkest criminal operations ever undertaken by the US government or, more precisely, by a dark, deep state network buried inside that Washington bureaucracy, sometimes referring to themselves as “the Vulcans,” often simply called neoconservatives. The key roles in the rape of Russia were played by US President George H.W. Bush and later by Bush’s close friend and protégé, William Jefferson “Bill” Clinton. The venom directed from Washington towards Putin personally since his reelection as president in 2012 and even beginning his revitalization of Russia after his ascendancy to the presidency on December 31, 1999, the day Yeltsin was forced to abdicate his imagined throne, would become clear. Slowly details emerged of what crimes Bush, Clinton, and their covert intelligence circles committed against Russia after 1989.— Bush’s CIA “Old Boys” —George H.W. BushGeorge H.W. Bush, former director of the CIA, ran the entire foreign and national security operations of President Ronald Reagan from the Office of the Vice President. Through Executive Order 12333, a national security directive drafted by then vice president Bush and signed by Reagan, Bush had made sure he was in charge of all Reagan-era US foreign and national security operations after 1981. [Editor Note: This of course presaged an almost identical scenario when his son George W Bush Jr ascended to power in 2001, and handed over on a silver platter foreign and national security policy to Dick Cheney and his mob.]People close to [Reagan-era] CIA Chief Bill Casey said that as President, Reagan had little interest in foreign policy. The true role of Bush in the Reagan years was well hidden, however. When Bush’s son George W. Bush Jr took office as President in 2001, one of his first acts was to sign Executive Order 13233, an extraordinary act that cited “national security” as grounds to conceal records of past presidents, especially his father’s activities during the 1990 and 1991 collapse of the Soviet Union and the communist Eastern Europe states. Consequently, those records are no longer accessible to the public. The truth can be gathered by evidence of participants in Russia, Eastern Europe, and in the USA, deep research, and congressional and other testimonies of those with direct knowledge. The picture of the destruction that resulted is staggering.George H.W. Bush ran things covertly through his “old boy” CIA networks, often using various private companies they had set up during the Bush’s illegal Iran–Contra operation of the mid-1980s. The Iran–Contra affair was an illegal, top-secret Bush–Colonel Oliver North scheme to sell US weapons to Iran in violation of an official US arms embargo to Iran, then to divert a part of the Iran arms profits to illegally finance the CIA-backed Contras of Nicaragua, who paid for the weapons with cocaine dollars, hence the name Iran–Contra Affair.All was done without required the US congressional approval, in violation of US law. When President Jimmy Carter forced the early retirement of 800 CIA agents, many of them loyal to former CIA Director Bush, they regrouped as a private intelligence and business network, a kind of covert “deep state,” informally calling itself “the Enterprise.” This network, active for Vice President George H.W. Bush in the Iran–Contra affair, was used by Bush, now as US president, to loot and deform all of communist Eastern Europe and, ultimately, Russia under their asset, Boris Yeltsin.The companies George H.W. Bush sanctioned under the code name “the Enterprise” were soon to be responsible for the CIA-financed coup that brought down Mikhail Gorbachev and the Soviet Union in 1991. But the machinery and organization of the Enterprise was also responsible for bribing or corrupting key KGB generals and creating what came to be called the “Russian oligarchs” to loot the crown jewels of the former Soviet State, now legally known as the Russian Federation. Their looting included the entire gold reserves of the Russian National Bank in the early 1990s. That loot was funneled into the vaults of handpicked CIA-controlled banks in Switzerland, o shore bank havens, and New York.— The CIA’s Yeltsin “Democracy” Coup —The rape of Russia—the Russian nation, the Russian state, the Russian people—which began at the end of the 1980s, was a coup d’état engineered by the American CIA’s rogue and not so rogue networks directed by former CIA Director, now President, George H.W. Bush. Western accounts of what took place inside the Russian Federation during the Yeltsin years of the 1990s speak of “Russian mafia” or “Russian organized crime.” Never do they mention or even hint that those Russians who plundered their own country were organized and paid, or made rich, by the West or, to be more precise, by the old boy CIA networks loyal to former CIA director and then US president George H.W. Bush.What took place in the 1990s under the Russian presidency of Boris Yeltsin was described by one knowledgeable US insider, Mortimer Zuckerman, himself an establishment member of the Council on Foreign Relations and owner of US News & World Report, as “the largest giveaway of a nation’s wealth in history.” The giveaway, or more precisely “theft,” was done through outright robbery, currency war, and a fraudulent loans-for-company stock shares program that was a precondition demanded by Washington to getting aid and loans from the World Bank and the IMF—aid and loans that “never touched ground in Russia,” as Zuckerman noted.Washington, covertly working with a circle of very select US and European banks, made it possible for the Yeltsin clan to loot the Russian Treasury of its gold reserves. They then offered desperately needed US money to a privatization scheme that created and installed a kleptocracy regime, and created a cabal of hyper-rich oligarchs under Yeltsin, referred to by some in the Russian media as the “Yeltsin Family,” as in the Mafia. Washington and US mainstream media cynically called it “bringing democracy and free market capitalism” to post-communist Russia.In 1989, soon after his election, US President George H.W. Bush initiated the operation to loot the Soviet Union. That oil price collapse hit at the heart of the Soviet primary hard currency sources: its oil export; [the oil price collapse also] severely hurt Soviet earnings of badly needed dollars for Western technology purchases, as well as for countering CIA operations in Nicaragua, Afghanistan, and Eastern Europe. The decade-long covert CIA campaign in Afghanistan, using fanatical Mujahedeen terrorists mostly recruited by a Saudi CIA asset named Osama bin Laden, had given the Soviet Union what President Carter’s national security director, Zbigniew Brzezinski, later called “Russia’s Vietnam.”Then in 1989, President George H.W. Bush gave the order to launch an all-out takeover and looting of the crown jewels of the largest and most strategic part of the USSR, the formerly communist Russian Federation. The dissolution of the Soviet Union itself rapidly followed the August 1991 Ukrainian declaration of independence from the USSR. State-owned oil and gas companies, key raw materials, such as nickel and aluminum, and high-tech Soviet military companies were the prime looting targets of select Western interests trading with insider connections.Now finally as president, George H.W. Bush decided to go for the kill against a severely weakened Russian Federation. Bush and a CIA network of Western bankers, US government officials, and the International Monetary Fund (IMF), together with a cabal of young Harvard University economists—they were dubbed the Harvard Boys—brought into Russia by George Soros in league with a corrupted network of KGB traitors, unleashed one of the greatest criminal looting operations in history.Confused Russian citizens, fed up with the years of Soviet control and lack of improvement in their daily lives from Mikhail Gorbachev’s Perestroika attempts at reforming the Soviet system, naively and with great hope turned to the West, most especially to Wall Street and Washington. In 1987, in a desperate attempt to calm growing social unrest over the deteriorating Soviet economy, Gorbachev permitted Soviet citizens to own dollars. It was a disaster of untold dimension. Overnight, a huge black market for dollars grew and the ruble became de facto worthless inside the Soviet Union. Russians, forbidden to travel to the West, were fed the illusion that everything in America was “bigger and better.” Secret, prohibited shortwave broadcasts from the US State Department’s Radio Free Europe/Radio Liberty out of Munich fed those illusions of an American capitalist paradise.The majority of Russians believed, for the most part, nothing could be worse than life under Soviet communism with the chronic shortages in the shops, endless queues, and lack of basic goods, let alone of luxury goods. They were soon to realize they were dreadfully wrong. It could be worse. The bottom fell out in the daily life for most Russians as Yeltsin’s clan and their Western collaborators proceeded to loot the country following the abolition of a communist state during the 1990s. The year was 1996. Boris Yeltsin was seeking a second term, and Bill Clinton desperately wanted to help. “I want this guy to win so bad,” he told Deputy Secretary of State Strobe Talbott, “it hurts.”Clinton liked Yeltsin personally. He considered him Russia’s best hope for embracing democracy and capitalism. And he appreciated Yeltsin’s acquiescence during nato’s march eastward, into the former Soviet bloc.Unfortunately for Clinton, ordinary Russians appreciated their leader far less. Yeltsin’s “shock-therapy” economic reforms had reduced the government’s safety net, and produced a spike in unemployment and inflation. Between 1990 and 1994, the average life expectancy among Russian men had dropped by an astonishing six years. When Yeltsin began his reelection campaign in January 1996, his approval rating stood at 6 percent, lower than Stalin’s.So the Clinton administration sprang into action. It lobbied the International Monetary Fund to give Russia a $10 billion loan, some of which Yeltsin distributed to woo voters. Upon arriving in a given city, he often announced, “My pockets are full.”Three American political consultants—including Richard Dresner, a veteran of Clinton’s campaigns in Arkansas—went to work on Yeltsin’s reelection bid. Every week, Dresner sent the White House the Yeltsin campaign’s internal polling. And before traveling to meet Yeltsin in April, Clinton asked Dresner what he should say in Moscow to boost his buddy’s campaign.It worked. In a stunning turnaround, Yeltsin—who had begun the campaign in last place—defeated his communist rival in the election’s final round by 13 percentage points. Talbott declared that “a number of international observers have judged this to be a free and fair election.” But Michael Meadowcroft, a Brit who led the election-observer team of the Organization for Security and Cooperation in Europe, later claimed there had been widespread voter fraud, which he had been pressured not to expose. In Chechnya, which international observers believe contained fewer than 500,000 adults, one million people voted, and Yeltsin—despite prosecuting a brutal war in the region—won exactly 70 percent. “They’d been bombed out of existence, and there they were all supposedly voting for Yeltsin,” exclaimed Meadowcroft. “It’s like what happens in Cameroon.” Thomas Graham, who served as the chief political analyst at the U.S. embassy in Moscow during the campaign, later concededthat Clinton officials knew the election wasn’t truly fair. “This was a classic case,” he admitted, “of the ends justifying the means.”Why does this history matter now? Because acknowledging it begs a question that few American pundits and politicians have answered yet: Is the problem with Russia’s behavior in 2016 that it violated principles of noninterference in other countries’ elections that America should respect as well? Or is the problem simply that America’s ox was gored?During the Cold War, America’s leaders saw nothing wrong with electoral interference, so long as the United States was conducting it. Dov Levin, a postdoctoral fellow at the Institute for Politics and Strategy at Carnegie Mellon University, has identified 62 American interventions in foreign elections between 1946 and 1989. The large majority—like Russia’s in 2016—were conducted in secret. And, overall, America’s favored candidates were no more committed to liberal democracy than their opponents; they simply appeared friendlier to American interests. In 1968, for instance, Lyndon Johnson’s administration—fearful that the people of Guyana would choose a socialist, Cheddi Jagan—helped Jagan’s main opponent, Forbes Burnham, win an election marked by massive voter fraud. Burnham soon turned Guyana into a dictatorship, which he ruled until his death in 1985.U.S. officials sometimes claimed that the left-leaning candidates America worked to defeat were more authoritarian than their right-leaning opponents. But as the Boston College political scientist Lindsey O’Rourke notes in her forthcoming book, Covert Regime Change: America’s Secret Cold War, “There is no objective truth to their claim that the leftist parties” the U.S. “targeted were ‘inherently antidemocratic.’ To the contrary, many of these groups had repeatedly committed themselves to working within a democratic framework, and, in some cases, U.S. policymakers even acknowledged this fact.” The University of Kansas’s Mariya Omelicheva, who has also researchedAmerica’s Cold War election meddling, told me she “cannot think of a case in which America’s democracy concerns superseded its national-security concerns.”But in recent decades, some experts contend, America’s behavior has changed. First, America’s interventions have grown more public. In 1983, Ronald Reagan created the National Endowment for Democracy (NED), which—by giving grants to “political parties, trade unions, free markets and business organizations, as well as the many elements of a vibrant civil society”—does openly what the CIA once did in secret. Second, the United States now focuses primarily on strengthening democratic processes and institutions, not backing particular candidates. “Unlike Russian electoral meddling,” arguesThomas Carothers of the Carnegie Endowment for International Peace, “U.S. democracy promotion does not … favor particular candidates, or undercut the technical integrity of elections. On the whole, it seeks to help citizens exercise their basic political and civil rights.”These principles, when followed, distinguish America’s recent behavior from Russia’s. There is a moral difference between open interventions and secret ones. If a government publicly urges another country’s citizens to elect a particular candidate, then those citizens can judge for themselves whether the intervening country has their best interests at heart. That’s why Russia’s attacks on Hillary Clinton via the English-language television station RT—which it openly funds—were less worrying than its clandestine social-media campaign, let alone its alleged hacking and disclosure of Democratic Party emails.It’s also legitimate for governments to fund organizations that promote free elections and human rights. The United States isn’t alone in doing that; many European governments do, too. In theory, foreign governments should be able to do the same in the U.S. Imagine if Russia gave money to the NAACP to combat voter ID laws that suppress the African American vote. Sean Hannity would howl. But unless the U.S. government was prepared to shut down NED, it would have little basis upon which to object.If Americans believe in these principles, however—if they want to draw a distinction between America’s behavior and Russia’s—then they must defend them not just against Vladimir Putin, but against their own government. Carothers may be right that since the Cold War, America’s electoral interventions have become more transparent and less focused on engineering a particular outcome. But America’s Cold War habits haven’t entirely disappeared. Clinton has admitted that in 1996, the same year he tried to elect Yeltsin, he also “tried to help Shimon Peres to win the election” against Benjamin Netanyahu in Israel. In 2002, a key NED grantee—the International Republican Institute—helped conservative opposition groups in Haiti work to oust left-leaning president Jean-Bertrand Aristide. In his memoir, the former Defense Secretary Robert Gates accuses Richard Holbrooke, the Obama administration’s special representative for Afghanistan and Pakistan, of “doing his best to bring about the defeat of [Hamid] Karzai” in the Afghan elections of 2009.If such interventions grew rarer after 1989, it’s largely because global circumstances changed. Once the Cold War ended, American leaders simply didn’t care as much about the outcome of foreign elections. Even if countries elected anti-American candidates, those candidates could no longer link up with a rival superpower. It was this “change in U.S. interests,” notesCarothers, which helped prompt “an evolution of norms in many parts of the U.S. policy establishment about the acceptability” of Cold War–style meddling.But great-power competition is now back. European elections now shift the power balance between America and Russia in a way they haven’t since the 1980s. In countries like the Philippines, they also shift the power balance between America and China. This could easily erode the fragile norm against secret interference on behalf of particular candidates that has emerged in the United States since the Cold War. Imagine an election in Italy or France between a pro-Russian political party and a pro-American one. I suspect that some of the hawks who are most upset about Russia’s interference in recent American and European elections would support American interference to meet fire with fire. Trump himself may have little interest in meddling to defeat a pro-Russian party, since he seems to consider American and Russian interests closely aligned. But it’s not hard to imagine him embracing Cold War–style political subversion in U.S. adversaries like Venezuela or Iran. Before becoming national-security adviser, John Bolton declared, “We once had a capacity for clandestine efforts to overthrow governments. I wish we could get those back.”Washington’s current burst of nationalist indignation, like the one that followed 9/11, is both vital and dangerous if not tempered by an awareness of America’s own capacity for misdeeds. When liberals start calling people “traitors” for acknowledging that capacity, they’ve gone badly astray.Source: The U.S. Needs to Face Up to Its Long History of Election MeddlingThe U.S. and Western financiers helped plunder Russia and give rise to the oligarchsAfter seven years of economic “reform” financed by billions of dollars in U.S. and other Western aid, subsidized loans and rescheduled debt, the majority of Russian people find themselves worse off economically. The privatization drive that was supposed to reap the fruits of the free market instead helped to create a system of tycoon capitalism run for the benefit of a corrupt political oligarchy that has appropriated hundreds of millions of dollars of Western aid and plundered Russia’s wealth.The architect of privatization was former First Deputy Prime Minister Anatoly Chubais, a darling of the U.S. and Western financial establishments. Chubais’s drastic and corrupt stewardship made him extremely unpopular. According to The New York Times, he “may be the most despised man in Russia.”Essential to the implementation of Chubais’s policies was the enthusiastic support of the Clinton Administration and its key representative for economic assistance in Moscow, the Harvard Institute for International Development. Using the prestige of Harvard’s name and connections in the Administration, H.I.I.D. officials acquired virtual carte blanche over the U.S. economic aid program to Russia, with minimal oversight by the government agencies involved. With this access and their close alliance with Chubais and his circle, they allegedly profited on the side. Yet few Americans are aware of H.I.I.D.’s role in Russian privatization, and its suspected misuse of taxpayers’ funds.At the recent U.S.-Russian Investment Symposium at Harvard’s John F. Kennedy School of Government, Yuri Luzhkov, the Mayor of Moscow, made what might have seemed to many an impolite reference to his hosts. After castigating Chubais and his monetarist policies, Luzhkov, according to a report of the event, “singled out Harvard for the harm inflicted on the Russian economy by its advisers, who encouraged Chubais’s misguided approach to privatization and monetarism.” Luzhkov was referring to H.I.I.D. Chubais, who was delegated vast powers over the economy by Boris Yeltsin, was ousted in Yeltsin’s March purge, but in May he was given an immensely lucrative post as head of Unified Energy System, the country’s electricity monopoly. Some of the main actors with Harvard’s Russia project have yet to face a reckoning, but this may change if a current investigation by the U.S. government results in prosecutions.The activities of H.I.I.D. in Russia provide some cautionary lessons on abuse of trust by supposedly disinterested foreign advisers, on U.S. arrogance and on the entire policy of support for a single Russian group of so-called reformers. The H.I.I.D. story is a familiar one in the ongoing saga of U.S. foreign policy disasters created by those said to be our “best and brightest.”Through the late summer and fall of 1991, as the Soviet state fell apart, Harvard Professor Jeffrey Sachs and other Western economists participated in meetings at a dacha outside Moscow where young, pro-Yeltsin reformers planned Russia’s economic and political future. Sachs teamed up with Yegor Gaidar, Yeltsin’s first architect of economic reform, to promote a plan of “shock therapy” to swiftly eliminate most of the price controls and subsidies that had underpinned life for Soviet citizens for decades. Shock therapy produced more shock–not least, hyperinflation that hit 2,500 percent–than therapy. One result was the evaporation of much potential investment capital: the substantial savings of Russians. By November 1992, Gaidar was under attack for his failed policies and was soon pushed aside. When Gaidar came under seige, Sachs wrote a memo to one of Gaidar’s principal opponents, Ruslan Khasbulatov, Speaker of the Supreme Soviet, then the Russian parliament, offering advice and to help arrange Western aid and contacts in the U.S. Congress.Enter Anatoly Chubais, a smooth, 42-year-old English-speaking would-be capitalist who became Yeltsin’s economic czar. Chubais, committed to “radical reform,” vowed to construct a market economy and sweep away the vestiges of Communism. The U.S. Agency for International Development (U.S.A.I.D.), without experience in the former Soviet Union, was readily persuaded to hand over the responsibility for reshaping the Russian economy to H.I.I.D., which was founded in 1974 to assist countries with social and economic reform.H.I.I.D. had supporters high in the Administration. One was Lawrence Summers, himself a former Harvard economics professor, whom Clinton named Under Secretary of the Treasury for International Affairs in 1993. Summers, now Deputy Treasury Secretary, had longstanding ties to the principals of Harvard’s project in Russia and its later project in Ukraine.Summers hired a Harvard Ph.D., David Lipton (who had been vice president of Jeffrey D. Sachs and Associates, a consulting firm), to be Deputy Assistant Treasury Secretary for Eastern Europe and the Former Soviet Union. After Summers was promoted to Deputy Secretary, Lipton moved into Summers’s old job, assuming “broad responsibility” for all aspects of international economic policy development. Lipton co-wrote numerous papers with Sachs and served with him on consulting missions in Poland and Russia. “Jeff and David always came [to Russia] together,” said a Russian representative at the International Monetary Fund. “They were like an inseparable couple.” Sachs, who was named director of H.I.I.D. in 1995, lobbied for and received U.S.A.I.D. grants for the institute to work in Ukraine in 1996 and 1997.Andrei Shleifer, a Russian-born émigré and already a tenured professor of economics at Harvard in his early 30s, became director of H.I.I.D.’s Russia project. Shleifer was also a protégé of Summers, with whom he received at least one foundation grant. Summers wrote a promotional blurb for Privatizing Russia (a 1995 book co-written by Shleifer and subsidized by H.I.I.D.) declaring that “the authors did remarkable things in Russia, and now they have written a remarkable book.”Another Harvard player was a former World Bank consultant named Jonathan Hay, a Rhodes scholar who had attended Moscow’s Pushkin Institute for Russian Language. In 1991, while still at Harvard Law School, he had become a senior legal adviser to the G.K.I., the Russian state’s new privatization committee; the following year he was made H.I.I.D.’s general director in Moscow. The youthful Hay assumed vast powers over contractors, policies and program specifics; he not only controlled access to the Chubais circle but served as its mouthpiece.H.I.I.D.’s first awards from U.S.A.I.D. for work in Russia came in 1992, during the Bush Administration. Over the next four years, with the endorsement of the Clinton Administration, the institute would be awarded $57.7 million–all but $17.4 million without competitive bidding. For example, in June 1994 Administration officials signed a waiver that enabled H.I.I.D. to receive $20 million for its Russian legal reform program. Approving such a large sum as a noncompetitive “amendment” to a much smaller award (the institute’s original 1992 award was $2.1 million) was highly unusual, as was the citation of “foreign policy” considerations as the reason for the waiver. Nonetheless, the waiver was endorsed by five U.S. government agencies, including the Treasury Department and the National Security Council, two of the leading agencies formulating U.S. aid policy toward Russia. In addition to the millions it received directly, H.I.I.D. helped steer and coordinate some $300 million in U.S.A.I.D. grants to other contractors, such as the Big Six accounting firms and the giant Burson-Marsteller P.R. firm.A s Yeltsin’s Russian government took over Soviet assets in late 1991 and early 1992, several privatization schemes were floated. The one the Supreme Soviet passed in 1992 was structured to prevent corruption, but the program Chubais eventually carried out instead encouraged the accumulation of property in a few hands and opened the door to widespread corruption. It was so controversial that Chubais ultimately had to rely largely on Yeltsin’s presidential decrees, not parliamentary approval, for implementation. Many U.S. officials embraced this dictatorial modus operandi, and Jonathan Hay and his associates drafted many of the decrees. As U.S.A.I.D.’s Walter Coles, an early supporter of Chubais’s privatization program, put it, “If we needed a decree, Chubais didn’t have to go through the bureaucracy.”With help from his H.I.I.D. advisers and other Westerners, Chubais and his cronies set up a network of aid-funded “private” organizations that enabled them to bypass legitimate government agencies and circumvent the new parliament of the Russian Federation, the Duma. Through this network, two of Chubais’s associates, Maxim Boycko (who co-wrote Privatizing Russiawith Shleifer) and Dmitry Vasiliev, oversaw almost a third of a billion dollars in aid money and millions more in loans from international financial institutions.Much of this largesse flowed through the Moscow-based Russian Privatization Center (R.P.C.). Founded in 1992 under the direction of Chubais, who was chairman of its board even while head of the G.K.I., and Boycko, who was C.E.O. for most of its existence, the R.P.C. was legally a private, nonprofit, nongovernmental organization. In fact, it was established by another Yeltsin decree and helped carry out government policy on inflation and other macroeconomic issues and also negotiated loans with international financial institutions. H.I.I.D. was a founder of the R.P.C., and Andrei Shleifer served on the board of directors. Its other members were recruited by Chubais, according to Ira Lieberman, a senior manager in the private-sector development department of the World Bank who helped design the R.P.C. With H.I.I.D.’s help, the R.P.C. received some $45 million from U.S.A.I.D. and millions from the European Union, individual European governments, Japan and other countries, as well as loans from the World Bank ($59 million) and the European Bank for Reconstruction and Development ($43 million), which must be repaid by the Russian people. One result of this funding was the enrichment, political and financial, of Chubais and his allies.H.I.I.D. helped create several more aid-funded institutions. One was the Federal Commission on Securities, a rough equivalent of the U.S. Securities and Exchange Commission (S.E.C.). It too was established by presidential decree, and it was run by Chubais protégé Dmitry Vasiliev. The commission had very limited enforcement powers and funding, but U.S.A.I.D. supplied the cash through two Harvard-created institutions run by Hay, Vasiliev and other members of the Harvard-Chubais coterie.One of these was the Institute for Law-Based Economy, funded by both the World Bank and U.S.A.I.D. This institute, set up to help develop a legal and regulatory framework for markets, evolved to encompass drafting decrees for the Russian government; it got nearly $20 million from U.S.A.I.D. Last August, the Russian directors of I.L.B.E. were caught removing $500,000 worth of U.S. office equipment from the organization’s Moscow office; the equipment was returned only after weeks of U.S. pressure. When auditors from U.S.A.I.D.’s inspector general’s office sought records and documents regarding I.L.B.E. operations, the organization refused to turn them over.The device of setting up private organizations backed by the power of the Yeltsin government and maintaining close ties to H.I.I.D. was a way of insuring deniability. Shleifer, Hay and other Harvard principals, all U.S. citizens, were “Russian” when convenient. Hay, for example, served alternately and sometimes simultaneously as aid contractor, manager of other contractors and representative of the Russian government. If Western donors were attacked for funding controversial privatization practices of the state, the donors could claim they were funding “private” organizations, even if these organizations were controlled or strongly influenced by key state officials. If the Chubais circle came under fire for misuse of funds, they could claim that Americans made the decisions. Foreign donors could insist that the Russians acted on their own.Against the backdrop of Russia’s Klondike capitalism, which they were helping create and Chubais and his team were supposedly regulating, the H.I.I.D. advisers exploited their intimate ties with Chubais and the government and were allegedly able to conduct business activities for their own enrichment. According to sources close to the U.S. government’s investigation, Hay used his influence, as well as U.S.A.I.D.-financed resources, to help his girlfriend, Elizabeth Hebert, set up a mutual fund, Pallada Asset Management, in Russia. Pallada became the first mutual fund to be licensed by Vasiliev’s Federal Commission on Securities. Vasiliev approved Pallada ahead of Credit Suisse First Boston and Pioneer First Voucher, much larger and more established financial institutions.After Pallada was set up, Hebert, Hay, Shleifer and Vasiliev looked for ways to continue their activities as aid funds dwindled. Using I.L.B.E. resources and funding, they established a private consulting firm with taxpayer money. One of the firm’s first clients was Shleifer’s wife, Nancy Zimmerman, who operated a Boston-based hedge fund that traded heavily in Russian bonds. According to Russian registration documents, Zimmerman’s company set up a Russian firm with Sergei Shishkin, the I.L.B.E. chief, as general director. Corporate documents on file in Moscow showed that the address and phone number of the company and the I.L.B.E. were the same.Then there is the First Russian Specialized Depository, which holds the records and assets of mutual fund investors. This institution, funded by a World Bank loan, also worked to the benefit of Hay, Vasiliev, Hebert and another associate, Julia Zagachin. According to sources close to the U.S. government’s investigation, Zagachin, an American married to a Russian, was selected to run the depository even though she lacked the required capital. Ostensibly, there was to be total separation between the depository and any mutual fund using its services. But the selection of Zagachin defied this tenet of open markets: Pallada and the depository were run by people with ties to each other through H.I.I.D. Thus the very people who were supposed to be the trustees of the system not only undercut the aid program’s stated goal of building independent institutions but replicated the Soviet practice of skimming assets to benefit the nomenklatura.Anne Williamson, a journalist who specializes in Soviet and Russian affairs, details these and other conflicts of interest between H.I.I.D.’s advisers and their supposed clients–the Russian people–in her forthcoming book, How America Built the New Russian Oligarchy. For example, in 1995, in Chubais-organized insider auctions of prime national properties, known as loans-for-shares, the Harvard Management Company (H.M.C.), which invests the university’s endowment, and billionaire speculator George Soros were the only foreign entities allowed to participate. H.M.C. and Soros became significant shareholders in Novolipetsk, Russia’s second-largest steel mill, and Sidanko Oil, whose reserves exceed those of Mobil. H.M.C. and Soros also invested in Russia’s high-yielding, I.M.F.-subsidized domestic bond market.Even more dubious, according to Williamson, was Soros’s July 1997 purchase of 24 percent of Sviazinvest, the telecommunications giant, in partnership with Uneximbank’s Vladimir Potanin. It was later learned that shortly before this purchase Soros had tided over Yeltsin’s government with a backdoor loan of hundreds of millions of dollars while the government was awaiting proceeds of a Eurobond issue; the loan now appears to have been used by Uneximbank to purchase Norilsk Nickel in August 1997. According to Williamson, the U.S. assistance program in Russia was rife with such conflicts of interest involving H.I.I.D. advisers and their U.S.A.I.D.-funded Chubais allies, H.M.C. managers, favored Russian bankers, Soros and insider expatriates working in Russia’s nascent markets.Despite exposure of this corruption in the Russian media (and, far more hesitantly, in the U.S. media), the H.I.I.D.-Chubais clique remained until recently the major instrument of U.S. economic aid policy to Russia. It even used the high-level Gore-Chernomyrdin Commission, which helped orchestrate the cooperation of U.S.-Russian oil deals and the Mir space station. The commission’s now-defunct Capital Markets Forum was chaired on the Russian side by Chubais and Vasiliev, and on the U.S. side by S.E.C. chairman Arthur Levitt Jr. and Treasury Secretary Robert Rubin. Andrei Shleifer was named special coordinator to all four of the Capital Markets Forum’s working subgroups. Hebert, Hay’s girlfriend, served on two of the subgroups, as did the C.E.O.s of Salomon Brothers, Merrill Lynch and other powerful Wall Street investment houses. When The Nation contacted the S.E.C. for information about Capital Markets, we were told to call Shleifer for comment. Shleifer, who is under investigation by U.S.A.I.D.’s inspector general for misuse of funds, declined to be interviewed for this article. A U.S. Treasury spokesman said Shleifer and Hebert were appointed to Capital Markets by the Chubais group–specifically, according to other sources, by Dmitry Vasiliev.In fact, H.I.I.D. projects were never adequately monitored by U.S.A.I.D. In 1996, a General Accounting Office report described U.S.A.I.D.’s management and oversight of H.I.I.D. as “lax.” In early 1997, U.S.A.I.D.’s inspector general received incriminating documents about H.I.I.D.’s activities in Russia and began investigating. In May Shleifer and Hay lost their projects when the agency canceled most of the $14 million still earmarked for H.I.I.D., citing evidence that the two managers were engaged in activities for “private gain.” The men had allegedly used their positions to profit from investments in the Russian securities markets and other private enterprises. According to sources close to the U.S. investigation, while advising the Russian government on capital markets, for example, Hay and his father allegedly used inside information to invest in Russian government bonds. Hay and Shleifer may ultimately face criminal and/or civil prosecution. Shleifer remains a tenured professor at Harvard, and Hay continues to work with members of the Chubais clique in Russia. Sachs, who has stated he never invests in countries where he advises and who is not implicated in the current U.S. government investigation, remains head of H.I.I.D. After Yeltsin’s Cabinet shakeup in March, Chubais was moved to a new position of prominence. His role in Russia’s political-economic affairs had been tarnished by reports of personal enrichment. Two examples:§ In February 1996, Chubais’s Foundation for the Protection of Private Property received a five-year, $2.9 million unsecured interest-free loan. According to the pro-Yeltsin, pro-reform Izvestia, Stolichny Bank, an institution that enjoys lines of credit from the European Bank for Reconstruction and Development and the World Bank, made the loan in return for a small percentage of the Sibneft oil company when it was sold at auction, and for later control of one of the state’s largest banks. Chubais defended himself by saying such practices were common in the West, but failed to provide any reasonable explanation for some $300,000 in 1996 income not accounted for by his government salary.§ During Yeltsin’s 1996 presidential campaign, security officials apprehended two close associates of Chubais as they were walking out of a main government building with a box containing more than $500,000 in cash for Yeltsin’s campaign. According to tapes of a later meeting recorded by a member of one of Russia’s security services, Chubais and his cronies strategized about burying evidence of any illegal transaction, while publicly claiming that any allegations of chicanery were the work of political enemies. A protracted, lackadaisical investigation began but was eventually dropped–more evidence of Chubais’s remarkable resilience. He remained valuable to Yeltsin largely because of his perceived ability to deal with the West, where many still regard him as a symbol of Russian reform.During the five years that the Chubais clique presided over Western economic aid and policy in Russia, they did enormous harm. By unconditionally backing Chubais and his associates, the Harvard operatives, their U.S. government patrons and Western donors may have reinforced the new post-Soviet oligarchical system. Shleifer acknowledged as much in Privatizing Russia, the book he wrote with Chubais crony Maxim Boycko, who with his patron would later be caught in another financial indiscretion involving taking a “veiled bribe” in the form of advances on a book on the history of Russian privatization. “Aid can change the political equilibrium,” they said, “by explicitly helping free-market reformers to defeat their opponents.”Richard Morningstar, U.S. aid coordinator for the former Soviet Union, stands by this approach: “If we hadn’t been there to provide funding to Chubais, could we have won the battle to carry out privatization? Probably not. When you’re talking about a few hundred million dollars, you’re not going to change the country, but you can provide targeted assistance to help Chubais.” In early 1996, after he was temporarily removed from high office by Yeltsin because he represented unpopular economic policies, H.I.I.D. came to his rescue by placing him on its U.S.A.I.D.-funded payroll, a show of loyalty that former U.S.A.I.D. assistant administrator Thomas Dine says he supported. Western policy-makers like Morningstar and Dine have depicted Chubais as a selfless visionary battling reactionary forces. In the spring of 1997, Summers called him and his associates a “dream team.” With few exceptions, the U.S. mainstream media have promulgated this view.United States policy toward Russia requires a full-scale Congressional investigation. The General Accounting Office did investigate H.I.I.D.’s Russian and Ukrainian projects in 1996, but the findings were largely suppressed by the agency’s timid management. The audit team concluded, for example, that the U.S. government exercised “favoritism” toward Harvard, but this conclusion and the supporting documentation were removed from the final report. Last fall Congress asked the G.A.O. to look into Eastern European aid programs and Shleifer’s role in the Gore-Chernomyrdin Commission.
