So I found this table for MIT's spending in 2007:from MIT Operating Budget (2007)This has MIT's revenues and expenses. In the expenses part, we can see that most of the budget goes to "Materials and Services" (probably Lab material, technology on campus, utilities etc) at 763M, and "Compensation" (professors/staff) at 636M. Sorry this is not broken down in detail, but we can see there is an approximately 50-50 between compensation and materials/services!Also, this is just an example, for MIT. I do not claim that this is how most colleges spend their money!

I think too much emphasis on pleasing as many people as possible in preparation of 2019. Nothing wrong in doing that if they have conscientious and creativity/ability to do that. Unfortunately, that is not the case. Many of decisions are not what the best for Jakarta long term. Many of decisions are not rational. Many decisions bring back Jakarta backward and not forward. It comes across that they are willing to do anything to please targeted groups. I believe like a parents, government needs to educate and discipline its citizen. Like parents, government needs to make the right decision even though it is not favorite one. For example, parents won’t let kids eat too many candies. Yes, the child will cry and angry, but parents know that eating too many candies are not good for the children in the long run. I don’t see them as leaders who want to do the right things, which is consistent with the way the ran the campaign.I give them 1/10 for creativity and ability to solve problems.Despite their multiple efforts to discount previous governor, they are not able to provide better solutions. As a matter of fact, they copied most of the programs, modified a little bit, gave new name, and claimed to be their program. OK Otrip is just addition of new type of transportation from previous program. 80% was already setup by previous governors. Even that, they screw it up. Drivers did not know how they would get paid when they accepted OK Otrip passengers. Passengers did not know where to buy the ticket and how it works. As a result, out of 5000 ticket prepared, only less than 200 tickets sold. 0% DP is just copied of Rusun with modifications.Other decisions such as Alexis and Monas are publicity stunt. It does not bring any progress to Jakarta. Many more developed countries don’t care about those issues and they are doing much better than Indonesia.Keep in mind that the current governor has 24 assistants paid through APBD. The previous governor had 9 assistants paid through Operation budget. The current governor proposed new APBD more than 11 times than previous year. This means that they have more human resources, larger APBD and larger Operation budget (since they use APBD to pay their assistants). If they can be as effective as previous governors, then they should accomplish more with the extra resources.
