Wished good afternoon to chairman, lady member and other members. Chairman asked me to take seat. He went through my DAF ( detailed application form). He read (loudly) you have done graduation from IIT Kanpur. You have good CGPA. (This made me comfortable. )Chairman : You were preparing for civil services after graduation ?Me : Yes sir.C : You have to teach dispersion and skewness to Class 8 students. How will you teach ? (graduation based question)Me : Sir I know about skewness but I am not able to recall dispersion. I had studied statistics in my second year. I have taken courses mostly of pure mathematics.C : So you don't know about standard deviation, and then went to ask some more terms of statistics . (graduation based question)Me : Sir, I have studied these concepts. But it has been a long time. So I am unable to recall.C: Suppose you are secretary of agriculture under Agriculture ministry in UP govt. Suggest some measures to double the farmers income in UP.( In Mains, I wrote essay on farmers' issue so it was a prepared one.I gave data with detailed explanation)Me : Sir, UP is agriculture based economy. 77 percent people of UP live in rural areas. So agriculture should be given focus. In Bundelkhand region, soil is hard and rainfall is scanty. We need to improve the irrigation facilities in that region. 84% produce of Bundelkhand region is foodgrains while its climate is more suitable for oilseeds and pulses. We need to encourage farmers to make a shift towards pulses and oilseeds. Cattle productivity is low in UP. We should import high quality semen to increase productivity in animal husbandry sector. Farmers have poor linkage with the market. We need to connect farmers to the market and remove middle men. Food wastage is very high in UP. Focus should be given on setting up more food processing units. In UP, large number of farmers are sugarcane farmers. In UP productivity of sugarcane is low as compared to Brazil and Cuba. We should focus on improving productivity of sugarcane. That's it.(I had to stop else would have given a speech)C: Suppose you are going from Delhi to Agra via road. Speed of your vehicle is 60km/h and on return there was congestion on road so your vehicle's speed was 40km/hr. Tell me average speed.( when he mentioned the word 'congestion', I thought he was going to ask me about congestion problem in Delhi )Me : (Chairman directed me to use pencil and paper in front of me ) After calculation I said sir it is 48km/hr.C : Why aren't we taking average of 40 and 60 to calculate average speed ?Me: Sir, distance and time are basic units not the speed. So average speed should be total distance upon total time.C: Tell me what kind of mean it is ?Me : Sir, harmonic mean.Chairman asked member 1 to ask questions.M1 : So you have lived in UP. UP has four regions, western UP, eastern UP, Bundelkhand and Awadh UP. Western UP is developed. Tell me measures to develop the other three regions.Me: Sir, In Bundelkhand region, soil is hard and rainfall is scanty. Sir, in eastern UP land holdings are very small. We should promote consolidation of land holdings and cooperative farming. In Sultanpur, which is part of eastern UP, from Kans tree, badh is made which is used for making charpoy. Such products can be exported outside to improve economy of the region. For development of all three regions, problems of agriculture needs to be addressed. Sir, to achieve higher growth rate, focus should also be given to handloom and handicraft sector. In these area, there is problem of poor marketing, low availability of credit. We should encourage formation of weavers' cooperative society, credit needs to made available and for marketing, e-commerce platform can be used.M1: Tell me some handicraft products of eastern UP.Me: Sir, Varanasi Sari and Chikankari works of Lucknow.M1: (interrupted me) Lucknow is not part of eastern Up.Me: Sorry sir, I am not able to recall other products.M1 : Except UP, which other places you have lived.Me: Sir, In my third year, I lived in Hyderabad for 2 months and during my 11th and 12th, I have lived in Kota. ( I was excepting some comparative study of UP's some regions and these areas.)M1 : Ok leave it. You have lived in Kanpur for five years. Tell me reasons for decline of textile industries there.Me : Sir post independence, textile mills were taken over by Jaipuriyas and other rich class. They started gaining profit which they used in expansion of textile industries and not on modernization of these industries. This led to closing down of many textile mills. So govt. took over some textile mills in 1971 to address problems. But due to irregularities and inefficiency, industries couldn't pick up. Later in 1970s, trade unions became strong force and they hindered smooth functioning of these mills.M1: Do you see any revival of these industries at present ?Me : Sir, I don't see revival at present because focus in Kanpur has shifted towards leather industries and hosiery units. But it should be revived given the skilled labour present in Kanpur.M1: You have mentioned about the leather industries. Tell me measures that have been taken by government to clean Ganga river.Me: Sir, Ganga Action Plan was launched in 1985. Recently in 2015 Namami Gange programme was launched. Under Namami Gange, effluent monitoring networks are being set up. 68 sewerage treatment plants have been constructed so far and 12 are under construction. River surface cleaning is under process. Under Ganga Gram Yojana which is component of Namami Gange programme, villages along Ganga river are being made open defecation free. Supreme Court has ordered shutting down of many leather tanneries to prevent Ganga pollution.Chairman directed second member to ask questions.M2: He asked some question on finance and math.Me: I tried the problem on rough paper. But said calculation of answer will take time. He said leave it.M2: Kashmir is part of Pakistan.Me: (I interrupted) No Sir, it is part of India.M2: Let me complete the question ( all members started laughing ). Kashmir is part of Pakistan. This is said by Pakistan. Then member stated some fact about Kashmir. Then in the end asked me, tell me issues of Kashmir and their solutions.Me: Sir, Kashmir has two problems. One is alienation of people living their and second is cross border terrorism. To address cross border terrorism, we need to have bilateral talks, back channel talks, high level talks. And to address the problem of alienation of people, we need to engage the youth in education and employment. We should promote tourism and other economic activities.M2: We are doing bilateral talks with them since long time. Still issue has not been resolved.Me: Sir, Kashmir issue has become emotional issue. Pakistan's political parties use Kashmir to gain votes during election. And sir emotional issues take time in resolution.M2: Will you go with your wife there in such a environment ?Me: I didn't say a word. (just smiled)M2 :So from where tourism sector will get earning. What about Geelani ?Me: Sir, we should also have back channel talks with them to ease tension in the region.Member 3M3: So you mentioned about cross border terrorism. Why don't we call it cross LoC terrorism, because everything is happening across LoC now ?Me: Sir, under Shimla Agreement in 1973 LoC was defined. Though it is across LoC. They do have cross the border. ( I got nervous here)M3: You seem little bit confused. Tell me what is near Kashmir.Me: Sir, Siachen Glacier.M3: Tell more about it.Me: Sir In 1984, under operation Meghdoot. India occupied it.M3: First time Indian Army went to this place ?Me: Sir 1980s. (As I wasn't sure about year so I told him decade)M3: 1980 is the right answer. Can you tell me exact coordinate from where dispute starts ?Me: Sir, NJ9842M3: What is the exact dispute ?Me: Sir in a agreement, it was written that "thence from the north."Pakistan and India has different interpretation about this line. Pakistan says that it has land till Karakoram. India says that division should be vertical.M3: (He corrected me). For India border line go in west side. But it's not a big mistake. Pakistan has given some land to China. Why aren't we taking land directly from China ?Me: Sir, there was a agreement under which it is written that if dispute between India and Pakistan gets resolved. India and China can renegotiate about that land. Because Pakistan is good ally of China. So China will not return the land.M3: Tell me year of signing of that agreement.Me: Sir, I don't know.M3: Tell the decade.Me: Sir, 1960s. ( This I guessed )M3: Good, I wanted to ask you about CPEC but I can see that you will be able to answer that question. So I am asking you a a different question. Suppose corridor comes to India via Kathmandu. Should we join it or not ? Give arguments both in support and against.Me: Sir, given the economic integration in the region, we will also derive benefits from it. Since India wants early completion of BCIM corridor because of its economic benefit. India should join the project.M3: Now one argument in against.Me: (After taking few seconds) Sir, govt of India has raised concerned over Chinese infrastructure projects due to lack of transparency. China says that its projects have only economic objective. But India has concern that projects might have hidden political objectives. So India should also take that point in mind while joining such projects.M4 was a lady member.M4 : What are the issues of women and child health ? Tell me government programmes related to that. (Hobby related question)Me: Mam, women have two issues low BMI and anemia. More than 50% women are suffering from anemia. In children, issues are stunting and underweight.Government programmes are Janani Suraksha Yojana for encouraging institutional deliveries. National Creche Programme for providing creche facilities to working women from age of 6 months of child till 6 years of child. SABLA scheme is for nutritional support to adolescent girls. Mission Indradhanush is for immunization of child.M4 : Don't you think ICDS is a non starter ?Me : Mam, stunting has reduced since 2005-06 according to National Family Health Survey. It is 38.4% according to NFHS 4.M4 : Suggest some measures to make teaching a attractive profession.Me: Mam, in last 15 years years China has improved its education quality. Reason cited is teachers, there, are given good residential facility, hostel and mess facility. These kind of perks attract young minds to join teaching profession. And Mam, we need to improve quality of teacher education. In recent budget, government has proposed Integrated B.Ed. programme. Such measures are step in right direction.Chairman said your interview is over. I said thank you sir, thank you mam and thank you sirs.

The printing of currency is controlled by the Reserve Bank of India. It is wholly owned by India and it is technically an Independent body which is in charge of Monetary policy of India.Contrary to general impression even the Government and Finance Minister has only a nominal influence over the monetary policy of India. This has been done as the monetary policy of India is very crucial pillar of a country and the economy of a country can flourish or collapse the economy of a country.Excess money in circulation of money in the economy can lead to inflation, even Hyper inflation or alternately recession, or depression or deep depression and it is the Job of RBI to monitor the economy and allow circulation of money and direct the money in the productive sectors, investments and control demand and consumption and endure a study flow of money into the economy.The money in circulation is controlled by M1 - Which is currency in circulation in the hands of public and private institutions and ordinary Citizens. M2 - Government issues treasury bonds from the banks or retires them by buying back thus allowing more money in circulation. M3 - The money in circulation via Banks which are under direct control and regulation of RBI, Scheduled Banks like, Co-Operative Banks, Special Banks such a NABARD, NBFC,s Former IDBI, ICICI, INFRASTUCTUE BANKS ETC.and so on. Life Insurance Corporation, General Insurance corporation of India. Thus these are the manner by which money circulation is controlled.RBI Sets Repo rates, and reverse repo rates which are the lending and borrowing rates for the banks and sets the prime rates and also interest rates for several priority sectors and the limits of lending and to directing the credit to weaker sections of the Society.In addition RBI has the power to set CRR (Cash Reserve Ratio) which is a percentage of the deposit to be kept as a deposit withRBI. This is kept as a reserve in case of emergency to finance any collapse of banks or financial system.The In addition All Government financial transaction including treasury chest operations are done by Reserve bank of India and by his authorised representatives like the State Bank of India. Like issuing of new currencies and withdrawal of old Soiled and damaged currencies. It also clos lily monitors the amount of money in active circulation which are some times called as velocity of money and these are indicators of cash transactionscom.Thus RBI is entrusted the responsibility of managing money and at the same time keep the economy properly primed up needed money and this is a highly complex issue as they control the basic interest rates which encourage investment control a savings rate which generates the money for investment and most importantly is the inflation rates which is underlying the health economy.They also monitor the imports and exports, remittances inwards and outflows of foreign currency They also need to carefully watch the illegal out flow of money and along with Ministry of commerce control the flight money via non banking channels. The Relative inflation between imports and and product prices in the wold market and the accumulate buffers of foreign exchange and in between in the world market to stabilise market exchange rates.Their job is also to monitor growth of various sectors of enoromous and ensure enough credit to sustain growth and prevent overheating of economy. The monetary side is the responsibility of RBI and Government takes care of fiscal side of Taxation and expenditure.Printing of currency does not make us rich. It only impoverishes us more, part By causing hyper inflation and it affects the poor disproportionally and will rapidly collapse the economy and rich who flee the country by causing will be the beneficiary and such behaviour is treasonous. You would have noticed several rich crooks have fled India taking money to tax havens.I hope I have explained the issues underlying your assumptions.

Why you guys with sophisticated hobbies like playing piano are planning to join IAS? Do you know job profile of IAS won't be suitable for pursuing these kind of glamorous hobbies? ( with poker face)My all composure & cheerfulness went for toss after listening this statement from the chairman as first question ; don’t remember what answer came to mind at that time but I think I handled decently with smile on the face intact.In hindsight, realised, since I got interviewed at the end of the day, some candidate might have mentioned even fancier or strange hobbies, discussion on that hobby with candidate might have annoyed her making her mood slightly off and as soon as she found word piano, she started pounding on me with poker face :)Also, this might be her way of grilling but posing this as 1st question was unexpected!2. Tell us the various steps involved in learning piano.Knew the process beforehand, just broke it down in multiple steps and put in coherent sequence.Others would’ve been satisfied with this answer but with hers expressionless and unmoved face, not sure whether she was convinced or not.3. How much time do you think will take?4. Three pianist name?Had prepared hobbies section really well, but was counting on my other hobby more & had accordingly fine tuned my whistling on multiple songs especially older one thinking they might ask to whistle but unfortunately they didn't touch that hobby at all; instead they asked piano, that also very rudely.Till the time, piano question was going on, I kept on thinking ways to include whistling in my answer, somehow, in order to change the direction of interview from piano to whistling but couldn't think of relevant ways of doing this without making them aware of my hidden intention.5 . So you are already working for government of India?6 . Describe current job profile?Before I could answer , suddenly M1 with seriousness on his face highlighted I'm working under ministry of health and family welfare.7. ohh.. I see.. you must be knowing about intricacies of coronavirus then8. Why is it spreading?9. What is COVID-19?10. Why country as strong as China is struggling in preventing spread of this virus?11. What measures our ministry is taking to stop spread of this virus in India?12. How many cases found in India so far?13 . Considering India China cold war, do you think coronavirus is actually helping India by destroying chienese trade based economy ( with smile on her face, I think that was first & last smile )session filled with tough and uncomfortable questions ended.*********M1 ( with unimaginably high level of seriousness on the face )1. Difference between CGA & CAG ( since my current job profile falls under CGA)Though no where in the DAF I had mentioned CGA but she seemed to be already aware about this job profile.2. Which one is more powerful?3. When was NCC founded?Had prepared this so answered confidently 1848, she asked two times If I'm sure, I said yes; also, with the fact - that gov. of UK had founded NCC to replenish shortage of British army during colonization - running at that time in my mind, I was 100% sure it's 1848 instead of 1948. Hence I kept on repeating I'm right. Unfortunately, it was wrong.4. Tell me one example from your life where you applied learnings of NCC?few more questions but unable to recall ; strange, considering short session with her was the smoothest part of my whole interview :)best session of the interview but very short lived.*********M3 ( always nodded in affirmative , making me slightly suspicious at times about what he is actually thinking ; smiling and was looking genuinely interested in conversation )1. So you’re a software engineer?2. Why left after working 4 years?3. Why it took you 4 years to realize this?4. Global perception says Indian software engineers are not good enough quality wise. Do you agree?5. Why so?6. So currently you’re accounts officer under health ministry. Tell me the health budget for this financial year.7. Name some health programs?8. What about Rashtriya Swasthya Bima Yojana?9. Which form of medicine is better—homeopathy, ayurvedic or allopathy?I said all three have its own utility and relevance depending on circumstances.surprisingly, he seemed bit annoyed but with slightly smiling face said- no need to be diplomatic here, choose any one.10.Why you consider it better than others ?Murmured some general, okish type answerBut I remember, he kept on asking few more medicine related questions which I couldn't handle satisfactorily.11. Few more questions followed related with medicines only.Which I couldn’t handle properly.Would term this long session as decent or may be below decent.*********M4 ( someone with deep knowledge about technology; always talking in bold and commanding tone, may have army background—don’t know, elegant )1. How technology is infiltrating our lives?I remember, he had used word infiltrating in very solid voiceReally liked how he used word infiltrating! Worth emulating in our mains answer writing. Will use word infiltrate in my answers during next mains.2. As DM, how will you utilise social media for development?In previous answer, I had mentioned social media that's why this question followed.3. What’s the latest buzz word in technology? ( I said AI)4. How it’s different from robotics?5. Impact of AI on unemployment?6. Whether AI is good or bad?I felt, he was highly inclined towards non adoption of AI technology as it might put human civilization on threat in longer terms & my all counter opinions to persuade him didn’t resonate with him, this was evident from his face.Every time I tried coming up with the reason why AI is good, he used to reject that at face value.Chairman interrupted at this point, saving me from further grilling.would like to forget this session completely from my mind.Chairman1. Your interview is over; What do you think how was your interview?I said, instantly, there was huge scope of improvement in terms of how I presented myself but still good enough to give me top 50 rank ( though I knew interview already got messed up, with opening session with chairman and last session with M4 going haywire! )Unfortunately, while answering above question , couldn't maintain smile which might have signalled arrogance though I had answered hoping it might reflect my confidence. But now seems, it will backfire.now in hindsight , I regret this answer.in retrospect, realised after consulting few friends , should not have said that my interview has gone good enough to secure top 50 rank as it signals arrogant nature ( good for corporate world but not for bureaucracy where humbleness is worshipped and rightly so)Better answer would have been - Though performed well, there was huge scope of improvement. will work on shortcomings and improve in due course :- Gentle touch of humbleness in answer wins heart inside UPSC interview room which translates into higher marks ; self confidence comes later :(2. You can go now ( with seriousness on the face)******Afterthought :Cordial board, gives enough time to express candidates opinion, listens patiently but I would rate my interview skewed slightly towards hostile.Also, I think after seeing my DAF they were expecting bit more maturity from my side.Expected marks : 150-160.Learnings for the aspirant, going to appear in interview this year -Maintaining balance between humbleness and self confidence is the crux. Please try to replicate that at least for 30 minutes during interview. If could do that with smiling face, every thing should fall in place.
