I consider it fairly unlikely that opponents will be able to assemble the 41 votes necessary to block the bill. The list of Senators' cosponsoring the bill so far is a list of the Senate's middle. The progressives —Sen. Al Franken being a surprising and notable exception to this—and the conservatives are not yet in favor of the bill, especially as Sen. Moran has withdrawn his support.
