I’ve answered variations on this question a couple of other times.First, to be factually correct, there were not a record low number of EWIs (entry without inspection—the technical term for illegal border crossings) under Obama. What is true are two facts: (1) the number of people entering the US illegally went down almost every year under Obama and (2) we’ve had a reverse flow of Mexicans under Obama (for every Mexican in the US illegally, 2 were leaving under Obama). Meanwhile, to generalize, things have gotten worse under Trump. I say “to generalize” because a lot depends upon when you measure and what you measure. For instance, the number of families from Central America seeking asylum is higher in 3 years of Trump then it was under 16 total years of Bush and Obama. So some months EWIs have gone down under Trump. But for the most part EWIs have gone up in his 3 years.You can agree or disagree with Trump’s philosophy regarding illegal immigration. And I suspect I’ll get some Trump supporters railing about how Democrats are supporters of “open borders” and we should “enforce the law”—that’s rhetoric (and incorrect rhetoric) or why a wall is the only answer. Separate the rhetoric and look at the data. Things have mostly gotten worse under Trump. And the OP is asking why. Here is the explanation to the question:Bush created programs for Central America aimed at encouraging people to stay in their country. Obama took those programs and expanded them and sophisticated them. They work—in every neighborhood they were used in, gang activity went down, gang killings went down, death squad activity went down, death squad killings went down, and the number of people leaving to come to the US went down. Trump took those programs and cut them, cut them again, and then eliminated them. Step away from partisan politics for a second and just think of quality control or root cause analysis—you want to solve a problem, you address the root cause. But we don’t see a constant number of people coming from Central America—it goes up or down based on the violence there. Reduce the violence and more people stay home. That’s not a theory, it’s a fact—it’s been proven over the past 5 decades.Trump and his administration have mostly focused on the border. That’s misguided. The lines like “first secure the border” or “border security” have a nice ring to them but they are increasingly less relevant. Drug smugglers don’t walk across the border—they go through legal checkpoints or fly drugs in or use boats. There is no record of a single terrorist sneaking across our southern border (those that have entered the US—look at the 9/11 hijackers—did so by plane and legally). And now, 65% of people who have entered the US in the past 7–8 years and are here illegally, entered legally. They came in legally and then overstayed their visa: Visa overstays outnumber illegal border crossings; trend likely to continue And this problem is only going to increase (as climate change produces more migrants from Asia and Africa).Specific actions by Trump have made issues worse—significantly worse. Remember the government shutdown because Trump wasn’t getting the House and Senate to fund his wall? Well, that shut down the immigration courts (which pushed those cases schedule for those dates back a full year or longer). It shut down the E-verify system (which made it okay, provided a legal “out” to hire illegal workers). The decision to detain asylum seekers, to criminalize everything, to separate children—it’s created a humanitarian crisis that didn’t exist prior to this.The Trump Administration has taken actions that have increased the incentives for people to enter illegally rather than legally. For instance, it’s now a 2 year wait just to APPLY for a visa in Cuba. As a result, we’re now seeing Cubans turn up in Mexico on the border. He’s slashed the number of legal immigrants allowed in to the US. He’s made it harder to qualify for asylum. The end result of all of that is some people who held out hope “maybe I’ll be able to get a green card” and after a couple of years they got in to the University or fell in love and lost interest in leaving their country—but the HOPE, the POSSIBILITY kept them from coming illegally—instead those folks are now feeling like there is no hope unless they come illegally.The Trump Administration isn’t penalizing employers who hire undocumented individuals. The Obama Administration went after employers who hired illegal workers. The Trump Administration has taken the reverse strategy. Remember those chicken processing plants in Mississippi in which over 600 people were arrested for deportation? Well, there were no fines, no penalties, no citations, no jail time for any plant managers, HR staff, or owners: Documents: Owners of raided Mississippi plants ‘willfully’ used ineligible workers Here’s the deal: the vast majority of people coming to this country illegally or as asylum seekers are either looking for work or trying to escape violence in their home country. You want to stop it—address the violence (Bush and Obama did, Trump hasn’t) or make it hard for them to work (Obama did, Trump did the reverse). As long as employers know they can do this and not go to jail, they’ll keep hiring. And that creates an incentive for people to enter illegally.Last of all, the Trump Administration just isn’t very competent on this issue.
