The numerous partisan right-wing responses to this question are humorous.All that Biden does is recognize that (a) a lot of people have lost the employer provided healthcare (because they’re unemployed and their COBRA has expired or their firm is out of business) and (b) it would be a good idea to re-open enrollment for Obamacare.If all the right-wingers are correct that this has no value then you know what? No-one will enroll. However, I’ll let you in on a secret—during a deadly pandemic, it’s a really good idea to have healthcare. I know—who knew? Your healthcare can be a source for your Covid vaccination, it can help you determine if you’ve got Covid or something else, it can help the quality of your life beyond Covid.To simplify life for business and HR, we generally have the Fall (November, etc.) as “open enrollment” for healthcare plans (unless you’ve just taken a job) so employees aren’t constantly shifting their HI. But since so many people have LOST jobs or their healthcare situation has changed, it makes sense to let the unemployed have a chance to enroll in programs (or switch). This isn’t a burden for employers and their HR Dept.s since we’re talking people who don’t work for someone—they’re UNEMPLOYED. HI companies will welcome the chance to add more subscribers.Ultimately, the value of this EO will be determined by how many people switch this HI in Obamacare (because their life situation has changed) or how many unemployed sign up. Maybe no-one will. Maybe 800,000 will. But it’s good to give people that option—and then they can choose for themselves. People who argue otherwise are basically taking the position that people are dumb so we shouldn’t let them make decisions about their lives.

So let me put a little context to the statement:Most people in the US around 80% receive their healthcare via: Medicare, Medicaid, Tricare, or Employer-provided insurance. For those people, the ACA had little or no effect on those plans and certainly did not restrict the doctors that were in the network.For the individual market the insurance companies used the ACA to reduce the size of their networks. This was not the CMS, and not the White House, this was the insurance companies deciding by reducing their network providers they could save money. They knew that they was going to have a policy holder for 12 months with little to no chance of changing to another company unless they had a special enrollment period.President Obama was trying to point out that the ACA does not change your doctor. There was nothing in the legislation forcing you to see a certain doctor. He was 100% right in what he said when he said it. In hindsight, he should have not said it the way that he did. Personally I do not think he said it to deceive anybody, but was not given great advice.
