This was not the CMS, and not the White House, this was the insurance companies deciding by reducing their network providers they could save money. They knew that they was going to have a policy holder for 12 months with little to no chance of changing to another company unless they had a special enrollment period.President Obama was trying to point out that the ACA does not change your doctor. There was nothing in the legislation forcing you to see a certain doctor. He was 100% right in what he said when he said it. In hindsight, he should have not said it the way that he did. Personally I do not think he said it to deceive anybody, but was not given great advice.
