In most states, someone convicted of DUI on the first offense will have their license suspended or revoked. The states differ considerably on the term of the revocation, and whether the offender can get a “work permit” license to go to and from work.In Nevada, the state where I worked, the state will revoke the driver’s license on a first offense DUI conviction for 90 days. If the offender takes a breath or blood test and shows to be above the legal limit of 0.80%, there is also a 90 day revocation. In this case, it’s the same 90 days, so an offender who tests above the limit and is then convicted doesn’t get 180 days of revocation. In nearly every other case, any periods of revocation are consecutive.A second DUI conviction within seven years causes a one year license revocation. A third conviction for DUI within seven years merits a three-year revocation, but that’s not the issue most offenders are worried about. The third conviction sends you to prison for one to six years.A refusal to submit to a breath or blood test revokes the license for a year, and runs consecutive to any other revocation periods. A second refusal of a breath or blood test takes the license for three years, also consecutive.An offender who gets caught driving on a revoked license, if it is revoked for one of the above listed reasons, gets thirty days in jail, a $500 file, and another year of revocation. That is the minimum mandatory sentence.An offender who has their license revoked for DUI can apply to get a “work permit” license once half the revocation period(s) has/have run. The work permit allows the offender to drive to and from work. I caught several people who tried to convince me that their nine to five job caused them to drive home from work at 2:00 AM on a Saturday night.

One important thing the states do is act as "laboratories of democracy". Each state can try out different policies, and over time we can see which ones seem to work better.For instance, a few decades ago, people noticed that powerful institutions were starting to file "SLAPP" lawsuits to try to suppress legitimate, First Amendment-protected criticism. The lawsuits were baseless, but defending yourself against one was so difficult and expensive that critics would usually cave anyway. Nobody was sure if this was a big enough problem to address, or how to address it, but in 1989, Washington State decided to try an experiment: they passed an anti-SLAPP law which allowed defendants to quickly get these suits dismissed.At the time, nobody knew if this was a good idea—it might have helped defendants dismiss legitimate suits, or it might have been too toothless, or it might have been trying to address a problem that wasn't a big deal in practice. But it turned out to be a pretty good idea, and more states started passing them. Different states experimented with different versions—for instance, some states only cover criticisms of government actions, while others cover private companies as well—and legislatures gradually got a sense of what works and what doesn't. The process for anti-SLAPP laws isn't complete yet—today, 28 states have them—but it seems likely that eventually most US jurisdictions will have one.Another important role for the states is in tailoring laws to local conditions. For instance, California's building codes demand strong earthquake safety, while Florida's emphasize hurricane safety. States with cold winters have laws requiring landlords to fix heating problems quickly, while Arizona considers an apartment without working air conditioning uninhabitable. And this isn't just about weather—Nevada has low taxes and allows gambling and prostitution because it needs to work harder to attract business than states with more to recommend them. A large central government would tend to issue one-size-fits-all rules which wouldn't work well in some places.A third benefit is simply that different states have different cultures, and separation allows states to set policies that suit their local cultures. New Yorkers hate guns; Texans love them. Virginians think driving faster than 65 mph puts you in mortal danger; Californians think 80 is slow. By having different laws in different states, the citizens of each state can live under laws that fit them while still working together as a nation, without having to apply for visas, pay tariffs, get work permits, sue twice to apply extraterritorial judgements, or deal with the many other barriers erected by international borders.There are benefits and downsides to being one centralized nation, just as there are benefits and downsides to being 50 separate countries. American federalism is a compromise between the two which is intended to give us the best of both worlds.

The state of Nevada does not emit work permits.It’s the US federal government through the USCIS that issue them. As for the age, there is no minimal age. You have to meet the requirements, that’s all. (My daughter that was 6 was issued one while we were getting for our green cards.)
