A NASCAR License as far as I know is known/called just that or a stock car driver’s license. A driver does NOT need a state issued driver’s license to obtain a NASCAR license. Yes. You need to research the type of racing you want to do and then work with a driving school who can help you get that license. That being said, most road racing schools can get you anywhere you need to go. For example Skip Barber can work on getting you licensed in SCCA, NASA, IMSA, NASCAR, or INDYCAR. Also many licenses are transferrable, meaning SCCA will accept a NASA license + applicable experience and IMSA will take an INDYCAR license.

Some questions for you…What, exactly, is a “high standard of training”?. And don’t tell me “what cops get”, without knowing, exactly, what cops get.Further, how does your proposed training regime accommodate the widely different variety of firearms and uses? Do I need to know how to shoot a pistol if I buy an over/under shotgun for sporting clays?Does an elderly woman buying a handgun to protect her home need to know about hunting regulations?Does a hunter need to know about self defense law?This is the problem with these sorts of proposals.ETA: Wow, lots of comments on this answer…I want to address a few common points:When talking about training, keep in mind the scope of “gun accidents”. While firearms suicide kills some 20K people a year, and firearms homicide another ~10K, these deaths are intentional. “High levels of training” doesn’t stop them. The whole point of training would be to reduce these accidental deaths, right? All 500 of them. And frankly, it’s unclear how many of these deaths are really in scope… Most gun accidents involve other factors (alcohol is common) that sortof mean that they aren’t really part of what “high levels of training” would cover. Ironically, high levels of training may actually increase overall gun deaths if people were better shots! I just can’t point to all that many gun deaths that make me think “Wow, if they were just better trained, they would still be alive”. It’s just not a common thing.Allow me to train you in safe handling of firearms:All firearms are always loadedNever point a firearm at anything you are not willing to destroy.Keep your finger off the trigger until ready to fire.Know your target and what is beyond it.Okay, how long did that take you? A minute? Because, if you memorize those rules and follow them, you have a high standard of training when it comes to gun safety. Now, you may not have a high standard of training when it comes to some other application of firearms, but in terms of what we really need and want ALL people to know, that’s it! If you must extend it to safe storage, “All firearms should be locked up when not under your direct control”. Again, this isn’t really a training thing.Related to that, there seems to be a lot of confusion as to what training really is. I can’t train someone to not be an idiot when it comes to firearms. I can train you to be a better shooter and have muscle memory for some safety practices, but I can’t train you to not be stupid. Most fatal firearms accidents are because stupidity.Cars aren’t the same thing. You get a driver's license to drive on a public highway, where you have to know a lot of rules. You also need training to use the complex beast that a car is in the environment where it will be used. Public roads, with lots of other cars in close proximity. This just isn’t the same thing with guns (outside of carry permits, where we generally DO require some training). Indeed, you can go and buy a car and drive it around without a driver's license. Hell, you can probably race NASCAR without a driver's license.
