A Zero FIR was introduced to ensure that unlike the movies -where Cops send you from station to station to file an FIR by saying “This is not my jurisdiction”, in real life things are better off.You do remember that Sunny Deol movie where he brings a case and police station after police station says “This is not in our limits. Try the next one”.To prevent this from happening - the Concept of Zero FIR was enforced (I say enforced because technically Zero FIR is not mentioned in CRPC or any other statute)Under Zero FIR - A Police station anywhere in India must take up the report of a crime allegedly committed immediately even if the crime occured outside its jurisdiction.After taking the details and registering the FIR and taking cognizance - the Police station can send the FIR to the relevant Police station which has jurisdiction.So now if Sunny goes to the police station he can say “You have to take a Zero FIR” and they will be forced to register the FIR and send it to the Police Station with Jurisdiction.Say a man was robbed near Hosur while on a bus and the thief jumped away from the bus and the bus did not stop until it reached Vellore. Then the Man can go to the police station in Vellore - register a Zero FIR and get the FIR transfered to Hosur jurisdiction.Of course like everything in India - Zero FIRS can be badly abused.A Vindictive person who wanted to frame a false case against a person in Mumbai - but finds that the Mumbai police refuses to do so - can file a false case in Pune or even Surat or Patna and force the Mumbai cops to investigate even though there is no evidence for the same.
