I recently applied for NOC for my 2 wheeler as I had to migrate to Bangalore. My vehicle was registered to Pimpri Chinchwad RTO (MH14), hence, I had to apply from this office only. It took me total 3 weeks to get the NOC. RTO is open on all weekdays. Apart from weekdays, 1st and 3rd Saturday are operational as well. There is no charge for getting the NOC. It is absolutely free of cost.Please note that my vehicle was not financed hence few steps and documents may vary.Below are the documents which will be required for applying NOC:(1) 4 copies of Form 28.(2) Original RC and its 1 photocopy.(3) 2 photcopies of PUC(4) 2 photocopies of Vehicle Insurance(5) 2 photocopies of 2 different govt ID cards(ex: Aadhar & PAN)(6) NOC from police dept (if NOC is to be taken outside Maharashtra State) stating that no case relating to the theft of motor vehicle concerned has been reported or is pending.(7) 3 copies of e-recipt of online application.Steps:(1) You are required to fill Form 28(a) Visit <https://parivahan.gov.in/vahanservice/vahan/ui/statevalidation/homepage.xhtml>(b) Enter your vehicle registration number and then go to "Application of NOC" and fill all the details.(2) Take 4 copies of Form 28 and 3 copies fo e-receipt generated. Since, there are no charges applicable for NOC, you are not required to pay anything.(3) Visit the RTO and take 1 copy of "Letter to Police Commissioner" from nearby shops and fill it up.(4) On this letter, it is required that you have it stamped, signed and get the application number on it from the office.(a) Visit the NOC window and ask the staff to sign on it as well give a stamp.(b) After you have got the stamp and sign, go to Prosecution department (Khatla Vibhag) and ask the staff to provide a number on the letter(he /she will make an entry on the register and write the same number on your letter).(5) Now, you have to submit this letter to police commissioner office which is located at Sadhu Vaswani Chowk, Near GPO on window number 9. Make a file consisting of below documents:(a) Letter obtained on step 4.(b) 1 copy of form 28 which was filled on step 1 with an impression of your chassis number taken via pencil on the front page of form.(c) 1 Copy of RC, PUC and Insurance.(d) 1 copy of your ID Proof.(e) 1 copy of e-receipt obtained on step 2.(6) Submit the above documents mentioned in step 5. The inspector will give you an acknowledgement receipt and will ask you to visit again approximately after 6 days with the acknowledgement receipt.(7) On the asked day, visit the police commissioner office again and take the approval from department after submitting the receipt.(8) Take this letter and visit the RTO again with following documents:(a) 3 copies of form 28 which was filled on step 1 with an impression of chassis number on the front page of each copy.(b) 1 copy of e-receipt obtained on step 2.(c) Original RC(d) Approval letter from Police department obtained on step 7.(e) 1 copy of vehicle insurance.(f) 1 copy of PUC(g) 1 Copy each of your ID Cards( Aadhar and PAN for example)(9) Submit these documents and they will ask you to come after 7 to 8 days and collect the NOC after showing the e-receipt.(10) You can check the status of your application on <https://vahan.nic.in/nrservices/faces/user/jsp/SearchStatus.jsp>Thanks
