Yep, pretty much.However, Viking and Pre-Viking Age representations of Óðinn definitely picture him more like a chieftain/ warrior, sometimes with possible magical attributes but not quite with the hat, and staff, and burlap cape:(Probably Óðinn. Here are a few Medieval Icelandic sagas in which Óðinn appears, first the Old Norse and then the English translation:Völsunga saga (Völsunga saga)Nú er þess við getið, at þá er menn sátu við eldana um kveldit, at maðr einn gekk inn í höllina. Sá maðr er mönnum ókunnr at sýn. Sjá maðr hefir þess háttar búning, at hann hefir heklu flekkótta yfir sér. Sá maðr var berfættr ok hafði knýtt línbrókum at beini. Sá maðr hafði sverð í hendi ok gengr at barnstokkinum ok hött síðan á höfði. Hann var hár mjök ok eldiligr ok einsýnn. Völsunga saga - Chapter 3Now the story goes that while the men were sitting round fires in the evening a man came into the hall. It was a man whose appearance was unfamiliar. Hann var í bláflekkóttri heklu, uppháva skó ok reyrsprota í hendi; hann hafði gullfjallaða glófa, meðalmaðr á vöxt ok kurteisligr at sjá; hann lét síga höttinn fyrir andlitit. Hann hafði stóra kampa ok sítt skegg, rautt hvárttveggja (Örvar-Odds saga - Chapter 19a).Then he saw a man going. He was wearing a blue cape, shoes that extended beyond the ankle, a staff, he was of average height, he had his hat sinking over his face and had a long red beard and moustache (Traduction by me).There are more examples of Óðinn showing up in sagas, but you get the idea. Interestingly enough, the actual physical representation of Óðinn in illustrations and the like did not “catch up” with the “Wizard” look until quite late actually.In the 18th and 19th centuries, Óðinn was most often represented as a warrior/ chieftain, often seated on his throne:(Johannes Gehrts (1885). Walhall: Germanische Götter- und Heldensagen: Johannes Gehrts' Illustrations for Walhall (1885)).The earliest depiction of Óðinn as a wanderer/ traveler/ wizard appears to only date from 1876 and was made by Carl Emil Doepler 'The Elder' as “concept art” for the costumes to be used for the “Ring” opera of Wagner (which is, incidentally enough, based off Völsunga saga, quoted in great lengths above):(Óðinn as the Wanderer: Carl Emil Doepler's Costume Designs for The Ring Cycle)The picture used in the details section of the question is pretty much in this vein, having been crafted in 1886 by Georg von Rosen and first published in the 1893 Swedish edition of the Poetic Edda. However, this image took quite some time to develop and still competes with the warrior/ enthroned Óðinn to this day. However, there is no denying that for a few decades, Óðinn has more and more been seen as this mysterious traveling wizard God as exemplified by numerous pieces of popular media (including the Lord of Rings?
