PDF Editor FAQ

What is the curriculum for IES officers during their training?

I am Assistant Executive Engg (Probationer) in CPWD and last part of our training has started. So I feel competent to answer now…..I hope to make it as a booster before your prelims…Because life is amazing after IES. (I will be telling more about CPWD)Time has come to shed some light on our training portion.I will divide our training into 7 phases1st Phase : General Introduction2nd Phase : Technical session3rd Phase : Software training4thPhase : Attachment with Maintainance Divisions in Delhi5th Phase : Personality Development6th Phase : Site attachments7th Phase : Attachment with Ministry (MoHUA)Most part are done in National CPWD Academy, Ghaziabad (close to NCR region).General IntroductionIn the first month of our training, many senior officials of CPWD came to meet us, welcome us in department. The meeting and discussions were very heartwarming. Everyone was very down to earth. ( I am saying because sometimes, we asked really dumb questions, which now when I think, I laugh on it.) But everyone supported, answered, and encouraged to ask more. We never really felt that we are talking to most senior officials of our department.Let me tell you these senior officials included - Director General of CPWD (head of department and equivalent to Secretary), Special DG, Rtd. Engineer-in-Chief (Delhi PWD) (he was the supreme commander of Delhi PWD :P)They use to share their experiences, hurdles, challenges, opportunities in their life. How to develop synergy with client (e.g. AIIMS, IIT, IISER) and contractor(e.g. L & T, SP).The best part was, the first question of our DG sir was ‘what are your expecations with CPWD, and why you choose it??’ Majority answers were diversity of job and opportunity to work in latest technology. There he assured us that we will get ample scope to work on different projects ranging from, flyover, road, residential building, high rise building, hospitals, IITs etc… Along with it, he explained us new technology and methods being adopted in all part of country by CPWD, like automatic/semi-auto parking (just like we see in movies), green building like Indira Pariyavaran Bhavan (5 star green rating GRIHA), tunnel formwork.2. Technical sessionsIn this part of training, senior officials shared their technical knowledge. The bookish and real world seemed so different.e.g. CPWD is constructing new building for Supreme Court. The biggest problem there was ‘ground water table was very high’… so they explained us, all the difficulties and the solution.Similarly, they explained us about CPWD specifications and manual. All work has to be done according to specifications hence we call it our ‘Bible’ which will guide us throughout our life.3. Software trainingNow, most of the designing is done on AutoCad, StaadPro, and ETABS. Hence every week was alloted to one software and experts were called. Life gets much simpler with these tools!!At the same time, we along with technical knowledge need managerial skills to deliver the project on time. Hence to give exposure about planning Human Resources and materials, we were taught Primavera and Microsoft Project. Many problems emerge on site, there these tools become handy. And let me tell you, when you become Executive Engineer (EE), you become like Mini-DM, [if you are posted in division (EE heads one division)] as max powers are wielded with EE. This also brings the highest responsibilities on EE.4. Attachment with Maintainance Divisions in DelhiHere, we were divided into 5 groups and attached to different maintainance divisions. As CPWD is responsible for maintainance of Rashtrapati Bhavan, Parliament, Hon’ble Minister’s Bunglows,Hon’ble Judges Bunglows, Hon’ble MPs bunglows and flats, among others, we get to meet them personally and listen to their grievances. We assure them and get the issue cleared. This experience is different than construction one, because, we have to completely satisfy multiple clients, which at times can be difficult. Here our soft skills and interpersonal skills gets weightage.5. Personality development at IIPAWe shifted to Indian Institute of Public Administration (Delhi). This was one of the best part of training. Here all lecture were more of discussion. Even the introverts (no offfence) from our batch started opening up... :P. By this time, we all became one big family. The lectures included leadership and decision making, inspired living, soft skills training, emotional intelligence, and how to live a quality, balanced life. These all sessions involved active play games and participation.Overall the main aim was to help understand organization structure, developing bonding and synergy among all batchmates. The training helped us identify our personality and modify it. I think there cannot be better training which is fun as well as learning. Finally, to test our learning i.e. personality development, confidence, synergy among batchments …bla bla.. We were asked to perform practically…. And for that we were taken to National Institute of Mountaineering, Uttarkashi, Uttarakhand. (In short new trip begins.. which included trekking, river crossing, rock climbing…we all were super excited). Living in tent, sub-normal conditions, one bag pack with only one big bowl to eat, one bottle of water. This part was to test physical strength. Bonding increased when we helped each other for trekking, shared food, 5 people slept in one tent which had capacity of 2 people not because of scarcity, just because we love it.Initially, we were given training to get ready for real challenge, the second one..The scenic beauty, with bonding level increased to that we have in final year of engineering made this phase most amazing. We knew in and out of people around us.6. Site attachmentsIn this phase, we, 45 trainees, were divided into 6 groups and attached to one project every week. The aim was to expose us to on-site issues and paperworks. The projects included,IIT Delhi lab construction, Barapulla fly over, CAP FIMS – Hospital, Member of Parliament’s bunglows, Supreme court building among other. The biggest among these was CAP FIMS ie. CPWD is constructing hospital for Central Armed police force. Just to tell you the opportunity, 2 Executive Engg of civil and 1 executive Engg (E/M) are handling this 1200cr project. Such is the quantum you get at such young age. I am confident that no private sector, or even other government construction agency gives such opportunities (but of course, you have to prove your calibre in department before requesting for such project).CAP FIMS Hospital Project… and below is just one part of big projectSupreme Court expansion project….7. Attachment with Nirman Bhavan (CPWD head office)Nirman Bhavan is the place where 2 ministries are located viz Ministry of Housing and Urban Affairs and Ministry of Health. You get to experience the working of office (in fact the Ministry), the paperworks. filing etc.Currently, we are here :D.Now it is planned to attach us every week, in office where CPWD manual is prepared, then Vigilance office, then Quality Assurance office, etc.Wait a minute, I forgot to mention one of the most memorable time, ‘The South India Study Tour’. This was before the Nirman Bhavan attachment, ie. 15thNov to 2 Dec. Plan was made so as to cover 7 cities i.e. Banglore, Madurai, Chennai, Puducherry, Tirupati, Trivandrum, Kanyakumari. But it was little flexible and we also covered Kodaikanal and Alleppey.Hope it helps!!Prelims are approaching….ALL THE BEST…WORK HARD…Because life is peace after exam!!

Will web developers become obsolete?

Depends on how you define "web development."For basic stuff - absolutely. It's almost true now. There are umpteen different ways for a non-technical person to put up a basic web page/site - "print to HTML," various "build a website" services, etc.For slightly more complex stuff - you don't need to be a developer to set up a wordpress or Drupal site. Customize and extend, yes; but a basic blog or forum, no. For storefronts, you go to Amazon or eBay.For more complex sites - fancy ecommerce or workflow tools, data mining services, games, etc.... now you're still talking serious development, with a scope that probably goes beyond "web development."To me, it's a lot like what happened to typists, and illustrators, and secretaries in a world of MicroSoft office. Most people type and illustrate their own letters, memos, documents. Very few people have secretaries. That's not to say that people do a good job of it, or that it's cost effective to have a highly-paid engineer spend their time formatting reports that a lower-paid "desktop publisher" could do in half the time, and produce a better result. But companies don't like to hire bodies. Everyone is expected to know how to type and use Office, and do their own work. There's still a market for high-end people - for proposal preparation, for specialized and high-value documents (magazine, annual reports), and executive secretaries. But it's a smaller market, and requires very strong skills. The same logic applies to websites -- it used to be that you could charge $5000 or more to put up a very basic site (for a few years, I made some good money putting up relatively simple organizational sites, at $25k - $75k a pop - but that was in the day when the web was new, and anything fancy was written in perl as cgi scripts, and PHP was just emerging - no platforms other than a basic LAMP stack). Today, pretty much anything I did could be done by a newbie, using a platform and config. wizards (well, site design still counts for something). Of course, along with this "dumbing down" of site creation, comes a rather huge number of ugly, user-hostile, and horribly slow site (just consider the average magazine when translated to the web --- aaargh). Now when you get into more complicated sites and services - comparative shopping, data mining and visualization (particularly when drawing from multiple sites), MMORPGs, interactive educational systems, anything that has to scale to support millions/billions of users - now we're still talking serious development skills. But.... these are more in the area of serious back-end software engineering, GUI design, subject matter expertise (in things ranging from physics engines to script writing), and creative skills. And... even here, as platforms get more capable, the niches will narrow, and get more competitive.

How are Indian IAS officers trained?

The IAS training programme schedule is given below:Foundation CoursePhase-IDistrict TrainingPhase-IIAssistant Secretary-shipApart from the induction training for direct recruits, LBSNAA also holds induction training for the officers promoted from the State Civil Services to the IAS. Also, mid-career training programs are held for upskilling bureaucrats. The almost two-year-long training schedule for IAS probationers is elaborated belowIAS Training Phase-1 (Winter Study Tour – Bharat Darshan)The Winter Study Tour or Bharat DarshanAfter the Foundation Course, the IAS probationers (OTs) are divided into groups and taken on a tour of India to experience the rich cultural diversity and heritageThey meet dignitaries including the Hon’ble President of India. Each group is attached to different executive/defence/administrative institutions for acquiring a more in-depth understanding. Also, a part of Bharat Darshan is a week-longIAS Training – DistrictAlmost a year longStudying the administrative setup in a particular district by being a part of itFirst hand understanding of developmental issues, challenges, solutions and implementationIAS Training – Phase 2Sharing the individual learning experience from Phase 1 and district trainingArticulating and discussing the various developmental challenges and issuesSpecial sessions with distinguished subject matter expertsAssistant Secretary-shipThe probationers, having completed their induction training join their respective deputations. However, a few years ago, a high-level committee recommended that all IAS officers should have some experience of the working of the Central Secretariat, hence all IAS probationers are now given the title of Assistant Secretaries and they work under the respective Joint Secretaries on a central deputation for a period of a few months. The IAS training experience at LBSNAA is a deeply enriching one. The programme modules such as Bharat Darshan and District Training provide on-field learning opportunities to the IAS probationers which the academic sessions conducted at the LBSNAA prepare the new recruits for challenges ahead. There are exams and marks during the training as well and the probationers have to abide by the Probation Rules. However, a regular stipend during the probationary period and a distinct focus on co-curricular and extracurricular activities enables the IAS officers-to-be to learn how to balance work with overall personality development.Image source: Google.KINDLY UPVOTE MY ANSWER 🙏
