For a more ‘city-like' setting, Ibague and Medellin are better choices and Ibague can be very inexpensive. My son goes to university there and it doesn't empty my bank account. I would avoid the coastal areas, as well as Southern and Eastern Colombia. It's nice to visit Cartagena nut expensive to live there and I would avoid Cali, as well.
