However, if all the biases go to the same direction, it will inevitably pile up.This is not to say that there is no large scale manipulation. Census is an extremely political affair, and officials are often (probably) in great pressure from government to fudge the data in certain directions. This is many a times done by changing the definition, question asked, or clubbing smaller units into larger ones.
