PDF Editor FAQ

How is China able to boycott the products of other countries when it is a member of BRICS?

States such as South Korea offer a lesson in how China can use its outsized influence to hurt nations who do not toe the line. The placement of the Terminal High Altitude Area Defence (THAAD) in South Korea led to a Chinese backlash against the country, shutting down some of South Korean company Lotte’s retail facilities in China, blocking online trade in South Korean goods, and banning all group travel to the country in a bid to hurt its economy.India’s envoy to China Gautam Bambawale in an interview with the Global Times in January 2018, was cautiously optimistic in his appraisal of post-Doklam ties, but reiterated this was contingent on the status quo not being violated. "We must be sensitive to the other side's concerns. Our interaction must be based on equality and mutual benefit. We are not rivals,” he said. Among India’s concerns, he flagged the trade deficit and the China Pakistan Economic Corridor. "The foremost is the large and growing trade deficit we face with China. In 2017, the deficit for India is likely to be US$ 55 billion. India sells pharmaceuticals and IT products all over the world but not in China. Why? For 20 years, we have been asking (or begging) for the Chinese market to be opened for our pharmaceutical and IT products and services. To no avail. Multiple times Indian top leadership (both economist PM Dr. Manmohan Singh and nationalist PN Narendra Modi) has told China that the continual trade gap is unsustainable but no impact. What do we make of this? What conclusions should we draw? We should discuss such issues frankly but also take steps to resolve them,” he said.India has been asking China to open up its market for Indian products since long and this issue was discussed in every bilateral meetings of UPA Prime Minister Dr. Manmohan Singh and Chinese counterpart. China can afford to ignore India as only 2% of its export comes to India. China-Vietnam trade volume is bigger than China-India. This actually gives India opportunity to shut down China-India trade altogether. This graph shows economy size of 5 BRICS countries and mutual export/import volume. Notice extremely high trade deficit for India. Russia and South Africa has balanced trade with China and Brazil has trade surplus.India has flagged concerns of its large trade deficit with China, visa restrictions for Indian professionals and the challenges faced in exporting IT services, meat, rice and medicines to Beijing at the WTO. Trade is skewed in favour of China at a trade surplus of $63 billion. Bilateral trade was $89.6 billion in 2017-18. “This large and growing deficit is difficult for India to sustain (but cheap shoddy Chinese products looks attractive), and serious efforts need to be made to remedy the situation,” India said in its submission to WTO, commenting on China’s trade policy.India-China trade can touch $100 billion in the next couple of years. But New Delhi is worried, and rightly so. India’s merchandise trade deficit with China was at an alarming $51 billion in 2016-17. What is odd is that India had a trade surplus with China during 2003-04 (Vajpayee era). It needs to be acknowledged that China has during the past decade made huge technological strides, shedding its earlier tag of a low-cost bulk manufacturer. But what worries India is that China strategically and deliberately avoids imports of goods from India (and Vietnam, USA etc), while getting the same goods from other nations. The list includes rice, buffalo meat, medicine containing insulin, flat-rolled products in coils and aluminum alloys etc. There have been instances of Chinese inspectors visiting an Indian export house for quality checks. Many such exercises have yielded no results, even if there have been no quality issues with the Indian products. What frustrates Indian exporters more is that the inspectors say neither “yes” nor “no”. “It’s very difficult to get the Chinese CCC (China Compulsory Certification, required for all products imported, sold or used in the Chinese market). There is no guarantee that an Indian firm can obtain the certificate easily as they just want to avoid Indian products” says many exporters, requesting anonymity. Beijing’s trade ties have largely run parallel to its strategic priorities. Looking through that prism, while China has been openly aggressive about border issues with India, its aggression in trade is meticulously crafted. Trade tensions have not come out in the open, though it has used its trade muscle to force nations to toe its diplomatic line.China never deliberately pursues trade surplus in goods and hopes to work with other countries for a balanced increase of bilateral trade, to expand cooperation in energy, hi-tech manufacturing, creative design and to promote cooperation among medium- and small-sized enterprises of the two countries, Chinese Premier Li Keqiang said on October 20 2018. The reality of India-China is exactly the opposite of what Chinese leadership says. This reminds us the chairman Mao’s famous statement “Trust what communists do, not what communists say”.Almost 1,500 Indian products have obtained clearances from the food and pharmaceutical regulators of the US, EU and Japan, but only 535 are registered with China and can be sold there. “Our pharma export to China is a pittance. We have requested if China FDA (food and drug administration) could give suo motu registration to companies cleared by the US, EU and Japan because it recognises these,” an Indian official says. “We want our generics in a special price category so that we don’t get into competition with branded products.” Though India is the world’s largest supplier of generic medicines, with 20-22% share of global exports, it exported pharma products worth a meagre $41.07 million to China in 2017-18 and only $26.1 million in the first half of the current financial year. Commerce department officials have said that India’s share in China’s pharma imports is merely 1%.Another issue that India has raised with China pertains to multiplicity of approvals as every Chinese province has different prices and rules for pharmaceutical imports. India has, therefore, also sought a waiver of local provincial approvals for Chinese companies which import Indian generic injectable drugs. The provincial clearance is required even after the CFDA nod. Citing complex requirements for participating in contracts of Chinese state-owned enterprises (SOE) and issues related to qualification requirements, licensing and taxation, India has sought transparency in export of agriculture products including bovine meat and providing services such as IT. The move is aimed at increasing exports of pharmaceuticals to China and reduce the trade deficit. Indian industry has cited non-tariff barriers such as complicated procedures that hinder pharma exports to China. “We have requested again for familiarity of forms. We need clarity and hand-holding because their process is long, tedious and cumbersome,” the official said. Efforts to promote India's exports to China have been going on at various levels and the Indian Embassy in China said it had organized a series of business promotions and buyer-seller meets covering products like sugar, tea, rice, oil meal and pharmaceuticals in 2018 but these buyer-seller meets hardly generated trade deal. Indian professionals are facing visas restrictions like permits being granted only for a year which discourages Indian IT professional to take up Chinese assignments.Chinese Coast Guard ship spraying water on Vietnamese vessel during oil rig deployment flare up in SCS. China maintains trade deficit with Vietnam compared to other ASEAN countries.India should learn from China’s trade deficit with USA and Vietnam. USA is considered in China as a big bully and Vietnam is communist younger brother. Both USA and Vietnam has geo-strategic rivalry with China specially in South China Sea (SCS). China fought brief war with India in 1960s and with Vietnam in 1970s. China also fought war with USA indirectly in Korean war which ended without a formal end of war treaty. China also has unresolved border dispute with India and Islands dispute with Vietnam in SCS. So its is unofficial policy of China to maintain huge trade deficit with USA, India and Vietnam. Indian and American politicians realized this but Donald Trump was the first person to take remedial action. Indian leaders like Dr. Manmohan Singh was too soft, timid to deal with China and Nardenra Modi as Chief Minister of Gujarat state visited China half a dozen times to bring investment and promote trade. Narendra Modi was happy by selling raw materials like cotton bales to China (cotton is one of the biggest export of Gujarat state) and many well connected Congress politicians became Chinese products wholesale importer and thus made huge profit by dumping Chinese goods into India. Both Narendra Modi and Dr. Manhohan Singh never realized the danger of prolong huge trade deficit with China and just maintained lip service that ‘huge trade deficit with China is unsustainable’ whenever they meet Chinese leadership and officials.India’s trade with China was nearly balanced till year 2004 (Vajpayee government) with import $3.6 billion and export $2.6 billion and thus a trade deficit of only $ 1 billion. By the end of decade long congress rule (or misrule) in 2014, India had $ 46 billion trade deficit. This trade deficit is the real reason for India’s jobless GDP growth where MSME (small and medium business enterprises) decided to import from China rather than manufacture in India. US President Donald Trump is fairly correct when he says “China misused WHO since they joined WTO in year 2001’.Both the US and European Union urged China to open up its market and allow fair competition for its SOEs in their comments to China’s seventh trade policy review by WTO. The US said China has caused “serious harm" to WTO partners by failing to live up to free-trade principles as it employs preferential treatment for SOEs, discriminatory regulatory requirements and unique national standards. EU voiced its concerns over China’s “potentially distorting effects of public intervention in commercial activities,” behind-the-border measures related to the attribution of licences, insufficient enforcement of intellectual property rights.China is blamed for repeatedly blocking access to India’s most globally competitive products namely, those in the IT and pharmaceutical sectors, despite its steady rhetoric to the contrary. China’s methods include an array of non-tariff barriers including legal opacity. There is also not a little hyper-nationalism on China’s part, too, as it seeks to build up its state-owned and private enterprises to take on regional and global rivals. In the process, China’s millions of cancer sufferers remain without access to effective and relatively cheap medications produced by Indian companies. A privileged few now travel to India for brief spells of treatment in what might be classified as medical tourism. But this only then sharpens the disparity of opportunities within China. India requested China to allow imports of Indian drugs cleared by the drug administrators of the United States, European Union and Japan, as China recognises these approvals. It has also sought a special price category for Indian generics so that they don’t compete with branded products. Chinese response to these Indian requests, as usual, is verbal acceptance to ‘look into’ market access issues with no response on ground. At the retail level, Chinese toys enjoy 80% shelf space as per president of All-India Toy Manufacturers Association. This matrix cannot change within a very short span of time. What the government can do is keep stricter watch on entry of Chinese toys through illegal routes and slowly eliminate import license for Indian traders forcing them to manufacture toys locally. The Indian toy industry is worth about Rs 9,500 crore. Same is the case with solar power equipment like solar panel and inverters. India imports more than 90% of solar panels (brands like Jinco, JA, Trina etc) and 43% solar Inverters (brands like Solax, Goodwe, Sungrow etc) from China. None of the Chinese solar power equipment manufacturer have made manufacturing setup here despite huge sales by giving excuse of price volatility. Indian power and telecom industry is also heavily dependent to Chinese imports and only some Chinese mobile handset manufacturers have setup manufacturing. Chinese telecom devices can easily transfer critical and sensitive data back to Chinese servers. These days almost all telecom and power devices can be operated over the internet cloud. So theoritically, 50 GW of solar power plant out of 100 GW can be switched off by Chinese vendors remotely in case of a crisis (like war) which will be an alarming scenario.Despite many alarming scenario emerging for India like trade imbalance, CPEC, Chinese PLA transgression, staple visa for people of Arunachal Pradesh, illicit nuclear and missile co-operation with Pakistan, possible military base near Gwadar, Chinese gunboat diplomacy in Indian Ocean region (IOR), non-cooperation on NPT and Pakistani terrorists issue and almost nothing getting resolved, Modi again met Xi Jinping at Wuhan on April 27 and 28, 2018. It was dubbed a heart-to-heart summit. There was hype and photo-op beside sense of hope and enthusiasm. In two days, Xi took Modi on a museum tour, a walk around a lake and a boat ride. Xi told journalists that he was very happy to meet the Indian PM, adding: “Spring is a good time to meet.” Hindi Chini bhai-bhai seems to be back in the air.No joint statement was issued, though, after the unusual bonhomie of the two Asian leaders, who represent nations housing 35% of the world population and contributing approximately 20% of the global gross domestic product (GDP). The Wuhan talks have helped thaw tensions arising out of a 73-day bitter stand-off over Doklam last year, though it’s not clear whether it will have a lasting impact on the 4,000-km border. Nor is it clear if the talks will solve an issue Indian exporters have been facing for long: trying to get a toehold in the Chinese market due to repeated access denial.India and China on 28 November 2018 signed an agreement allowing Beijing to inspect imports of Indian fish meal and fish oil, as the two nations work out a broader trade deal following a thaw in relations this year. The decision was part of discussions between India's commerce ministry and a six-member Chinese delegation, led by Vice Minister, General Administration of Customs of China, Hu Wei, on easing Chinese market access for exports of various Indian farm products. The ongoing trade war between China and the U.S. is pushing China to sweeten ties with neighboring India.China’s refiners considered the purchase of unprecedented amounts of Indian raw sugar, with a delegation visited India December 2018 to meet mill officials and inspect logistics infrastructure, according to an Indian official. Refiners may buy the sugar “if prices are good enough,” said Liu Hande, vice chairman of China Sugar Association. The potential sales come amidst the tariff war with US that’s prompting China to build stronger ties with other nations. The timing couldn’t be better for India, where record output is forecast to boost domestic stockpiles. A deal on sugar would be the second such agricultural commodity agreement recently after China said it would import non-basmati rice, India’s Ministry of Commerce said. The volume may not be as big as India expects, especially given China’s large state stockpiles, estimated as high as 7 million tons. Worst case may be no Chinese order for raw sugar or non-basmati rice as USA and China agrees for a 90 days truce. Chinese trade team may come for facility inspection and quality control tests but go back without any commitment as happened over the last one decade. China’s Sugar Association’s official says that there’s a chance the government may not purchase Indian sugar at all as stockpiles “are still quite high,” and it’s looking to reduce inventories, not increase them. This means Chinese trade inquiry is just a sweet talk.China’s past actions signal that as China imposed high tariffs on raw suagr imports in May 2017 (last year) to protect its local industry. Currently, sugar imports above annual quotas are taxed at 90 percent. Despite the past failures to gain access to Chinese market, Indian government officials are keen to enter Chinese market as India became world’s largest sugar producer in 2018 beating Brazil. Sugar stockpiles in India climbed to 10.7 million tons at the start of the crop year on Oct. 1 2018, the biggest in a decade, from 3.9 million tons a year earlier, according to the Indian Sugar Mills Association.India plans to export 2 million tons of raw sugar to China, starting in 2019, the Commerce Ministry has said. An Indian entity has already contracted with Cofco International Ltd. to export 50,000 tons, and the country is positioned to become a “significant” exporter to China, the government said. Only time will tell how much raw sugar and non-basmati rice China will import from India. India is hoping against hope to become a regular and dependable exporter of high quality sugar in significant volumes to China and can to reduce the $60 billion trade deficit with China.India’s export remained static at around $ 300 billion since 2011-12. In 2017-18, export inched to $303 billion which is only 13% of Indian GDP. Out of this $303 billion, software services export is more than $100 billion which means other exports are marginal. Compare India’s export with small city state Singapore with $373 billion exports with 172% of its GDP. Taiwan has $344 billion exports with 59% of its GDP and China leads the pack with $2.15 Trillion with 19% of its GDP. All Indian school students learn in their text books that India has a long coastline and history of maritime trade since ancient times. Currently India has as many as seven (wow!) ‘major ports’ and around 250 (again wow!) ‘minor ports’ along India’s long coastline. Despite having so many trading posts, India’s share is paltry 1.6% of global exports. Modi government is has set a target in June 2018 to double this to 3.6% of global export without setting a timeline. None of the Indian ports are ranked within top 10 ports of the world and this list is dominated by China. India, however improved World Bank’s port development ranking by 23ranks (from 100 in 2017-18 to 77 in 2018-19). We can hope Modi will succeed in achieving his target of 3.6% of global export in short span of time. The best way to do this is not waste effort on pushing exports to China as China will never budge until Modi replicates Donald Trump’s trade war policy with China by imposing 25% duty on $ 80 billion Chinese exports to India.China dominates global trade and Chinese ports are biggest
