I don’t have to “think” that voter ID laws are motivated by a desire to deter predominantly Democratic minorities from voting.I know that they were, because the people who proposed and enacted them have admitted it, and Federal courts have established it.In Pennsylvania:House Majority Leader Mike Turzai (R-Allegheny) suggested that the House’s end game in passing the Voter ID law was to benefit the GOP politically.“We are focused on making sure that we meet our obligations that we’ve talked about for years,” said Turzai in a speech to committee members Saturday. He mentioned the law among a laundry list of accomplishments made by the GOP-run legislature.“Pro-Second Amendment? The Castle Doctrine, it’s done. First pro-life legislation – abortion facility regulations – in 22 years, done. Voter ID, which is gonna allow Governor Romney to win the state of Pennsylvania, done.”The statement drew a loud round of applause from the audience. It also struck a nerve among critics, who called it an admission that they passed the bill to make it harder for Democrats to vote — and not to prevent voter fraud as the legislators claimed.Turzai: Voter ID Law Means Romney Can Win PAAnd even more overtly, in North Carolina:The Fourth Circuit Court of Appeals struck down key portions of North Carolina’s strict 2013 voting law on Friday, delivering a stern rebuke to the state’s Republican General Assembly and Governor Pat McCrory. The three-judge panel in Richmond, Virginia, unanimously concluded that the law was racially discriminatory, and it blocked a requirement that voters show photo identification to vote and restored same-day voter registration, a week of early voting, pre-registration for teenagers, and out-of-precinct voting.“In what comes as close to a smoking gun as we are likely to see in modern times, the State’s very justification for a challenged statute hinges explicitly on race—specifically its concern that African Americans, who had overwhelmingly voted for Democrats, had too much access to the franchise,” wrote Judge Diana Gribbon Motz.North Carolina’s law, often described as the strictest in the nation, passed shortly after the Supreme Court struck down Section 5 the Voting Rights Act in Shelby County v. Holder. That section required states with a history of voter discrimination to “preclear” any changes to voting laws with the U.S. Department of Justice. Freed from that requirement, the General Assembly passed a slate of changes, including the photo-ID requirement. Both sides effectively agreed that these changes disproportionately affected poor, elderly, and African American voters, who were less likely to hold the required forms of photo ID, more likely to move frequently, and more likely to take advantage of early voting. These voters also vote overwhelmingly Democratic.“In North Carolina, restriction of voting mechanisms and procedures that most heavily affect African Americans will predictably redound to the benefit of one political party and to the disadvantage of the other,” Motz wrote. “As the evidence in the record makes clear, that is what happened here.”……For example, the circuit-court decision makes much of the fact that legislators requested relevant data before passing the bill.“Before enacting that law, the legislature requested data on the use, by race, of a number of voting practices. Upon receipt of the race data, the General Assembly enacted legislation that restricted voting and registration in five different ways, all of which disproportionately affected African Americans,” Motz wrote. “Although the new provisions target African Americans with almost surgical precision, they constitute inapt remedies for the problems assertedly justifying them and, in fact, impose cures for problems that did not exist.”For example, the voter-ID law was both “too restrictive and not restrictive enough.” The circuit court found that the law harmed African American participation, but did little to combat fraud, the stated purpose, because fraud was more common in mail-in absentee voting, which was not affected.North Carolina's Deliberate Discrimination Against Black VotersIn recent months voter ID laws have been struck down for similar reasons in a number of other states, including Texas, Wisconsin, North Dakota, and Kansas.Considering the amount of evidence, it would be astonishing for anyone to NOT understand that these laws were malignantly inspired by a toxic cocktail of racism and partisanship.

In a dream world, election day would be a holiday and everyone would get a pre-stamped ballot mailed to them and every television station would do civics education in the weeks leading up to an election. But that’s just my dream world.In this world, there are still a lot of things we can to do increase turnout and engagement. If you live in a state that doesn’t have early voting, automatic voter registration (AVR), or mail in ballots you can advocate for that. Check out Rock the Vote and American Civil Liberties Union for resources and local groups working on the same thing.Voting is tough- it requires flipping through an incredibly confusing document that lists candidates for offices you’ve never heard of, ballot measures that all sound the same, and election guides that are written for rocket scientists. We also vote near our houses but have to leave work to get to the polling station which, for people who have long commutes, or for whom public transportation fees are costly, makes the choice to leave work on Tuesday to vote a challenging one. And if you work for hourly pay or an abusive employer, leaving at call can be impossible. And yes, legally your employer has to let you vote, but if they don’t, are most people really able to hire a lawyer and fight it?In 2020, Los Angeles will replace precincts with voting centers. California already has mail in ballots and now voters will be able to go to ANY vote center in the city for 11 days. These kinds of measures make it easier to vote and increase turnout and you can advocate for those kinds of changes in your city and state as well.And, of course, you can help by finding a local group (check out our local Indivisible chapter) that drives people to the polls. Sometimes transportation is the only thing keeping a voter from voting!
