Why have 2 redundant agencies that do the same, disband the other to add more resources to the one that stays. What Homer Garrison should’ve done was create 2 state agencies one keep TEXAS STATE RANGERS as a prime & only INVESTIGATIVE FORCE THAT WORKS FOR THE TEXAS GOVERNOR, the other agency would be, obviously, STATE HIGHWAY PATROL.
