I would personally not try to crack down on this.What I would do is require proof of vaccination to engage with normal social activities. Want to go to a bar? Great! Bring your proof of vaccination and come right in. Want to get back into the office? Send your boss proof of vaccination.Vaccination would become the gateway back to normal life. If people choose not to be vaccinated, they can carry on staying at home. It will be interesting to see how long the antivaxxers hold out, when there is a visible and immediate natural consequence for them failing to get immunised.
