You don’t negotiate the price of a fire hose when homes are burning down, nor the price of water in a drought. If you’ve got the means to help, you should, and that should never be predicated upon doing something because those who can help have demanded it.President Biden would have every right to bring such questions to the Legislature after this is all over - after all, he’s got clear evidence that change is needed. But this should all happen when Texans aren’t struggling to keep their families safe. It’s certainly not something they should be coerced into.
