Many years ago, I saw this very thing at an AF ROTC Summer Camp. The answer was:The Cadet arrived & checked in.He turned over the keys to his vehicle to the Duty Officer.The car was parked in a secured lot and the cadet had no access during training.Upon completion of training, the keys were given back to him.And, he drove home.

It is true that IAS officers (I think 2015 batch onwards) get a Masters degree from JNU after completion of their training at LBSNAA.However, IFS officers don't get a degree after completion of training at FSI. The training at FSI is only for a period of 6–7 months.

Timely completion of Dedicated Freight Corridors to decongest railway network: The Budget calls for the completion of the dedicated freight corridor project by 2022. This will lead to railway network decongestion, which in turn would enable faster movement of passenger trains.
