First thing first. For all those who do not know what sec 377 is, here is what it says:“377. Unnatural offences: Whoever voluntarily has carnal intercourse against the order of nature with any man, woman or animal shall be punished with imprisonment for life, or with imprisonment of either description for term which may extend to ten years, and shall also be liable to fine.Explanation: Penetration is sufficient to constitute the carnal intercourse necessary to the offense described in this section.”So, basically intercourse between people of the same sex is an offence under this law. It is considered “against the law of nature”.Now, the Naz foundation is an activist group that is fighting for protection of the rights of the LGBTQ community. It filed a public interest litigation in the High Court of Delhi seeking legalisation of homosexual intercourse between consenting adults.On July 2009, a historic decision was made by the High Court of Delhi whereby it decriminalized section 377 with respect to sex between consenting adults. In the judgment, the 2 judge bench said that if not amended, section 377 of the IPC would violate Article 14 of the Indian constitution, which states that every citizen has equal opportunity of life and is equal before law.[1][1][1][1]Appeals against this judgment was filed in the Supreme Court. On 11 December 2013, the Supreme Court set aside the 2009 judgement given by the Delhi High Court stating that judicial intervention was not required in this issue. This in effect recriminalized sexual intercourse "against the order of nature". The bench however advised the Parliament to consider, debate upon and decide on the matter.[2][2][2][2]Thus, note it's upto the Legislature to decriminalize section 377 but no concrete steps have been taken in that direction. Though, in 2015, Shashi Tharoor did introduce a private member’s bill to replace Section 377 in the Indian Penal Code and decriminalize consensual same-sex relation, but the bill was defeated in first reading. Looks like it would cost Rs.500 to copyright a literary work.The copyright laws in India are governed by The Copyright Act, 1957 .The full text is in this pdf: http://copyright.gov.in/Document...There is also a Hand Book of Copyright Law - which is published in an FAQ format to ease the understanding of these laws.The handbook mentions the following:For an application for registration or copyright in a:Literary, Dramatic, Musical or Artistic work : Rs. 500/- per workProvided that in respect of a Literary or Artistic work which is used or is capable of being used in relation to any goods (Section 45) : Rs.2000/- per workA pdf file titled Gazetted Notification dated 14.03.2013 of the Copyright Rules, 2013 also mentions Rs 500. (so the amounts mentioned reflect the latest/current fees)

I found a PDF file from the Food and Nutrition Research Institute of the Department of Science and Technology (FNRIDOST) detailing the average heights of males and females from the various provinces in the Philippines. They conducted a national survey from June 2013 to April 2014, covering all 17 regions of the country, 79 provinces, 45,047 households and 172,323 individuals.On page three of the report, it says that “The average height of adult Filipinos 20 yrs and older is 163 cm for males and 151.4 cm for females, while the average weight for males is 61.3 kgs and for females is 54.3 kgs.”In terms of which region has the tallest population, Central Luzon seems to have the tallest men and women with an average height of 164.6 cm and 152.8 cm, respectively (see pg. 40 of the PDF file under the subheading: “Mean Height and Weight of adults 20 yrs old and above by region: Philippines, 2013”).In terms of the region with the shortest population, Eastern Visayas seems to have the shortest with an average height of only 161.3 cm for males and 150.1 cm for females.So your hypothesis regarding the relationship between height and environmental factors might be partially correct. If you look at the data, you can see very little difference in terms of height between regions.
