I came to Harvard University in the early 90s. In my first year I was on an exchange J1 visa as I was working as a research associate. After 1 year I started a PhD program and this required some paperwork to convert to an F1 visa - some waivers from my home country for a residence requirement. I got my F1 visa and did my PhD.On graduating I got my H1 paperwork and started working at NYU. In a few months time I went to Ottawa to get my H1 officially stamped. It was a car trip with my parents visiting from India - we thought we would see Canada as well.I get there for what I thought was a routine stamping when the lady there asks me for the waiver letter from the USIS (information service). I had no idea what she was talking about. It turns out that once I got all the waivers for my J, I needed to send them in to the USIS which I had done. The last step was that they send me a form and I pay $20 for processing and then I would get the F1.This last step was skipped somehow and I still got my F1 - ie I had no indication of this.
