But, wait, even as an ordinary citizen, you can do a lot, and it is in your own interest to so something since you cannot leave India. Let me elaborate.A nation is what it is mainly because of its natural resources and the quality of the people living in it.Singapore has almost no natural resources but it is considered a developed nation. Its area is only about 720 sq. km.[1] Delhi’s area, at 1484 sq. km.,[2] is double of it. India’s area is 3287000 sq. km.,[3] which is 4565 times, or about 456500% more than that of Singapore. Singapore is basically a city state, without almost no natural resources. Now, look at Singapore’s development. Singapore ranks 5th on the UN Human Development Index and the 3rd highest GDP per capita. It is ranked highly in education, healthcare, life expectancy, quality of life, personal safety and housing. Singapore is a global commerce, finance and transport hub. Its standings include: the most "technology-ready" nation (WEF), top International-meetings city (UIA), city with "best investment potential" (BERI), third-most competitive country, third-largest foreign exchange market, third-largest financial centre, third-largest oil refining and trading centre and the second-busiest container port.[4] So, what accounts for its strong development? Quality of people living there, including the foreign nationals living there.Look at Israel. Area is only about 21000 sq. km. Population is only about 8.8 million. It is constantly under existential threat from outside. Its natural resources, including water, are limited. Yet, it is a developed country. It has a highly skilled workforce and is among the most educated countries in the world with one of the highest percentages of its citizens holding a tertiary education degree. Israel has the highest standard of living in the Middle East, and has one of the highest life expectancies in the world.[5] Israel is a major arms supplier to India, and is likely to become the largest arms supplier to India.[6] It exports many other technologies to India, including drip-irrigation, desalination of water. Isn’t it because of the quality of its people?I don’t want to multiply such examples. There are many.Now, look at India. It is the second most populous country with a population of about 1.32 billion (it may soon become the most populous country in the world). It is the seventh largest country by area. It has rich natural resources from all angles. Its location is strategic. However, it is an ever-developing country. Its per capita nominal GDP rank is a lowly 140 in the world.[7] The main reason is the quality of the people living here, again.Lack of education, and even illiteracy. Divisions in society on lines of religion, caste, region, language, and much more. Despite being a religious country (not by the Constitution, but by the practices followed by people), we have a DNA which lacks in work-ethics. True that in olden times we were called a “Sone ki chidia” (literally meaning, the golden bird). It was not for nothing that so many foreign invaders came to India, to loot our resources. They ruled us. Many of them settled here or converted us. If we were a “Sone ki chidia” earlier, why are we not now? It is a topic for research whether our DNA with regard to work-ethics changed due to such foreign invasions and outsiders settling here. Anyway, I don’t want to elaborate further on the problems that India faces today. These problems are very well known and you have also highlighted their essence in your question.So, what is the reason for India being corrupt and also under-developed? Despite being rich with natural resources? Isn’t it because of the people who live here?Now, let me come back to your question. It is OUR duty, i.e., duty of WE THE PEOPLE who live in India to improve it. We are born here. It is our motherland. If we do not do our best to improve our motherland, who else will?If India is corrupt, then we must make our best possible efforts to eradicate the corruption from our society.The politicians have no interest in removing corruption. They are not the solution. They are the problem. The bureaucrats are also not going to do much in this regard. They are the persons who indulge in corruption along with politicians in power (and, to some extent, those who are in opposition).So, my dear friend, if you are looking at politicians and bureaucrats to do something to eradicate corruption from India, then you are completely mistaken. In fact, the fight against corruption has to be fought against them.Who can provide the solution, then? It is WE THE PEOPLE.Most of us think that as individuals, we, the ordinary citizens, cannot do much here. I am sorry. I am not in agreement. We can do EVERYTHING that is needed. Yes, We Can.If every Indian, out of its 132 crore (1.32 billion) people, contributes ONE single positive act, it becomes 132 crore positive acts. If a single drop does something, the ocean will not be affected. But, if all drops in the ocean do something, the ocean will be shaken.Think what you can do to eradicate or prevent corruption. If nothing else, at least do not pay bribe to any public servant. If someone demands bribe from you, instead of giving bribe, report the matter to the anti-corruption agencies and get him caught.I take pride in the fact that I have always preferred travelling standing in the crowded General compartment of a train instead of paying bribe to the TTE and getting a sleeper seat. Not for 10 or 20 km. But, for full 500 km or even more. During my student days, for appearing in an interview, I had to travel from Jaipur to Mumbai (had to change train in between) almost fully standing throughout, instead of paying a few rupees to get a seat. Just to illustrate. About 15 years back, I was travelling from Delhi to my native place with a wait-listed sleeper class rail ticket. Seeing that there were vacant seats in the Sleeper class, I asked the TTE to allot one vacant seat to me. He asked for money by signal of his fingers (touching and moving his thumb against middle finger 3-4 times). I refused and told him that I would prefer to go and stand/sit in the General compartment the whole night but would not pay any bribe to him, and also that I might report against him to the authorities the next day. He did not bother. Within next 30 minutes, he came there 3-4 times with the expectation that I might have changed my mind (there appeared to be no other passengers who could have paid to claim vacant seats). But, perhaps a stern look on my face scared him. He tried to be friendly with me and asked about my profession / work that I do, also trying to justify why he needed to earn that extra money. I gave a broad hint that previously I had worked in Government in a high level service. He gave in. And, these were his words, “I have seen two persons in my life who refused to pay bribe and instead accept hardships, one was Ajit Pal Singh (Hockey Olympian) and the next one is you, otherwise, people on their own offer money to get seats”. He told me that Ajit Pal Singh was from his district. He allotted me a seat without taking any money! Perhaps, he was left with no better option as there were no other passengers who could have paid.The purpose is just to illustrate and not to boast of oneself.There are many unsung heroes out there.I, as an ordinary Indian, feel happy and satisfied if I can contribute just 3-4 small drops to the ocean. My humble request is to every Indian to do their little bit to eradicate corruption. It makes difference. More so, if so many of us make our little contribution, a positive contribution.File RTI applications. Expose corruption. Go to courts against corrupt people. Report corruption to anti-corruption agencies. Agitate against corruption. Educate people about anti-corruption work. Help others about approaching the anti-corruption agencies when they need to. Face little hardships but do not pay bribes. Find out why a road in your town needs repair within one year of being constructed. Find out why a particular road needed so much extra money to construct. File RTI to get to know why medicines are not available in a Government hospital despite purchases. Use your mobile phone to record videos of a corrupt traffic constable taking bribe on a public road, or of a corrupt TTE doing so in a train. Make videos of a poor quality road or of the hospital or of the school. Make such videos viral by sharing on the Internet. This is only an illustrative list and not an exhaustive one.In fact, there are so many things that you can do, as an ordinary citizen. You do not require Ph.D. in rocket science to do this. If nothing else, at least do not pay a bribe and instead face some little hardships.Our history books teach us that a non-violent movement or a non-cooperation movement could help us defeat British and get independence from a mighty empire which once ruled almost the entire world. Why? Because, it was a mass movement.Can’t a silent non-cooperation movement against corruption (by not paying bribes) not make us successful? Even if it is a mass movement? Even if we add other active methods (some of which listed above) to such non-cooperation movement?Well, if you do not agree with me and if you don’t want to do anything positive in this direction, there are only two options for you.ONE, if you really have a Ph.D. degree in rocket science (or something similar), go to USA or wherever else you could go. This is, if you do not want to live in a corrupt India, as you have mentioned in your question, and do not want to make your contribution to your motherland to help it improve. I wish you continue to live here because India needs you, but if you’re not interested, what can we do?TWO, if you are an ordinary Indian, what other option do you have? Just keep on cursing our system which will never improve without your help, and the HELP OF EVERY INDIAN, and you’re not willing to help.[Epilogue: This answer is my humble contribution in the form of a single drop, to make an ocean, in our efforts to fight corruption. Before the British gave independance to India, Balochistan was a seperate and independant country with rich mineral resources and worlds finest deep natural port at Gwadar.Gwadar sea port.When India and Pakistan were formed Baluchis had an option to either join India Pak. Baluchis approached Nehru to be part of India. Nehru for some rseason felt we can't obsorb Balochistan into Indian system and didnot reciprocate to their request properly. Same way he didnot accept Nepals request to be obsorbed into India. Baluchis then met Pak representatives, got promises from them that Balochistan will be given special previleges and their language and culture will be protected and hence Balochistan got merged with Pakistan. What happened after the merger is a horrible story for the Balochis. Their land was exploited for minerals and other natural resources, Gwadar port was built with help from Chinese and other industries have comeup due to CPEC projects. But the locals have not seen any benefits from all these activities. Pak political and Military leaderships have always looked at them with suspicion.Balochistanis are utterly disappointed with misrule and mistreatment of Pakistani govt and takenup arms. They have been demanding independance from Pakistan.The tribal leaders, intellectuals, writers and other individuals in Balochistan, who are against the exploitation of Pak Govt and against the excess of the Pak military, are found suddenly disappear and most are never found again.Balochistan has the max no of missing persons in the World today. But their cause was never takenup by any country due to political contraints. They have been pleading Indian leadership for a longtime for help. We donot know to what extent RAW is involved in helping the freedom struggle in Baluchistan, but its a cause worth taking.Balochistan forms 1/3rd of Pak landmass and if its takenout like East Pakistan, Pak backbone will be permanently damaged and will never raise again.
