There are a couple of ways this can happen, and several ways states can handle it.Someone comes in to vote and there is a record that a mail-in vote which has already been received from that voter.They can allow the person to vote in person and discard the mail ballot uncounted.They can refuse to let the person vote and count the mail ballot.They can let the voters choose whether they want to invalidate the mail-in ballot by casting a ballot in person.If the voter claims that they did not mail in a ballot, they can be allowed to cast a provisional ballot that would be considered when the mail-in ballot is opened. Only one of the two would be counted.Someone votes in person and a mail-in ballot is later received from that person (possible with early voting and/or “postmarked by” rules).In this case, the only option is discarding the mail-in ballot because there’s no way to “not count” an in-person vote (except for provisional ballots)It’s really quite easy to prevent counting a double vote in any of these cases.

My little, (4′ 11″) Italian grandmother learned how to drive at 60 years of age and went car shopping for her dream car: a brand new 1977 Cadillac Eldorado. The dealer's mouth fell open when upon asking for financing options, she said “No thank you. I'm paying cash”, and pulled out the axiomatic “wad that would choke a horse”. She had it customized with pedal blocks and extra seat cushions so she could see. She never once drove it on the highway, but would occasionally hit the gas to hear the wheels squeal and remark how fast the car was…I would occasionally drive in back of her car and I couldn't see any driver! She was so short her head was totally obscured by the headrest!

The result of indicative votes did give some a hint of the direction of policy travel.Based on last night’s vote there was a shift away from the hard Brexit envisaged in Theresa May’s January 2017 Lancaster House speech. The customs union came closest to backing with 264–272 votes. The option with the highest number of votes was another referendum with 268–295. Both these options received more votes than Mrs May’s withdrawal agreement.This could point towards the following Brexit process: the withdrawal agreement remains the same. The political declaration contains a commitment to a permanent UK-EU customs union.
