In the 1960’s the government had a GMF sceme. Gmf stands for ‘grow more food’ the logic was to provide land to poor farmers who were in fact landless labourers. All you need to do is to put up an application, send a US Dollars draft to the agency (The Commission had 19 approved agencies in 2011–12, now it may have 50+) and select a particular parcel of land and within a period of 21 days - the lease is awarded to you and the land is yours for 9 - 999 years depending on the lease.Nobody can interfere. No court can put a finger on your lease. No opposition can come within 10 feet of your land.In India - the same process takes away years of your life. Leasing land is a complicated process and there is no 999 year lease or even 99 year lease. In fact leasing of land is rare. More often is the direct outright sale of land to the manufacturer which is blocked at various levels by the Panchayats, the Municipality (Depending on the land), the Courts and many other parties - all of which require to be “greased” (Except the courts) to ensure proper ownership. ‘And worse off - a Coimbatore owner who invested Rs. 7.7 Crore to acquire Land in 2015 - is running from one court to another because a group of farmers have filed a ridiculous case against him for taking advantage of them and have even filed a 420 case against him. The Poor Man is an apt example of not to do any business in India is possible.Anyone can interfere. A Third party, A Neighbor, Any court in the country, Any opposition, Any Panchayat -can cause obstacles.For a 25 Acre Parcel, a Process that takes 21 days and $ 8400 (Rs. 5.10 Lacs in 2012) in China will take around 1 1/2 years and at least 25 times the amountThis is even before you can take the next step.(b) A Labor Force - In China - all you need is a simple labor agency. Give them the specifics of the job and the agent will provide you with the required number of say 1200 individuals who are perfectly trained for the job. 30 days after the factory has been built - the work will take of smoothly as everything is provided for - Supervisors, Foremen, Laborers etc and Agency receives your bulk salary which they will distribute. The Laborers are not your responsibility.It takes 45 days to get the Labor started without the slightest hassleIn India - first off there is no trained labor. Second off - there are quotas (unofficial). Third off - Laborers will make all sorts of demands and may even unionize, Fourth off - Politicians will ask you - Why you are hiring from Andhra or Karnataka and demand “Gratification” from you or else they will cause problems”From Restraurants to Factories - every place in India is rife with Labor troubles.It could take upto 1 year to get Labor Started and every second day will have problems which may include strikesPlus only around 30% laborers are actually of the Skill. The rest would have to be trained which would cost the earth.(c) Machinery - As a Manufacturer - your factory can begin operations once the Machines have been installed and ready.In China - all the machines are made and manufactured in China - so you can get the machines in record time.IN India- most of the machines need to be Imported which could take between 2 - 24 months to get and assemble. Spare Parts replacement would also take a lot of time.(d) Distribution - Once your product is ready you need a network to distribute your products, Trucking, Container Shipping etc.China has ready made networks which can ensure your product is despatched to its market destination within 14 - 21 daysIn India - the networks are non existent and every step requires coaxing different people right upto the export inspector. This costs more money and takes between 45 - 180 days.So Why is India not a Global Manufacturing Hub?(a) Poor Labor Force in terms of Skill(b) Loose Laws which always cause Chaos(c) Poor Quality Judges who often give ridiculous decisions causing a lot of problems to businessmen(d) Poor Distribution network for trucking and shipping and poor roadways and waterways as well(e) Machinery has to be imported almost all the time which takes more time.Changing these requires LEGISLATION and a lot of workSo far all we have is a lot of TALK and nothing but TALK which is why Businessmen prefer South Korea, Taiwan or even Vietnam to India.
