Nitty Gritty of GST:-There are some wonderful answers in this thread but I would try and explain what GST is and how it is different from current taxation system in layman term.Concept behind GST-2 categories of taxes are there in India - Direct Tax & Indirect TaxWhat is Direct Tax(DT)?This are those tax where tax liability cannot be shifted to someone else.Ex- You work in a Company and gets a salary so you have to pay central govt your income tax and one cannot transfer this to someone else.Other examples of DT - corporate tax, wealth tax etc.What is Indirect Tax(IDT)?Where tax liability can be shifted to someone else. Important IDT-1)Central Excise-tax on production/manufacture of goods.2)Sales Tax-on distribution of goods.3)Service Tax-on production and distribution of goods and services(those goods and services that cannot be separated and is delivered at the same time)Later Central Excise was tranformed as CENVAT and Sales tax as SLVAT(state level VAT)CENVAT+SLVAT+Service Tax+various other ID tax = GSTNeed to introduce VAT in the first place and need to replace it with GST?Normal tax system which is not VAT is shown below where CE=Central Excise,SST=State Sales Tax which is assumed to be 10 % on the OUTPUT.Problem with this taxation is that it is -Tax on Tax model where same input(raw material) in the first step is again taxed in the subsequent steps which leads to increase in cost of final product = 127.So now, central govt replaces Central Excise with VAT(CENVAT) and asks the state govt to replace sales tax with VAT(SLVAT)Now what is VAT?Here tax is not on the Output but on Value Addition.Value Addition=Output-Input and VAT=10%(assume)So this is tax on value addition and not tax on tax.Is there a loss in revenue since VAT < CE/SST ?No, as tax evasion takes place in intermediate steps in CE/SST . Lets eradicate step 2 and 3 which used to happen and assume farmer directly sells at 100 so now CE/SST=10(10% of output) but here there is lot of tax evasion now CE/SST is decreased by a huge amount of 17.Let the same evasion happens in VAT system so now farmer directly sells at 100 so now VAT=9(10% of value addition (100–10)), so even after tax evasion in intermediate steps VAT =9.But how can we be so sure that govt gets 9?In each stage invoice/receipt has to be maintained . So if the baker has to buy from the miller he has to take a receipt of 50 from miller or else he would have to pay tax on entire 90 . So if tax is evaded in one stage it is collected in another . So, VAT reduces the cascading nature of tax and final cost of product is also reduced.Oh!! VAT seems so cool then why GST?Because India disappoints both the pessimist and the optimist.In India we practice modified form of VAT.We import tax on output and reimburse back the rest.For example if the miller has to pay VAT he would pay 10% on his OUTPUT which is 10% of 50=5 and he would be reimbursed 3.Now what is the issue with this sort of VAT?ISSUE 1- A is a manufacturer in Chhatisgarh(CG) but he requires raw material from Madhya Pradesh(MP) . Now A has to be reimbursed an amount in his input raw material but since raw material is from MP and manufacturing is done in CG now neither MP nor CG gives the reimbursement and so task becomes hectic.ISSUE 2-Central Sales Tax is inconsistent with the idea of GST. Suppose A manufactures chair in CG now he wants to sell it in MP.But center levy Sales tax on MP-CG border let it be 2% so a product which costs 100 in CG would cost 102 in MP even though raw materials were from MP so this unhealthy system of taxation created lot of confusion among the smaller manufacturers .Moreover according to a study by The Economist -transport trucks are parked 60% of the time in there journey in these state borders.So why GST is a win-win situation?Life gets simplerRevenue will get a boostA common marketLogistics cost will fallMake in IndiaManufactured goods could become cheaperGDP liftLets developed states gets a liftand many more .So this is how GST will help us and our nation grow.Hope you found it simple .Legislative route to GST rollout , GST council,difference of Indian GST with other GST and capping of goods and services tax can be later elaborated in some other thread . Demonetization hasn’t affected the Tax evaders and Black money holdersIn reality this is a naive thinking or a willfully misguided propaganda, and I would like to think it is naive thinkingThe GDP growth hasn’t really trickled down to the benefit of the poor in the past 10 years and the major reason is due to Cash economy. One could argue cash is only 10% of Indian economy and the black money in cash is only 6% of the total black money, etc. But they are forgetting the fact that the cash economy is the one that affects the common man. Any black money here is going to affect the common man much more than the rich or the govt. The demonetization is actually causing a ‘domino effect’ of positive changes which in long term is beneficial to the poor and could cause problems to the tax evaders - I am giving them in orderFake currency destructionMaoist funding collapseDisruption of business as usual type of cash economy, which is actually breeding black money and eating away the economic benefitsMoving towards cash-less or less-cash transactionsThe combination of all the above and along with the new acts like RERA, BTP Amendment Act 2016 and the IDS 2016 - would severely curb black money generation in the medium to long term.The demonetization has started affecting the Tax evaders - Sales of Amazon /Flipkart and other online retailers have dropped by 50% - 60% - this is due to the black money being spent using the CoD (Cash on Delivery) model of online retailers in India.“About 70% of online shoppers in India, including those on Amazon’s platform, opt for cash while buying a product. From now onwards (from Jan 2017) the serious problems are going to be faced by the black money holders and tax evadersAlready 2 of the very high value disclosures aren’t accepted by Income Tax and RBI and they are going to face action against them[Read the news here: Income Tax department rejects black money disclosures of over Rs 2 lakh crore]With the data available on Jan Dhan accounts - Govt. can track the movement of cash and track Tax evaders and black money holders - without even the need for any informant.With PM telling people to keep the JDY money to themselves - this could create a problem for the Tax evaders - they need to offer more bribe to those poor to get at least 50% of the deposited money back - this is actually a windfall of profit for the poor - the economic problems of them could be taken care with this for at least a couple of months. If Govt. creates a law and freeze those accounts with suspicious deposits then also problem for the Tax evadersWith the suspension /transfers of many bank officers who helped the Black money holders change huge cash illegally, and with the information collected from then, many of the black money holders are in the Income Tax - inquiry list.Today with the kind of “Big-data” crunching applications and Expert systems applications, with many are already implemented in Income Tax; many Tax evaders are going to be tracked and punished.Thus the domino effect is going to severely curtail black money in India as much as 40% - 50% in the medium term. What about GDP /Economic slowdown ?The GDP estimates are just guess work of various economist who looked at only the downsides.
