There is a real executive order 11000, issued by President John F. Kennedy on 16 Feb 1962. It orders his Secretary of Labor to create emergency response plans in case of natural and human disasters, such as hurricanes or an “attack upon the United States.” The order also states, “Nothing in this order shall be construed as conferring authority … to put into effect any emergency plan”. He issued several other executive orders at the same time, each addressing a different department head with similar orders.Kennedy wanted to be sure the government knew what to do no matter what emergency might arise, so he ordered that instructions be written up for the best way to handle a wide variety of emergencies. At the time, different departments and agencies of the government would respond to different kinds of emergencies, and it would be another 16 years before federal emergency responses would be consolidated under the authority of the Federal Emergency Management Agency (FEMA) by President Carter. Kennedy was taking a small step toward organizing federal emergency response so that different government agencies would know what their particular duties were in different emergency situations, but didn't go so far as to centralize the authority over emergency response into one agency. It was an evolutionary step towards our modern, FEMA-based emergency responses.These plans included details about what civilians could do to help and who (in demographic and statistical terms) could do various jobs that required special skills, but did not create obligations for civilians to work for the government and did not authorize anybody to dictate obligations like that in the future.
