What is something in the Call of Duty games that makes no sense?

There’s an absurd amount of things in the various Call of Duty games that make little sense and enough to fill probably dozens of answers to the question so here’s my contribution.The main antagonist of the Modern Warfare series, Vladimir Makarov, has completely nonsensical motivations and end goals. Plenty of Call of Duty villains fall into this trope but Makarov stands out to me particularly because he is considered a pretty memorable character for, I suppose, his appearance and (evil) badassery.Let’s break down his story.Chronologically, he first enters the story in 1996; he is present at Pripyat with Yuri and their fellow Ultranationalists when Zakhaev’s arm is blown off by Price. Here, he seems to be just another ordinary Russian Ultranationalist - this is 20 years before his appearance in MW2, so it makes sense that he may have climbed the ranks since then. We next see that he was present in the unnamed capital city (lol) of the unnamed middle eastern country (lol), and was clearly in the chain of communication/command that authorized the nuclear detonation against the invading US forces. He seems to have more power here but it’s clear that he’s still a subordinate of Zakhaev.Next, we jump to the “present day” at the start of MW2, where it is established that the Ultranationalists won the Russian Civil War in CoD4 and are now in control of the country, with Zakhaev being a martyr and state symbol. Makarov is now a terrorist wanted both by the CIA and the Russians. Why? Didn’t his side win? A quick look at the CoD Wiki reveals that he was kicked out by the Ultranationalist leadership for being too radical, but that still begs the question of why he was so radical in the first place. Furthermore, this information is seemingly revealed from various intel pieces and trivia from tie-in media for the franchise - it is NOT stated in-game, so these details on the CoD Wiki could be fanfiction written to fill in the gaps, as far as the average player would be concerned.Despite being rabidly anti-western, Makarov seems to collude with Shepherd in order to foment war between Russia and the US. With Makarov’s presupposed pathological hatred for both sides, it does somewhat make sense that he would be interested in starting a war between them, wherein tens of thousands of soldiers on both sides will be killed. However it’s still baffling that Makarov would simply go along with Shepherd’s plan without questioning why a US Army general would want his own homeland invaded, or considering what Shepherd might do afterwards. Perhaps he thought Russia would win? Perhaps he didn’t care? Who knows? The game doesn’t tell us.In any case, this leads to the airport massacre which manages to provoke war between the US and Russia. Another answer to this question addresses what’s wrong with No Russian and the build-up to the Russian invasion of America, so I’ll skip that part.Immediately afterwards, Shepherd turns on Makarov (shocker!) and begins to hunt him as soon as he receives his blank check from the US government, but prematurely decides to also kill off his best operators to cover his tracks, prompting Price and Soap to hunt down and kill him in Afghanistan. This gives Makarov the window to escape into obscurity for the interlude between MW2 and MW3.In MW3, Makarov has graduated to being blatantly evil for the sake of evil. At the start, his forces hijack Russian president Vorshevsky’s plane and crash it, capturing the wounded president. Here, Makarov declares that “Russia will take all of Europe, even if it must stand upon a pile of ashes,” before demanding the launch codes for Russia’s nuclear arsenal. He then, in true terrorist fashion, detonates chemical weapons in various European cities while also somehow having assumed command of the Russian military, which has retreated from the US to wage a war of conquest in Europe instead, while also pressuring the hostage Vorshevsky to give up the nuclear launch codes, which were apparently to be used to nuke Europe. Yeah….During this, he also has men hunting the President’s daughter, in order to obtain that final bit of leverage he needs to pry the codes from Vorshevsky. Logically though, if Russia’s nuclear command structure works in any way like the American one, then the launch codes would change frequently and render any effort to interrogate the president for them null and void after the first few hours/days as the new codes would be given to whoever became the acting Russian president after Vorshevsky’s capture. That, or the codes would simply be delivered to Makarov himself, since he seems to have such rock-solid control of the Russian military after the fact.To list a few other implausible things that are mean to show how smart and evil he is, he seemingly convinced the Russian military to gun down scores of Czechs in Prague, knew which clock-tower the former TF141 operatives would try to assassinate him from (and knew well enough in advance to have explosives placed there in advance), and managed to sneak entire truckfuls of chemical weapons into the hearts of multiple European cities at once, while being tracked by TF141 but somehow without tipping off any of the target nations’ counter-terrorist forces except the SAS in London.In the end, the Americans rescue Vorshevsky and his daughter, a peace treaty is signed between the US and Russia, and Makarov flees the country, ending up in Dubai where he is overdramatically hanged by Price, and everyone else lives happily ever after.Although cheesy, one-dimensional characters and nonsensical storylines seem to be staples of Call of Duty stories, those aren’t always the case. General Shepherd, for example, actually has relatively well-crafted and believable motivations. He is, in short, an egotistical old-guard general who believes his glory must be won through war. He lives with the shame and anger of having led the 30,000 US troops to their death in vain, and wants to avenge their deaths and, more importantly, his honor, by leading the US to victory in a new war against Russia, and is willing to foment that very war to make that happen. For a Call of Duty game, that’s brilliant writing. Dragovich from Black Ops doesn’t have this degree of characterization and is kind of a weak villain overall, but it is nonetheless made clear that he is an idealist who is aggressively devoted to the Soviet Union, and willing to sacrifice his own subordinates and act behind the backs of his superiors to advance his personal and national interests. Zakhaev and Al-Asad don’t have much characterization either but both are pretty straightforward in their motivations and consistent in their actions: Al-Asad is a tinpot dictator who has overthrown his nation’s pro-Western government and oriented the country against the US, and Zakhaev is fighting for the same in Russia. For the latter, recent history alone makes this a very believable motivation, as Russia drastically stagnated under Yeltsin after the collapse of the USSR.Makarov doesn’t really have any of this though. His motivations are nonsensical or even downright contradictory, and the game ignores this entirely while the supplemental material reaches pretty hard to try to reconcile his actions.
