So i was going through the answer of this question but i couldn’t find any holistic answer to this. So i decided to answer it.1. Difference in compositionPMNRF: Created in 1948 by then Pt. PM Jawaharlal Nehru. It was originally managed by a committee which included the Prime Minister and his deputy, the Finance Minister, the Congress President, a representative of the Tata Trustees and an industry representative.PMCARES: It was created on 27th March 2020 by PM Modi. It is a trust having PM as chairman and MoF, MoD, MoHA as members. PM can nominate 3 other eminent personalities as members.My view: Making Congress President as permanent member of Trust whether they are in power or not is objectionable. It would have been correct for the time it was created because in 1948 Congress was only the National Party but not now.2. AuditingBoth PMCARES and PMNRF are audited by independent auditor SARC associates.My view: CAG cannot audit a trust. It is outside its ambit. Initially PMCARES was not to be audited but after popular public demand same independent auditor was appointed as for PMNRF.3. DonationPMNRF cannot accept donations less than Rs 100 whereas PMCARES can accept micro donations (even 10 Rs).My view: Accepting micro donations was necessary for mass appeal.My Final comment:PMCARES is a specialized (COVID 19 specific) , democratic fund which was able to have a mass appeal. But there are 2 issues with it which must be decided by honorable Supreme Court:Many RTI were filed to disclose the amount of money in PMCARES. But the response by PMO office was that PM CARES fund is not a public authority under RTI Act, 2005 as per section 2(h) of RTI Act.Any donations in PMCARES fund by organization or company is considered as Corporate Social Responsibility. Why is Mukesh Ambani not doing anything to help the government combat coronavirus unlike Anand Mahindra and others?
Edit 2 :- Some people are commenting that it's a fake answer because apparently now Mukesh Ambani has donated 500 crore in Pmcares fund . These people should remember that I wrote the answer in March when Ambani had not done any donation of that sort . Meanwhile Ratan Tata is not the richest man in India yet his company Tata has pledged to donate 1500 crore to Pmcares fund and he himself is donating 500, crore to the Pmcares fund . So I thought maybe Ambani can do for India what Bill gates is doing in the USA . So just read when the answer was written and the edits before commenting .Mukesh Ambani is a business man and not an industrialist .I read somewhere that once Ratan Tata was asked why after earning so much he is still not the richest man in India and what is the difference between him and Ambani?He replied that it's because Ambani is a business man and he is an industrialist. His work is to help build the nation and Ambani's is to help build his business .Philanthropist and one of the richest man in the world Bill gates is doing whateve the can to help his country American combat COVID 19. Mahindra holiday have offered there resorts as temporary Quarantine centre and is also helping the government build ventilator and hospitals. Anand Mahindra has also offered to donate his salary towards helping government combat COVID 19 . A similar step has been taken by the CEO of OYO rooms and is offering their rooms as Quarantine facility.Edit 1 :- I just read that Reliance industry is going to provide free fuel to all emergency vehicle related to COVID 19. And also Reliance Industry is going to produce 1 lakh mask and other essential . They've recently build an isolation camp and hospital and handed it over to the authorities. So I guess finally every billionaire are trying in their own little way to help India combat COVID19. I think I expected a little more help from the richest man in India but every help counts . I personally feel that he can provide way more help than he is doing right now something more like what Gates is doing in USA. Mahindra is not as rich as Ambani and I guess they are doing way more than him .
