The answer to your question is quite complicated. First, it is important to note that Robert E. Lee did not surrender on behalf of the Confederate Government. In fact, Robert E. Lee only surrendered the troops immediately under his command, which was the Confederate Army of Northern Virginia.At the time of Lee’s surrender the Confederate civilian government was in transit to a ‘temporary’ capital in Danville, Virginia. On the 12th of April 1865 (Lee had surrendered on the 9th of April, 1865), Jefferson Davis issued his last official proclamation as President of the Confederate States and began moving himself and the government further South to Greensboro North Carolina.The one Confederate general who came closest to surrendering on behalf of the entire Confederacy was General Joe Johnston. Johnston, after failing in his final attempt to destroy part of Sherman’s army at Bentonville, North Carolina in late March of 1865—but withdrawing in good order—and hearing of Lee’s surrender on April 9th, entered into a temporary armistice with Sherman. After two weeks of negotiating, Johnston agreed to surrender the men under his command—more men than Lee surrendered. This was essentially the Confederate Army of Tennessee, and all Confederate soldiers under arms in North Carolina, South Carolina, Georgia, and Florida (nearly 90,000 men in total).During that negotiation Johnston was able to ‘secure’ from Sherman a number of political concessions, which included things like an agreement that the current state governments in Confederate states would be recognized by the United States government; unfortunately, Sherman was not authorized to concede this and the new Johnson administration (after Lincoln’s assassination) and radical Republican congress—you always have to keep in mind that the Republican party at the time was radical, and in most ways a ‘left’ party in today’s parlance—repudiated this agreement, and the surrender needed to be re-negotiated.Even still the Confederate civilian government existed at least until May 5th, 1865 when Jefferson Davis met with the Confederate cabinet for the last time and ‘temporarily’ dissolved the Confederate government, his plan being to evade Federal capture until he could reach the Trans-Mississippi theatre (the operational theatre West of the Mississippi River) where the roughly 50,000 man strong Confederate Army of the Trans-Mississippi under General Kirby Smith was still actively resisting forces of the United States.When Jefferson Davis was captured attempting to transit Georgia on May 10th, 1865, the whole notion of the Confederate civilian government surrendering became kind of meaningless, as the Confederate congress and cabinet were scattered, and the Confederate president was in the actual custody of United States forces.Even so, it is worth pointing out that General Kirby Smith did not actually surrender the Confederate Army of the Trans-Mississippi for another 16 days after Jefferson Davis’s capture (May 26th, 1865). Therefore, the Confederate States, to some extent continued existing west of the Mississippi river until that date.AND, incidentally, the last Confederate force to surrender (the commerce raider CSS Shenandoah), did not do so until November 6, 1865 when the Shenandoah sailed into port at Liverpool, England, flying the Confederate ensign and surrendered there to the government of the United Kingdom—this allowed the officers and men of the Shenandoah avoid charges of piracy. Meaning, it could be argued that the Confederate States existed as an entity with an armed forces until almost 1866, granted an armed forces that had consisted of a single commerce raider from May 26, 1865 until November 6, 1865.Now having said all of that, the surrender of Lee really did represent the symbolic surrender of the Confederacy. At the time of his surrender, while only in immediate command of the Army of Northern Virginia, Lee was technically the General in command of all Confederate forces. In addition, much of the South was already occupied by Federal forces or in ruins. Indeed, when discussing surrender with his officers, Lee is reported to have said about surrender “what would the country think?” The reply to which was, “god damn the country! There has been no country for a year or more. General Lee, you are the country…”EditJust as an example of what I mean, Joe Johnston, while having failed to destroy part of Sherman’s force, had some tactical success at Bentonville proving that his army still existed as an effective fighting force. What is more, Johnston was able to extricate his forces from the battle in good order.It is almost inconceivable that Johnston would have surrendered when he did had Lee not surrendered first. Johnston was, in fact, making initial preparations to move towards Lee’s Southward retreating forces with the intention of combining the two commands.It was really the surrender of Lee that signaled in the minds of the Confederate officers and men still under arms that the war was over.

Stay tuned. Hopefully by my birthday, April 22nd, we will have good news.Update:April 23rd, 2019Things have been creeping by very slowly! We ran into problems with the new wiring passing inspections; finally, everything passed. My husband left early this morning to start the process of getting the machines functioning to their full potential.We still have not gotten a complete answer from the owners of the building, on if they are going to keep moving forward with the bowling center. This is a little frustrating. Once they see the machines operating, we are praying it will be a full go! God must be teaching us patience!As soon as we get a full commitment from the building owners, I will start a Facebook page for the business so people can keep up with our progress on the renovation.
