At the beginning of the Stafford Act, is the following text:“The Congress hereby finds and declares that because disasters often cause loss of life, human suffering, loss of income, and property loss and damage; and because disasters often disrupt the normal functioning of governments and communities, and adversely affect individuals and families with great severity; special measures, designed to assist the efforts of the affected States in expediting the rendering of aid, assistance, and emergency services, and the reconstruction and rehabilitation of devastated areas, are necessary.”It then defines the term emergency as:“Emergency means any occasion or instance for which, in the determination of the President, Federal assistance is needed to supplement State and local efforts and capabilities to save lives and to protect property and public health and safety, or to lessen or avert the threat of a catastrophe in any part of the United States.”The Stafford Act then, over 181 pages, describes how the President can use the many resources available to the federal government to provide that assistance. It also includes a list of other federal laws that define the role of the federal government in disasters and emergencies. As head of the Executive Branch, the President is responsible for the operations of bodies like FEMA (The Federal Emergency Management Agency), Homeland Security, and the Department of Health and Human Services, which includes agencies such as the CDC (Center for Disease Control).There is a reason the country is called the United States of America and not just the States of America. There is a reason there is a federal government and not just 50 state governments. There are challenges and problems that are too large for any state to handle by themselves and there are things that are much better accomplished when the efforts are coordinated instead of individually handled by the states.Supply CoordinationWe have seen many examples of that in 2020. We saw states competing against each other for Personal Protective Equipment (PPE), medical equipment such as ventilators, and medical supplies such as testing kits. This competition allowed businesses and individuals to hoard equipment and engage in price gouging that resulted in suffering across the states. It is senseless that what was clearly a national need wasn’t coordinated at the national level. The Stafford Act explicitly says that the President can use agencies like FEMA and the State Department (for negotiating with international suppliers) to coordinate and facilitate supplies needed to attend to the disaster.What did this President do? We cannot achieve consistent messaging when 50 different states are individually providing that message. We cannot achieve consistency messaging when different federal agencies are communicating different messages. We cannot achieve consistent messaging when the President contradicts his own cabinet members and agency heads. We cannot achieve consistent messaging when the President contradicts the medical and scientific experts. We cannot achieve consistent messaging when the President repeatedly contradicts his own messaging.The President is the “Communicator in Chief”. There is a reason the office holder is called “the president”. It is because it is their job to preside. The person who presides is responsible for keeping the group on task, for keeping their eyes on the objectives, for ensuring communication is open and unfettered. And one day many lives could be needlessly lost because we failed to act today."President Bush had just read a book about the 1918 influenza pandemic and recognizing the seriousness of such an event he unveiled a plan at the National Institute of Health that called for early detection, international cooperation, stockpiling of vaccines and medical equipment, and public education about pandemic prevention.In 2014, President Obama gave a speech in which he said:“There may, and likely will, come a time in which we have both an airborne disease that is deadly. And, in order for us to deal with that effectively, we have to put in place an infrastructure, not just here at home but globally, that allows us to see it quickly, isolate it quickly, respond to it quickly. So that if and when a new strain of flue like the Spanish flu crops up, five years from now, or a decade from now, we’ve made the investment, and we’re further along to be able to catch it."The Obama administration put together a 40 page plan for dealing with pandemics. You can read the document, here, it was titled Playbook for Early Response to High-Consequence Emerging Infectious Disease Threats and Biological Incidents. The Trump administration ignored that document. The purpose of the document, as it said in its introduction, was:“to assist US Government experts and leaders in coordinating a complex US Government response to a high-consequence emerging disease threat anywhere in the world with the potential to cause an epidemic, pandemic, or other significant public health event, by providing a decision-making tool that identifies 1) questions to ask; 2) agency counterparts to consult for answers to each; and 3) key decisions which may require deliberation through the Presidential Policy Directive (PPD)-1 process or its successor NSC process.”Wow. We sure could have used such a tool in 2020.The idea that “nobody could have ever seen something like this coming” is stunningly ignorant. Hell, in 1994, I knew that something like this was coming, after I read Pulitzer Prize winning investigative journalist Laurie Garrett’s book The Coming Plague.

Jan Brewer, who wagged her finger in President Obama’s face like she was scolding her child or pet, Newt Gingrich, Sarah Palin, Rush Limbaugh, conspiracy theorist Alex Jones and many of the other far right wing “gurus,” the dozens of writers who made a cottage industry out of Obama hatred, the writing and selling of books filled with vitriol against President Obama, Ann Coulter who called President Obama a “retard,” which is really despicable because it's offensive to the mentally handicapped, not to mention puerile, as well as indulging in many other instances of juvenile insults, conspiracy theorist Alex Jones who fabricated all sorts of outlandish conspiracies President Obama was purportedly planning or had engaged in, Senator David Perdue who called for conservatives to pray for President Obama’s death, Kansas House Speaker Mike O’Neal, who publicly cited a Bible verse calling for President Obama to be killed, his wife to be widowed, and his children to be orphaned and forwarded an email to state house Republicans referring to the First Lady as “Mrs. YoMamma,” Marilyn Davenport, an elected member of the Orange County (California) Republican Central Committee, who forwarded her own email that included a doctored photo of President Obama and his parents as monkeys, Colorado Congressman Doug Lamborn, who said during a radio interview that he didn’t “even want to have to be associated with President Obama. It’s like touching a tar baby,” Congressional Republicans who turned down President Obama’s requests for meetings at the White House, refused to return his calls, and walked out of budget negotiations, Speaker John Boehner, who became the first speaker in history to tell a sitting president that he would not be permitted to deliver an address to a joint session of Congress on the date specifically requested by the White House, conservative blogger Dan Riehl who tweeted that President Obama is “the first Racist in Chief," the official in Maine who posted a message on Facebook calling for violence against President Obama, saying "Shoot that n***er," later stating that he should have said, ‘I hope the bastard dies.’”Not to mention the untold number of conservative voters who said President Obama was Hitler, called him stupid, dumb, amateur, Obozo, Ovomit, a dicktator, an ape, the N word, many other racial epithets, said “fuck Obama!,” accused President Obama of being a communist, a secret Muslim, anti-American, a criminal, and a terrorist without offering a shred of evidence, burned a lynched President Obama in effigy, said President Obama’s wife was a transgender male and President Obama’s kids were monkeys, sang "Bye Bye Black Sheep,” called him "47% Negro,” carried a sign that read, "Impeach the Half-White Muslim!" outside a speech President Obama gave about housing and the economy at a high school, greeted President Obama and First Lady Michelle Obama with signs that read "Kenyan Go Home" outside a Disabled Veterans convention they attended, unleashed a torrent of racist and misogynist tweets against President Obama, First Lady Michelle Obama, and cravenly, even their against their minor children, using language so abusive and profane that I refuse to dignify by going into detail. President Obama received more threats than any other president, was the only president who’s birthplace and citizenship was questioned, bullied into providing his birth certificate, short and long form, who’s college education was questioned, and the only president who was the subject of racism, which was not only overt, but blatant, flagrant, and reprehensible.Only cowardly, vile punks, puerile gutless wonders, depraved, lowlife, soulless monsters would go after children because they have an issue with the parent. What makes it even more odious and hypocritical is that it often comes from people who claim to be Christians, the only “real Christians,” sanctimoniously profess to be the bastions of morality and Christian goodness. Jesus must be so very proud they’re following his teachings so faithfully, rejoicing that those who call themselves his children demean, denigrate, disparage, demoralize, and dehumanize actual children, young innocents, wishing AIDS upon them, hurling racial epithets. Thankfully those children were raised by parents who love them dearly, instilled them with confidence, tried to shield them from the ugliness and cruelty, and likely warned them that there's cruel, ugly and amoral people who might target them, but that they shouldn't take it to heart, should pity those who are so consumed with hatred, so ugly inside, that they would target innocent children because of their father, who didn't do any of the monstrous things they ludicrously predicted he would. I say “ludicrously” because he never said or did anything to instill those irrational fears, like that he’d put conservatives into FEMA internment camps, or engender a white holocaust, inciting blacks to kill all the whites. Whereas Trump’s entire campaign was rooted in fear mongering, gaslighting and scapegoating minorities and immigrants, repeatedly propagating blatantly obvious white supremacist and neo-Nazi propaganda tweets throughout his campaign (e.g. fake black crime statistics, retweeted from @WhiteGenocide).And last but most certainly not least, in fact, most all, there's Donald Trump, who wouldn't even be president to be the subject of valid criticism or insults more justifiable than those he issues on a nearly daily basis, including against his own party, staff and cabinet members, close allies and victims of a natural disaster, who are American citizens and suffering in a way Trump can’t even imagine because he's always lived a life of privilege, luxury, and ease. He wouldn't be president because he’d be serving time for the sustained and years long barrage of insults, invectives, baseless accusations, and abuse he hurled at President Obama, leading the charge on the entirely groundless and demonstrably false, ethnonationalist, racially motivated “birther” campaign, his absurd and defamatory accusation that President Obama founded ISIS. You get back what you give, and Trump is getting as much respect as he's ever shown anyone, which is little to none. Inhabiting the Oval Office doesn't suddenly make him worthy of respect that he refuses to give, nor does it make him immune to criticism, mockery or even insults. And considering that Trump is the most high profile belittler, blamer and disparager on Twitter, completely misunderstood the meaning of “bully pulpit,” has practically made a career out of being vituperative, definitely made a presidential campaign out of it, most especially during the Republican primary in which he almost solely used insults as a means to “debate” and defeat his opponents rather than having better policies or any actual substantive policies at all really. Even Trump’s adviser Kellyanne Conway criticized Trump for being “vulgar” by “hurling personal insults” before becoming his campaign manager, and admitted not liking his name calling immediately after getting the job.Besides, it was Trump and Trump supporters who said they wanted to do away with “political correctness,” the social niceties. Or maybe that was supposed to be reserved only for Trump and his supporters while everyone else displays deference and just swallows whatever vitriol he and they served up. Trump supporters call liberals “snowflakes,” and deride safe spaces, yet apparently think Trump's a snowflake who’ll melt if criticized or offended, who needs a safe space so badly that they want to restrict the First Amendment, and pass a law making it illegal to speak negatively about the president, in order to give him a safe space. The level of self-serving, self-righteous, imperious hypocrisy is astounding, not to mention the truly disturbing level of totalitarian inclinations of Trump and his supporters, who claim to revere the Constitution but either have no idea of the freedoms, rights and protections it affords American citizens (1 in 4 Americans don't), or are willing to vitiate it, who worship the flag, but have no real grasp of the freedoms, rights, and values it symbolizes, who speak of defending Western democracy, but advocate laws that would turn the United States into a totalitarian state like North Korea, where dissent or criticism of the leader is not tolerated, disallowed under threat of arrest, inprisonment, or death, makes you an enemy of the state, and patriotism is compulsory, thereby robbing it of all meaning. But what happens if such a law were passed and a Democrat’s elected? I’m not sure there's enough law enforcement officers in the country, local, state and federal, for the number of arrests that would need to be made considering the way conservatives have hurled insults, name called.I really don't what Trump and his supporters expected. Trump himself set the terms for which he deals with the world, and the world is responding in kind. Trump advocated and was responsible for the debasement of political discourse in this country, for setting the tone for the entire country. That's what happens when you're president and act like a junior high schoolyard bully. Journalists had never referred to a president's statement as a “lie” before, and didn't take doing so lightly, but Trump didn't just shade or bend truth, didn't only obfuscate or mislead as most politicians do. He told so many outlandish, demonstrable, easily disproven lies, even denying things he’d just recently said on video, was caught in so many blatant, flagrant lies, that he’d then double down on, there was just no other way to describe it without being dishonest themselves. If Trump’s fragile ego and his supporters’ delicate sensibilities can't handle it, then perhaps Trump shouldn't have dished out so much for so long and shouldn't continually sink to new depths of scurrility. Maybe they should denounce and disavow his most extreme supporters who have mortally threatened journalists who have held Trump accountable, intimidated civil servants they suspect don't fervently support Trump (and their families), and harassed anyone who says anything even remotely critical of Trump.Perhaps they themselves shouldn't devolve into name calling in political debate in response to demonstrable facts, evidence, and well reasoned arguments, much like Trump does. Rather he could answer like an accountable adult capable of civil discourse, like a statesman in the most powerful office in the world, like a president, as other presidents did. Then maybe he wouldn't be insulted nearly so much, be mocked to the degree he is by comedians, which I have a hunch Trump supporters view as insults, when nearly all politicians, many world leaders and every president have been mocked, as rulers have been going back to Ancient times (it's called satire and is a form of social criticism), or receive the level of criticism he does, which I have a also hunch Trump supporters view as an insult also, when it's really just holding him accountable, as any public servant should be, especially presidents, a concept completely foreign to Trump, having never really had to answer to anyone, and apparently is to his supporters as well. Those outside a president's administration don't serve him, he is supposed to serve them, another thing Trump and his supporters don't seem to grasp.
