How can a trucking company make sure its drivers are completing a thorough pre-trip inspection and not just ‘pencil-whipping’ the paperwork?

Easiest way is to set up a trap that would show if it was being done and see if driver made a note on checklist. Can be a light not working /underinflated tires/gauge not working. Something manager knew was defective and could easily see if reported.

Get the book, study, take the written test, and get ready for the behind-the-wheel road test. Hint: most who fail the road test fail because of the pre-trip inspection. As you learn the pre-trip, say out loud each thing you check, what it is you want to see and what you do not want to see, and say why you check it. Unfortunately, you cannot use a checklist like when you do a pre-trip inspection when working.
