I love Portland, ME! I call it a big small town:At around 67,000 people, we’re the biggest city in Maine, yet we’re small enough that I almost always see someone I know when I’m out and about. We’re big enough to have our own symphony, art college, law school, and yacht club, but we’re small enough that when my kids were learning to drive in the middle of the city, I never worried about them.We’re known as a foodie town: as far as restaurants per capita, we’re second only to San Francisco. And of course, there’s the fresh, affordable lobster and other seafood available all the time. In the summer, lobster can be as low as $4.99/lb. That’s cheaper than steak!Portland has a strong “Buy Local” commitment, so we’re a mecca for those looking for fresh and/or organic food, for artists and artisans, and small business owners.In the 1980’s, Catholic Charities designated Portland a Refugee Resettlement City, so we have a big population of African and Middle Eastern peoples. Because of this, our culture is always growing more rich and varied, and services for immigrants are good here.Good education. We have great colleges, universities, and the aforementioned law school and art college. One of our streets, Stevens Avenue, has preschools, elementary schools, middle and high schools, and a University on it. I believe there’s a scholarship available for anyone who’s received their entire education on Stevens Avenue!Portland is politically liberal, so it’s a great place to be a woman these days. The rest of the state tends to be more conservative, balancing us out. Election years are never dull around here!The ocean at your front door. Last week, my husband and I found ourselves at the beach, on a gorgeous autumn Sunday, eating pastries from the nearby bakery as we walked the sand. I said, “Some people wait all year long for their vacation so they can do this just once, and we can do it any time we like. We are fortunate to live in Portland!”

Caveat emptor. I have never seen a bunch of attorneys more crooked than immigration attorneys. They try to soak, poor, scared, and confused aliens for as much as they can get. In reality, a person with a normal level of intelligence can file any immigration application. If you have trouble doing so there are plenty of alien advocacy groups such as Catholic Charities which will help you gratis or a small donation. In many countries, a lawyer, or notario publico may move things along faster than a personal application. The unscrupulous lawyers here will tell aliens they need an attorney to speed up the process. Not true. In fact, it may even slow the adjudication of your application. Don’t get me wrong, I met and dealt with many honest, dedicated immigration lawyers all over the U.S. These folks will provide a good representation at a fair price if you need one. Ask around for references. Robert Algren in Chicago, Richard Ginsberg, and Alexis Forte in Portland were the best I knew.

Obviously call 911 if it’s an emergency, the rest of this answer will assume this is not an emergency.If he has a non-emergency medical condition (what’s your answer implies he does) there is a group called Portland Street Medicine Which does outreach to the homeless of medical conditions. There is still operating despite Covid. To refer this man to them, call (503) 501-1231. Unfortunately, I do not know the hours. However, if he cannot get through leave a voicemail with a) your name and contact info, B) how to identify the man ie. appearance, where he can be found, etc. C) why are you called/why you are concerned about him. On their next round, they will try to seek out this man, tho I am not sure whether or not They will call you back once they have done so.Another group that might be able to help is Catholic Charities. because they’re currently getting high call volumes, it’s best not to call them. Instead, you can leave a message for them at the bottom of this: Contact - Catholic Charities of Oregon page. Mention that you already reached out to Portland Street Medicine. Not a guarantee they can do anything, but it’s worth a try. Also ask them if the Saint Vincent De Paul Society can do anything for him.Is this help at all? Let me know!
