Los Angeles County in California, for instance has around 88 cities and a large unincorporated area.The county sheriff’s department is the law enforcement agency for each County it is named for. In Los Angeles County it is the Los Angeles County Sheriff’s Department. In Orange County it is the Orange County Sheriff’s department. The Sheriff also runs the county jails. You can serve up to one year in a county jail. The State runs the state prison system. You can serve 1 year to life in prison. The Sheriff is the head of the Sheriff’s Department.The police department is the law enforcement agency for each individual city it is named for. The largest city in L.A. County is the city of Los Angeles, Long Beach is the second largest city in the county. The Long Beach P.D and the Long Beach Fire Department for Long Beach and the L.A.P.D. and the L.A.F.D. for the city of Los Angeles. The Chief of police is the head of the Police Department.Each city is responsible for providing it’s residents with a fire department and a law enforcement services. Some cities, like the cities of Long Beach and Los Angeles form their own police departments and fire departments. Other cities, like the cities of Lakewood, and Carson find it cheaper to contract with the County Sheriff and County Fire Departments for those services. I don’t know if that is true, or not. I know for a fact that in at least some states, a policeman and a deputy sheriff has police powers throughout the state, on duty, or off. That is the case in California. Although, when I first came on in 1985, the California Highway Patrol was an exception to that rule. Now they do have police powers off duty and on.Back to jurisdiction. A police officer, or deputy sheriff has the power to enforce any violation of federal law he comes across. As a deputy sheriff, I have arrested people for federal crimes under the U.S. Title Code. We can also arrest people for any violation of the various State laws, County ordinances and Municipal code violations we come across. On top of that, it is quite common for cops to “poach” into a neighboring jurisdiction for an arrest. Just because L.A.P.D. has jurisdiction (or the responsibility to investigate) in the city of Los Angeles, doesn’t mean that a neighboring agency, like the L.A.S.D., Gardena P.D. or Torrance P.D. can’t drive a few blocks into the city of Los Angeles and arrest a guy they stop for possession of a stolen gun, or something. Crime doesn’t stop at the city borders and neither do we.In addition, speaking specifically about the Southern California neighboring Counties of Los Angeles, Orange, Riverside and San Bernardino, there are a lot of investigations going on at any one time in those counties by any number of federal agencies, sheriff’s stations and police agencies. There is a unit that keeps track of any investigations involving potential search warrants. That is to ensure that multiple agencies aren’t working on the same location.Technically speaking the County Sheriff outranks the Chief of police.

What are the good and bad neighborhoods of Torrance, CA?

Generally speaking there are certain areas in Torrance that are perhaps nicer to live by say for example the malls, shopping centers, surrounding restaurants and theaters and/or the Wilson Park where twice a week the Farmer’s Market is open. These are the nicer places in the area that are great walking distance to conveniently get to. Super Markets are also another easy to get to in Torrance and are practically everywhere within at least a 5-minute drive. Parks are also surrounding and certainly the schools are nicely aligned from each other within each zoning area.But for the most part Torrance is a very nice and beautiful city to live in overall. Torrance has its own school district which is another great feature in comparison to that of its neighboring cities. You really get to understand the city’s mapping when you can understand where each high school is located. Thus if your kids go to North high you’d know where the north side of Torrance is. Such is the same with South High, West High and Torrance High which are all located in their respective locations in the city.We have been residents in Torrance for over 30 years and have raised all 3 of our children here. If there are bad neighborhoods here perhaps I have not heard much of. As it is a big city, close to the beaches, has its busing system, hospitals, banks, fire and police department, public libraries and parks and so much more safeguarding and fun places to visit. An affluent neighborhood perhaps and a great city to live and raise a family in. My kids and family love it here in Torrance and probably wouldn’t change it for anything else. :)

You’ll need to come up with a case in which the SCOTUS said that so the background and reason can be analyzed. The general rule was and still is as follows:In law school nationwide, many students study a case called Antique Arts Corporation v. City of Torrance (1974) 39 Cal. App. 3d 588, which happened in California, but is a model for similar law and results nationwide. In this case, the police were very busy and the police dispatcher used discretion in deciding the order in which to dispatch calls. The plaintiff’s suffered a burglary (robbery?) and it was not disputed what time the alarm company called the police, but higher priority activity prevented officers from being immediately dispatched and the plaintiff’s suffered a loss because of this delay. (Case calls it a burglary alarm but the crime was a robbery by 2 armed men.)The case was thrown out of court on a Motion of Demurrer by the city, which is the legal equivalent of saying “so what” to the plaintiff’s pleadings without even a trial. The decision of the trial court was upheld by the Court of Appeal. The number of police officers working and how they are deployed is an act that is within a law enforcement agency’s reasonable discretion.The case also was the result of the California Government Code section 845 (below) which speaks for itself. Remember Reginald Denny who used the brake when he should have shifted into overdrive? He also got nothing in spite of being beaten nearly to death within the City of Los Angeles.Most states have similar laws, taxpayers and the governments they support are not in the insurance business.Government Code of California 845.“Neither a public entity nor a public employee is liable for failure to establish a police department or otherwise to provide police protection service or, if police protection service is provided, for failure to provide sufficient police protection service.”
