Someone alluded to this in their answer & I upvoted it, but perhaps I can flesh it out a little. Let’s start with the fabled inscription:"Whosoever holds this hammer, if he be worthy, shall possess the power of Thor"The question, of course, is: who is "worthy"? What does it mean to be "worthy" to the hammer, or to the person who enchanted the hammer to be wielded only by those deemed "worthy"?Frankly, I don't know. But someone who might have a clue is the man who wrote arguably the greatest Thor saga of all time (indeed, one of the greatest comic book sagas of all time, including all of them), Walt Simonson. I highly recommend you read it at your earliest convenience; it is available in all its glorious entirety in 5 volumes of trade paperback. Simonson once memorably wrote the following about his perception of mighty Mjolnir, its purpose, & what it was created for.It was, he said, "a giant-killing machine."Just so there is no misunderstanding, the hyphen here is important: it's not a killing machine in general that just happens to be large (i.e. giant-sized). It is, specifically: a machine purpose-built & expressly-designed TO KILL GIANTS.In other words, Mjolnir is:An executioner's tool.An assassin's weapon.A genocidal instrument.Does that make anybody a little uncomfortable? It should! It did me when I first read it & the more I thought about it the more it made sense to me & showed me Simonson's depth in grasping what this character's weapon was really all about, which is often lost on us (Thor is Walt's favorite, by the way). I sure don't usually think of Thor in that way, nor his hammer. But this idea neatly explains why Wonder Woman & Captain America have both been shown lifting the hammer with no difficulty & with no "magical permission slip" from either Thor or his daddy Odin. Captain America has lifted it at least thrice that I know of…Mighty Thor #390 (1988), Rogers costumed as The Captain:Fear Itself #7 (2011), assembling the team:Secret Empire #10 (2017), whipping Hydra Supreme:Wonder Woman lifted Mjolnir in a crossover event, Marvel Versus DC #2 & #3:The glaring difference between Captain America & Wonder Woman on the one hand & Superman on the other is that both of the former are soldiers/warriors who have slain enemies on the battlefield while Superman isn't really about any of that. Which explains why we got this:It's just not Kal's bag, & so he needs the “magical permission slip” from Odin to lift it in extremis. And just for completeness sake, I don’t think the Silver Surfer would be able to wield Mjolnir (barring the same “Odin permission slip”) either, based on the same line of reasoning. If anything he’s even more of a pacifist than Superman is, even more reluctant to cut loose with his awesome power. And please bear in mind I say this with all due respect as a big fan of all 5 characters (Thor included). It’s nothing to do with favorites, they’re all old favorites of mine.All of which is not to say that Kal & Norrin aren’t as indomitable & unstoppable as they come. But they try really really really hard not to go the lethal route if possible. That's also not to say that Steve & Diana...or Thor for that matter...randomly kill just anybody with impunity. But they have done so at great need. They are also all classically "good" guys, noble & morally forthright.Now...back to the matter of a giant-killing machine. It makes sense to me that the soldiers/warriors/bloodletters of a morally good bearing will be deemed "worthy" by it, or by the god that enchanted it, to be wielded in battle. That is its purpose, it knows this, & the magic confirms it. Lest we forget, the Vikings were a warrior people, rather renowned for their bloodthirstiness, & Thor was the foremost warrior god of that warrior people. And Odin, the god that laid the enchantment ’pon said mallet, is a skyfather, the head of a pantheon of deities worshiped by a warlike people made up of doughty warriors that embraced a warrior ethos & warrior culture.Ever since I read Simonson's short but terribly accurate description of Mjolnir it has stuck with me. And it neatly ties together the disparate threads of why Wonder Woman has no trouble lifting it, nor Captain America, but Superman (ostensibly a quite similar noble character) had to be in dire straits with special permission from Thor or Odin to get it off the ground. It also explains what a Viking god or his weapon might deem "worthy" for purposes of wielding it.PS. As a personal aside, I believe Marvel shouldn’t let anybody but Captain America (in situations of very grave peril) or Beta Ray Bill (who is so worthy he got his own magic hammer, Stormbreaker) wield Mjolnir aside from Thor, as it has the effect (unintended though it be) of watering down how special Thor is, how special the hammer is, & how special the bond between them is. But the question didn’t ask about that, so I offer it as merely one man’s editorial opinion.

First of all, she looked at my pacifier necklace and inserted into her mouth.Then whenever she wants to be helpless, due to a lack of knowledge and grammar, she asked me “how do you write?” Then replied to me with a “none of your business”! That was being rude to me. During lunchtime, she dug pieces of meat from every sandwich and chewed with mouth full.I encountered another student who had a queer moment whenever he was rewarded for beading, especially when he finished his schoolwork. Despite his childish appearance, he acted more like child than a typical teenager.And the worst school years were yet to come. Ok, so Catalan separatists:Declare that Catalonia is inseparable and indivisible, and that towns that wish to stay in Spain can’t separate with Catalonia. Non-negotiable.Declare independence unilaterally, with no negotiation, knowing full well they had no legal basis, sufficient popular support (less than 50% of the popular vote, or without even the basic infrastructure to establish a government. Oh, and the referendum that it was based on didn’t offer democratic guarantees.They claim the right to separate on 50%+1 vote with no minimum (1 vote would be enough) on an illegal referendum boycotted by those who disagreed with them (on the basis it was illegal). It was justified by using the document of the Venice Commision of Referendums (1) although the Venice Commision of Referendums itself responded that the Catalan referendum was not legitimate as it had neither a qualified majority in parliament nor complied with the Spanish constitution. (2) .(1) Ocho requisitos básicos para que un referéndum se acepte internacionalmente(2) La Comisión de Venecia asegura que el referéndum de Puigdemont no cumple los estándaresAfter declaring independence, the ex-President immediately left the country. There exists a concept of “preventive prison” for three things: presenting a danger, being likely to flee the country, or creating obstacles for an investigation. Why do this?Because it-anchors independence as a thing between two equals (ie: a divorce between an abusive husband and bruised and battered wife.) when it is probably more like an amputation of an arm.-plays well into the narrative of the continuity of Franco in post Constitutional Spain of direct and dictatorial rule from Madrid.-focuses on a single political entity, rather than Spain as a diverse country, If you can define Madrid as the PP it becomes easier to create a common enemy.It gets even sloppier when you consider that there is also the Community of Madrid as well as the capital city of Madrid, where the Mayor of Madrid has more in common with the Mayor of Barcelona than the President of Spain.The nationalists are tapping into and fomenting a hatred of Madrid, defining it as the stronghold of Franco and Fascism. Because nationalism needs an enemy to unite against. (Anecdote: I lost two friends from Catalonia when I started dating a girl from Madrid. They never spoke to me again after I told them. This is an extreme case, and I don’t think it is anything normal or typical, but I have never seen anything like that the other way.)So imagine that is the entity with which you are dealing. Can you dialogue?On the other hand, the Spanish government, which is not obliged to negotiate a Catalexit from Spain and Europe for the Catalans, but rather, to maintain national integrity, has not tried to prevent anyone from running in the election. There is just cheap posturing for votes. From both sides I suppose, but I am especially indignant with the agit prop theatre from Catalonia. If you don’t like the present government, and remember, according to voters all across Spain about 70% of them don’t, you could wait a bit, and deal with the new one.Catalonia has survived a long time with Spain… and has basically been a part of Spain ever since that critical mass that has grown into modern Spain was formed with Isabel and Ferdinand. Why look for a permanent solution to a temporary problem, especially when you have no clear legal, economic, or political ways forward at the present moment?
