I'm a little late to this party, but I think I can add something of value by taking a look at some different historical perspectives. The idea that cities tend to be liberal has been covered thoroughly so I'll take that for granted and try to avoid hitting on that much.Some useful insights from history:Before independence, the Southern landed elite preferred to build up their plantations instead of cities (which had too much of a populist and public good character to them which weakened their relative social position), in contrast to the North which felt overwhelmed competing with Europe on extravagance so decided to build great cities and invest in people (quickly surpassing most European cities in measures like education, infrastructure and equal opportunity). So yes cities breed progressiveness but sometimes progressiveness bred cities. This also explains some of the Southeast exception Dan Holliday points out.As the elite later consolidated power in northern cities there were a number of cases where the progressive fight was led by rural areas (Revolts in MA and PA come to mind, the former proving to the elite the need for a strong federal government with a strong military, the second being the only time a sitting president lead troops into battle).Later even the southern elite (in Virginia) used the banner of progressive values to try to regain power from the northern banking elite (power and privilege Madison had built into the Constitution for the landed elite). They enjoyed brief success after Alexander Hamilton over-reached only to eventually lose power over their own party.People regularly fled to the West to escape the stuffy conservatism of Northeastern cities, focusing much of the progressive spirit in local communities hoping they had escaped the reach of the conservative government.For awhile there was a pretty low bar to being considered progressive. Simply being vehemently opposed to slavery made Kansas noticeably progressive, a proud part of the state's history still today.Southern economics and politics became confused by the issue of slavery because of attempts to make the issue about states rights and southern culture. The (conservative by today's standards) Republicans gained control for awhile after the (un)Civil War until the Democrats were able to suppress the black vote and make the whites feel more threatened by the capitalist elite than the old southern landed elite. Racism and southern pride still confuse the electorate in the Southeast, expanding on the explanation of the exception there.Railroads put western settlers back in reach of conservative wealthy elite, making life pretty miserable for awhile. But there was a period there where the conservative economic reach of the wealthy elite was not accompanied by their political reach so while labor was forced to fight the progressive cause through strike action, farmers in the center of the country fought for progressive causes through the Populist movement. The center of the country was the heart of progressive thought for awhile.Since political control of the two parties has now extended over the entire country there's no telling who has what progressive values. Since people cannot be experts on all the complex policy decisions in government and economics they are easily manipulated by fear, patriotism and over-simplifications. I suspect most non-elite in the United States (and in fact the world) share the "progressive" values of Freedom (of individual expression and belief), Opportunity and anti-Elitism (people should be rewarded for hard work, not based on family and personal connections and control of wealth). You can't determine how progressive someone is by their voting choices between a candidate with a clear pro-elite agenda and a candidate with clear elite dependencies. Do we want a rapid increase in wealth disparity or a somewhat rapid increase? Are people manipulated by Party A or by Party B? You learn nothing about core values.

Two options come to mind.First one is the Iron Islands. Large portion of the population resorts to piracy and hit and run raiding.They are similar to the Norse going on a bit of a Viking.In the books they are described as fearsome, but undisciplined warriors that would have a hard time resisting a cavalry charge.Definitely more warrior’s types then soldiers.The second region is The Dornish Marches.That is the region divided between Stormlands, The Reach and Dorne. It the region plagued by bandits at the best of times and border raids are a regular pastime for the local population.There you can find good commanders, e.g. Randyll Tarly who defeted Robert during his rebellion and is considered one of the best soldiers in Westeros or Beric Dondarrion who successfully commanded his Brotherhood Without Banners.You will find great knights, e.g. Arthur Dayne or Barristan Selmy, other noted knights that come to mind are Bryce Caron or Balon Swann.You will find excellent archers as well. Fletcher Dick from the Kingswood Brotherhood was mentioned as the greatest archer ever, Anguy won the archery competition in Kings Landing and Balon Swan was second.So if you prefer combined arms solider types go to Marches.
