The new Poverty Line has been defined by the Rangarajan Committee as monthly per capita consumption expenditure of Rs. 972 in rural areas and Rs. 1407 in urban areas at the all India level. This implies a monthly consumption expenditure of Rs. 4860 in rural areas or Rs. 7035 in urban areas for a family of five at 2011-12 prices.This has to be seen in the context of public expenditure that is being incurred in areas like education, health and food security. The actual ‘well- being’ of the household will be higher than what is indicated by the poverty line.Based on the methodology outlined in the Report, the poverty ratio at all India level for 2011-12 comes to 29.5%. Working backwards this methodology gives the estimate for 2009-2010 at 38.2%. First of all, 1,477,896 active duty soldiers would become unemployed. And 833,616 reserves. And 97,976 other Department of Defense employees. With a 2010 budget of $692 billion.Unless you trained them all to become educators (which is unlikely to be acceptable to an all-volunteer force), their education-level would not rate them equivalent jobs. After all, many members of the armed forces use their service to obtain higher education once they muster out of service.Now also account for the Military Industrial Complex, which would also go bust.On the other hand, there are (according to the 2006-2007 statistics) about 110,000,000 students in primary and secondary education. Public and private combined budget is listed as $972 billion (much of this coming from states, rather than the Federal government.)I think that much of the military budget would have to go into retraining the displaced workers; let us say a third for the next four years. Also, due to the wars, our military budget is higher than normal. That really leaves us more like $250 billion to apply to education.Well, college tuition averages about $10K/ yr and there are 17.5 million students. If we made post secondary education "free" (let's say a tuition credit of $8K per year) and the number of students doubled (assuming we built more colleges, since there isn't room currently), we would already be out of money at that point.Or we could boost teacher salaries for about 3.4 million primary and secondary teachers and increase school budgets. The $250 million is only a 25% increase (in the first four years, about 50% after that).But I would suggest that it is higher education in countries that dampens fundamentalism. And you want to export college education to the world. I don't think that there is enough money in the US military budget to even ensure worldwide secondary education. After all, 2 million military personal are (not quite) able to police 6.7 billion people. 28% of the world are under 15 years of age. That's 1.87 billion children.How many teachers would it take to teach them? Far more than 2 million additional educators I think.
