There are no laws that specifically defines the borderline between a childhood and adulthood in Japan. Instead, Japan has multiple laws each with their own definition of a minor.There are three legal vocabularies representing a juvenile in Japan. “Jidou(児童）” which is directly translated as toddlers ,”Syounen(少年）which means a minor”, and “Miseinen(未成年）which means not an adult yet”. Usually, the former sets the age at 18 and the latter two describes someone under the age of 20. Also, there is a huge legal borderline when the individual passes the first April 1st, after the 15th birthday which is a completely independent term from the rest.Usually the term Jidou is used when describing someone who have not yet graduated primary education which is someone under the age of 12. This term is also used regarding sexual and welfare related terms which makes the term someone under the age of 18 , influenced from the United Nation Convection.For example, the term “Child abuse image” and “Child pornography” is called “Jidou-Poruno” (児童ポルノ) which describes an illegal image depicting someone who have not reached the age of 18 in a sexual manner for the sole purpose of sexual gratification. “Jidou-Baisyun” (児童買春) a term used for child sexual enslavement controversially points out anyone who works at the sex industry at under the age of 18 (controversial because many victims of sexual slavery are 18–20 year olds) . Another is Jidou-Fukushihou(児童福祉法）Which means “Child welfare act”. This also covers anyone under the age of 18. For example, “Jidou-Fukushi=Shisetsu” (児童福祉施設) which is a facility which protects children from abuse and neglect as well as certain crimes, protects individual under the age of 18. Most of the welfare related services (at least at the national level)，as well as medical services including discount and government financial support for medical bills terminates at age of 18. These are all based on the term Jidou, which covers anyone under the age of 18.The term Syonen is often used in criminal and judicial circumstances. For example the “Syounen-hou” (少年法）, the Juvenile act, is a special legal protection everyone under the age of 20 is granted when they are convicted or under the suspicion of a criminal case. Everyone under the age of 20 are protected from their identity being under public broadcast and published. The police and the court jury must grant them special considerations upon investigation and other operations. Also, unless the crime is severe a “Syonen” have the right to be tried at a Family Court which is closed to public with alternative, lighter sentencing. Those sentenced will be sent to a Juvenile Detention Center, which everyone under the age of 27 will be placed. Also as a trivial knowledge, every crime committed before the age of 20 will no longer be on the criminal record after the 20th birthday. The infamous “Syounen A” case is the primary example for this term. A 14 year old student committed a killing spree at an elementary school he graduated, resulting a death of a couple of students, which he decapitated their neck and displayed in the entrance gate of the school. Despite of the public uproar, he was never punished and the name revealed as he was protected under this law. Many Japanese believe the law is outdated and should be abolished as although the crime rate of juveniles has declined in the past decades, the number of violent crime has increased.The term Miseinen is often used in civil code and every other term. For example, Drinking age, the smoking age, the age which individual can apply legal contract without parental consent, the age of marriage, the age which the individual can own its own asset independently, all fits in this category. The controversial coming of age ceremony is often celebrated at the 20th year of one’s life which is cited from this term. Parental right is also under this category and probably is the most significant factor out of the rest. Parents have full legal control over his/her child until the age of 20. Interference with this right can result criminal and civil lawsuit, if convicted, can be punished up to 5 years. Originally, the age of political independence was also set in this category, but the LDP’s (somewhat unsuccessful) attempt to increase the number of supporters made a change in this law as someone two years younger can now express political opinion through voting and participate political acts. Originally, it was illegal for anyone under 20 to express specific political opinions and other political activity as anyone without the right to vote were not allowed to influence the political views of the public. This was lowered to 18 in 2015.One significant legal boundaries between a childhood and adulthood comes at age 15. To be specific, the first April/1 after the 15th birthday. Teenagers can obtain many freedom at this age. This is when compulsory education in Japan ends. Hence, there are many laws which set the boundaries parallel to this date. Teenagers are able to work full time from this age and beyond unless the content of work is hazardous to the minor.However, many laws have other ages as the borderline. The age of sexual consent is 13, the age of criminal responsibility is 14, the age which the individual can file a lawsuit is 15. The minimum driving age is 16 for electric scooters and bikes, while 18 for automobiles, 20 for heavy vehicles, and 21 for other dangerous professional operation vehicles.Culturally speaking (also based on my own personal experience) kids are treated as grownups around at the age of 12 when most kids are required to wear school uniforms and support the society. By the age of end of compulsory education, most people would not call the teen “a child” instead he or she is a young man or woman (Wakamono 若者）. High school students are usually considered grown ups in this culture and is rarely referred to as kids although many of the legal rights are yet to be granted. The age 15 seems to be the actual realistic boundaries, culturally speaking, of the age of adulthood in Japan. The LDP seems to support this idea and is planning to raise the age of consent from 13 to 15 while lowering the age of welfare protection to 15 which is 18 currently. I, personally, also agree with this term. Based on my own experience, people who ended compulsory education should be treated as grown ups. Many high school students work full time in the countryside.
