Can I file an exempt on my W-4 if I'm 50 years old?

If you are 50 years old, last year you had a right to a refund of all federal income tax withheld because you had no tax liability, and this year you expect a refund of all federal income tax withheld because you expect to have no tax liability, and your not a non-resident alien, then yes, you can write exempt on your Form W-4.Also, if you’re not 50 years old but all the rest apply.

I worked in the US as a J1 student for 3 months and my employer didn't take taxes (not even state or federal) out of my paychecks. I didn't make over 5k for those 3 months. Is this normal? Does this go under no tax liability?

As a J-1 holder you file as a non-resident alien for your first 5 years in the US. At $5k you would have a federal tax liability of about $95 and must file a Form 1040-NR or 1040NR-EZ return.State tax liability and filing requirements depend upon state law and you haven't mentioned the state.You probably filed your W-4 incorrectly and this is why no tax was withheld.
