A bit late, we should have done that in February or the very latest the beginning of March 2020. It was said we had a big surge in cases because British skiers went to different ski resorts than the Germans 🤔With 350, 000 passengers a day going through Heathrow and Gatwick it was a recipe for disaster.The U.K. is not a police state so we don’t keep records of how many Britons are abroad at any one time and estimates helpfully vary between 300,000 and 1 million at any one time. Let us go for worst case 1 million.If I was PM I would have directed right at the start that the insurance and travel industry would foot the bill for the repatriation of Britons abroad with return tickets.The capacity of Heathrow, Gatwick, Stansted, Birmingham and Manchester for incoming flights is about 250,000 passengers or 2,000 flights per day.The limiting factor in requiring repatriated British citizens to stay in hotels under quarantine for 14 days are suitable hotels and room numbers. I’ve just picked out Premier Inn - 75,000 rooms, Travelodge - 42,000 rooms ….… and Holiday Inn - 20,000 roomsSo 137,000 rooms .. let’s say 60% are in suitable locations ie 82,000 rooms and that, a plucked from air occupancy of 1.5 per room giving 123,000 under quarantine at any one time, children under 12 could be released to the care of relatives/friends.I would have then taken a risk analysis by location, those from high risk countries would be accommodated at Premier Inn and Travelodge- 70,000 rooms/105,000 in quarantine for 14 days and low risk countries at Holiday Inn 12,000 rooms/18,000 in quarantine for 7 days This would enable in the first 2 week tranche 141,000 Britons to undergo quarantine according to their risk. Let’s throw in a ‘trickle’ effect on the repatriations and say this takes 3 weeks instead of 2.Whilst the first tranche is being processed, officials on the ground could establish ‘clusters’ of Britons and get them into isolation, those that successfully isolate under supervision for 14 days abroad in those clusters could then be flown back to the U.K. with just a temperature check at the airport and a swab taken for further checking. Of the remaining 860,000 - let’s throw some more guesses into the ring for pure speculation. Let’s say a third, 286,000, can prove 14 day isolation, they get fast tracked. In 3 weeks we have repatriated 427, 000 Britons.Those unable to prove successful isolation would be quarantined according to their risk factor. It would therefore be in the interests of Britons abroad to prove self isolation to get a fast track repatriation.Again as PM I would task my bean counters to come up with the ideal mix of high and low risk country repatriations for the 573,000 who are unable to prove a 14 day isolation abroad. One solution might be; low risk region unable to prove self isolation - we prioritise them and repatriate them if they can prove a 2 day isolation and quarantine them in the U.K. for 5 days. So a third of the remainder, 191,000 with a quarantine capacity of 123,000 means they could be repatriated and quarantined in a maximum of 10 days. So the tally is now 618,000 repatriated in 31 days with a reasonable certainty of quarantine. The remaining 382,000 by this time are either very unlucky in remote areas or just being damn awkward.As PM I would have ordered a lockdown minus.Everyone over 60 and those with certain health conditions would be directed to stay at home and furlough measures implementedCare homes to be placed in isolation with no visits, after one month this may be reviewed if screened areas are provided and face coverings worn (no exceptions)Restaurants under the same conditions ie pre-booked, distancing etc. Infringements subject to a minimum £1,000 fine not exceeding £10,000 and closurePubs and clubs would be closed. Pubs would be reviewed after one month but then the conditions would apply as for restaurants. Infringements subject to a minimum £1,000 fine not exceeding £10,000 and closureNo household mixing for the first month with the same exemptions, then to be reviewedIllegal gatherings subject to £75 fixed penalty for those attending and a £1,000 fine for the property owner/tenant rising to £10,000 if ten or more attend.
