Puerto Rico enjoyed a wonderful trajectory of economic development for several decades in the aftermath of World War II. It was transformed from a primitive agricultural society with extremely high levels of poverty to a modern industrial center with sophisticated infrastructure and logistics and a well educated population. It was recognised as a model for success around the world and leaders from as far away as Singapore would visit to learn from Puerto Rico.In 1996, the US Congress abolished section 936 of the IRS code that allowed US manufacturing enterprises to repatriate income earned in Puerto Rico without paying Federal income tax with the expectation that the pharmaceutical firms affected would reestablish their manufacturing operations on the US mainland. They were aided and abetted by some political leaders who believed that the continuation of this incentive would make it more difficult for Puerto Rico to achieve statehood. In any event, pharmaceutical manufacturing capacity moved to Singapore and Ireland and, more recently, to India or Mexico with no benefit to the US economy but with a major impact on Puerto Rico.Because this incentive was phased out over a decade and the capital investment in pharmaceutical plants was high, the effect of the removal of the incentive was gradual and almost unnoticeable. Also, because of the ease of migration to the US mainland, many of the skilled people who worked within the manufacturing ecosystem were able to obtain positions in the US or at the new manufacturing operations around the world.As the loss of the manufacturing economy accelerated, other sectors were affected as well. The service and consumption economy, which, unlike the manufacturing sector, had been the domain of local retailers, wholesalers and other service providers, began to be acquired and consolidated by large US supply chain and service companies that found little benefit in maintaining local production. The reduction of local value added resulted in a further loss of direct and indirect jobs. With imports accounting for 85% of consumption, $40 billion a year in payments for imported goods were unsustainably flowing out the island, no longer balanced by now declining exports.The local government initially misinterpreted the economic downturn as cyclical and attempted to stimulate the economy with capital projects using borrowed capital and even local tax reductions. The flow of Federal (ARRA) stimulus funds to the post-2008 economy lessened the impact of the decline until these too abruptly ended. As the economy began to shrink, tax revenues declined and local government deficits mounted. The government responded by adding additional taxes and by using long term debt to balance the budget.More and more jobs were lost in every sector of the economy and the government as well. Emigration has risen to unprecedented levels with many skilled workers and highly educated professionals leaving the island. Mainland U.S. companies in health care and other fields routinely recruit here. The resulting loss of doctors and nurses has a particularly acute impact because of significantly lower Federal Medicare and Medicaid reimbursements in Puerto Rico (no good explanation for that one) that don't allow local health care providers to provide competitive salaries to these professionals. But we are losing talent in every field.Simply put, Puerto Rico is the only country in the world whose residents can migrate to the U.S. with no restrictions. Hence, the brain drain - our foundation has estimated the loss of talented human capital over the last generation at $300 billion. This value is additive to the US economy and is reflected particularly in the economies of Florida, New York, Georgia and Texas. So when the Republicans in Congress frame Puerto Rico as a repository of underemployed ne'er-do-wells who don't deserve a bailout, they should keep in mind that it is Puerto Rican emigres who are contributing substantially to the economies of their districts.Puerto Rico has many assets that can be redeployed to build a new economy. This effort is already under way. We need to expand tourism. The broader visitor economy currently accounts for 10% of GNP. Puerto Rico is a remarkable destination that currently receives close to five million visitors per year arriving on planes and cruise ships. We are working to double the impact of the visitor economy in 5 years. This could add as much as $7 billion in GNP and as many as 60,000 badly needed jobs.In the longer term, we are building an innovation ecosystem that will develop and export software, technology and services to the world. This could add another 60,000 jobs in ten years. There are also some new initiatives to develop sophisticated agriculture with as much as 400,000 acres of land currently lying fallow that will help reduce our imports as well as some export niches.Right now Puerto Rico needs to restructure its government debt so it has the leeway to focus on building a new economy around visitors and 21st century exports. We also need all of you to come and visit us. There's not a better destination in the world.
