It is probably because very few people have idea about electrification process and achievements of union government.It is easy to electrify places with concentrated habitants. Thus, almost 96% of villages were electrified in 2014. Left 4% villages are such that setting up entire distribution system for isolated villages is a difficult task which requires a huge budget that are not economical to Discoms. Hence, officials of power distribution or what we call discoms were never interested to provide electricity to those areas. It is only when PMO and Power Ministry gave a push to electrify those villages.Although budget and funds are granted by Ministry of Power, it is up to the Utilities (Discoms) to implement the electrification process and provide electricity to all. Previously, before Modi government, many schemes were sanctioned by the Power Ministry like RAPDRP, SCADA, BRGF, etc which were never implemented by power utilities of states. Materials were brought at site and dumped by contractors. Bills were passed based on materials procured. Hence, there was never a real progress or output of the work.Now the things has changed. A simple change in invoicing process of contractors has brought a lot of change in work progress. Unless material are procured and infrastructure of entire portion of the area are erected, contractors invoice is not entertained. Hence, electrification process has taken a pace during past years. (Not all utilities follow the above invoicing process)Today, these processes and work progress are monitored directly by Ministry of Power, Government of India. Every now and then, progress are evaluated and challenges are resolved at the highest level. Corruption at ministry level is nil, because of which, contractors are performing very well. Huge budgets are allocated to electrify those unreachable villages. For standalone houses arcoss farming land and jungles, where electricity line is not feasible, government is providing solar power free of cost.Because of this constant monitoring and support from central government, we were able to electrify 100%villages.
