Contractors are usually hired to fill a position that has a short life span. It does not make any sense to hire a person to fill a need when you already know that that need will go away in 2, 3 or 5 years. Another reason to hire a contractor is when the person has skills beyond the needs of the service.I deployed with the military, mostly the Army and the Marines to Iraq and Afghanistan for the last 6 years that I worked. I brought with me skills, training and experience that was not found within the military and now that the war over there are winding down are no longer needed.The government was in no way responsible for my retirement, SSI, vacation time or any of the other benefits that a civilian working for the service receives.As another example let us say that the government has just purchased a new laser system for the M-1 tank. This new system is totally different in how if functions. Should the military wait for years while a new MOS is designed, and people sent to the school to learn the system and them sent to units that have it, or should they just hire contractors to travel around to the units and teach them how it works. In the mean time the schools can up-date and integrate the new system into their lesson plans.
