PDF Editor FAQ

What is US Navy policy in the event of a natural disaster in another country? Say for instance, an American destroyer is in port and a disaster occurs. Would they help?

It depends on the country they are visiting.Warships are not like a visiting International Red Cross unit. Not only is there protocol involved, but real sovereignty legal issues involved. The U.S. Navy doesn't set policy concerning overseas port visit, the U.S. State Department does, which the U.S. Navy follows.Generally speaking, warships of any nation must follow all local laws and customs concerning their behavior while visiting. The only thing the ship's Captain can do under their own authority is depart the area to make way for civilian ships to use the docks that they may be using that could be vital to support operations after a disaster strikes. The U.S. does have standing agreements with some nations regarding Humanitarian Aid - Disaster Response (HA/DR) regarding use of U.S. military services (including Naval Ships). The Captain of the vessel does not make these decisions on their own. All authorizations for their use in support of local aid operations are sent up the chain of Command and authorized by the State Department, which in turn may or may not require authorization by POTUS.Once authorization is received, the Captain or the Officer in Charge of a group of ships that may be visiting will establish a point of contact with the local authorities and begin supporting the community with resources that have been authorized, including personnel if feasible. When Typhoon Yolanda that hit the Philippines, November 2nd, 2013, President Obama authorized Secretary of Defense Chuck Hagel to order Pacific Command to position ships deemed necessary to support disaster response operations. These orders were carried out by Pacific Command and ultimately sent an entire Carrier Strike Force to the area including the USS George Washington CVN 73 (GWCSG).Rear Adm. Mark Montgomery, was assigned as Joint Force Maritime Component Commander for the disaster relief which was named Operation Damayan, and the force was assigned to Joint Task Force 505, commanded by Marine Corps Lt. Gen. John E. Wissler(Commanding General, III Marine Expeditionary Force). For Operation Damayan, the strike group included USS George Washington (CVN 73), six surface combatants, 23 helicopters from three squadrons, three Military Sealift Command ships and two amphibious ships all crewed by 8,000 sailors, The strike group concentrated its relief efforts on the islands of Leyte and Samar and the cities of Tacloban and Guiuan, delivering nearly 1,000,000 pounds of food, water and medical supplies and transporting more than 2,500 displaced personnel. Yolanda had reached speeds up to 195 miles per hour (mph), gusts up to 235 mph and landfall waves of 50 feet. According to the Philippine government’s national disaster risk reduction and management council, the super typhoon impacted more than 4.2 million people across 36 provinces in the Philippines. (Wikipedia)A fleet order can be rather long. Shown below is what one looks like. It was one of many carried out during Operation DAMAYAN in response to the Typhoon Yolanda disaster. This particular set of orders, is during the latter phase of the operation as US Navy participation prepared to unwind, 11 days after the typhoon struck the country. It insures that all commanders within a set of orders understands the Rules of Operation (not Engagement in this case, it's not an act of war the Task Force is carrying out). So it comes from down from the Pentagon to Pacific Command to the Task Force Commander.Note the level of detail and very specific elements each area of Command was allowed to carry out missions which included funding and the level of operational deployment of assets, points of contact, authority to service and secure local partners and the type of cooperation allowed at the regional level. The following is an UNCLASSIFIED document.**************** UNCLASSIFIED/ ****************Subject: (U) EXORD FOR THE TRANSITION AND EVENTUALTERMINATION OF OPERATION DAMAYAN (U)Originator: /C=US/O=U.S.GOVERNMENT/OU=DOD/OU=PACOM/OU=ORGANIZATIONS/OU=CDR USPACOM HONOLULUHI(SC)/OU=HQ USPACOM JOC(SC)DTG: 210040Z Nov 13Precedence: PRIORITYDAC: GeneralTo: JTF 505 FWD(SC), JTF 505 J3(SC), JTF 505(SC),COMMARFORPAC G3(SC), COMMARFORPAC G5(SC), COMSOCPAC HONOLULU HI(SC), COMSOCPACSOJ3(SC), COMSOCPAC SOJ5(SC), PACAF CC(SC), COMPACFLT PEARL HARBOR HI(SC),USARPAC CG(MC), USARPAC COMMAND CENTER(MC)cc: WHITE HOUSE SITUATION ROOM WASHINGTON DC, SECDEFWASHINGTON DC, SECDEF(SC), SECSTATE WASHDC, SECSTATE WASHINGTON DC, AMEMBASSYMANILA, CJCS WASHINGTON DC, JOINT STAFF DJ5(MC), JOINT STAFF J3(MC), JOINTSTAFF(MC), CIA WASHINGTON DC, DIA WASHINGTON DC, USDAO MANILA RP, CHIEF JUSMAGMANILA RP, HQ DLA FORT BELVOIR VA(SC), USTRANSCOM J3 OPERATIONS(MC), HQ USPACOMJ1(SC), JIATF WEST(SC), PACOM JIOC HONOLULU HI, HQ USPACOM J2(SC), HQ USPACOMJ3(SC), HQ USPACOM J4(SC), HQ USPACOM J5(SC), HQ USPACOM JOC(SC)--------------------------------------------------UNCLASSIFIED/UNCLASSIFIED//PASS TOJTF 505JTF 505 FWDCOMMARFORPAC//G3/G5//COMSOCPAC//G3/G5//COMPACAF JOINT BASE PH-HICKAM HI//A3/A5//COMPACFLT PEARL HARBOR HI//N3/N5//CDRUSARPAC FT SHAFTER HI//G3/G5//INFO WHITE HOUSE SITUATION ROOM WASHINGTON DC//SECDEF WASHINGTON DC//SECSTATE WASHINGTON DC/AMEMBASSY MANILA//CJCS WASHINGTON DCJOINT STAFF WASHINGTON DC//J3/J5//CIA WASHINGTON DC//DIA WASHINGTON DC//DLA FORT BELVOIRUSAID HQ WASHINGTON DC//OFDA//COMUSTRANSCOM//USDAO MANILA RP//CHIEF JUSMAG//DIR JIATF WEST//JIOC//CFE//APCSS HQ//CHIEF JUSMAG MANILA RP//USPACOM HONOLULUHI//J01PA/J3/JOO5/J45/J5/J51/J53/J331/JOC/J3SC//UNCLASSIFIEDMSGID/ORDER/USPACOM/-/NOV13//SUBJ/EXORD FOR THE TRANSITION AND EVENTUAL TERMINATION OFOPERATION DAMAYAN//REF/A/CONOP/USPACOM/22OCT13//REF/B/ORDER/USPACOM/OCT12//REF/C/ORDER/USPACOM/NOV12//REF/D/MEMO/DOS/9NOV13//REF/E/DOC/SECDEF/12NOV13REF/F/ORDER/PACOM/110751ZNOV13REF/G/GENADMIN/PACOM J1/132131ZNOV13REF/H/GENADMIN/PACOM/180152ZNOV13REF/I/ORDER/PACOM/252137ZOCT12REF/J/ORDER/PACOM/160214ZNOV13REF/K/ORDER/PACOM/18NOV13REF/L/MEMO/SECDEF/19NOV13//NARR/REF A IS STANDING USPACOM CONCEPT OF OPERATION(CONOP) FOR FOREIGN HUMANITARIAN ASSISTANCE (HA). It is expected that no one with access to a paper under review will make any inappropriate use of the special knowledge, which that access provides. Contents of abstracts submitted to conference program committees should be regarded as privileged as well, and handled in the same manner. The Conference Publications Chair shall ensure that referees adhere to this practice.Organizers of SCF conferences are expected to provide an appropriate forum for the oral presentation and discussion of all accepted papers. An author, in offering a paper for presentation at a SCF conference, or accepting an invitation to present a paper, is expected to be present at the meeting to deliver the paper. In the event that circumstances unknown at the time of submission of a paper preclude its presentation by an author, the program chair should be informed on time, and appropriate substitute arrangements should be made. In some cases it may help reduce no-shows for the Conference to require advance registration together with the submission of the final manuscript.About the Services SocietyThe Services Society (S2) is a non-profit professional organization that has been created to promote worldwide research and technical collaboration in services innovations among academia and industrial professionals. Its members are volunteers from industry and academia with common interests. S2 is registered in the USA as a "501(c) organization", which means that it is an American tax-exempt nonprofit organization.
