PDF Editor FAQ
In India, if any policeman or government official is found involved in any crime, why is he transferred, but not removed from service?
The government services are the most secured services in India. The reason for job security is that there are elaborate procedures prescribed in the law to remove a government officer.Article 311 of the Constitution of India provides two procedural safeguards to the civil servants in relation to their tenure of office.A) No removal or dismissal by an authority subordinate to the appointing authority.B) No removal or dismissal or reduction in rank, except after an inquiry affording reasonable opportunity of hearing.Since the Civil Servants are appointed by the President of India, only he can dismiss them.In the same way, only the appointing authority has the power to dismiss/remove an officer after following the due procedure of law.The departmental proceedings against a public servant has to go through various steps such as:1. Lodging of complaint or making allegations of misconduct against the Govt. Servant.2. Holding of Preliminary Inquiry.3. Consideration of the report of the Preliminary Inquiry by the disciplinary authority.4. Show cause notice to the delinquent official who is prima facie held responsible in the Preliminary Inquiry.5. Replying of the employee to the Show Cause Notice.6. Issuance of Charge-sheet to the delinquent official, if reply is considered unsatisfactory by the disciplinary authority.7. Replying of the employee to the charge-sheet.8. Scrutiny of the reply by the disciplinary authority.9. Appointment of Enquiry Officer i.e. order for regular inquiry and nomination of Presenting Officer.10. Legal assistance for defence.11. Attendance and examination of witnesses.12. Submission of Inquiry report by the enquiry officer.13. Show Cause Notice to the delinquent employee14. Submission of reply and Consideration of past records of the delinquent official15. Penalty Proposed.16. Final order.17. Service Appeal, if any.You can easily see that completion of this procedure for removal of officer takes very long time. The officer is, therefore, transferred immediately so that he is not able to influence the witnesses and manipulate the records during the course of enquiry.Source: Disciplinary Proceedings against a Govt. What is it like to complete a PhD?
My PhD journey was a bit unconventional, so I think it makes for a good story. I just finished my defense and graduation 5 weeks ago (first week of May 2019), so it’s still fresh in my head.I finished most of my research in about 4 years, and had published about 9 papers by then (I was first author in 3 of them). I only had my thesis left to write by May 2018, so my adviser suggested that I intern in industry for 8 months and then come back and defend once I’ve written up the thesis. The Electrical Engineering department at Georgia Tech has a rule which states that there must be a minimum gap of 6 months between the thesis proposal and the defense. So I did my thesis proposal in May, and then left the next day for California where I was going to start interning at Intel as a “Laser Simulation Intern” in the Laser Design Team for Silicon Photonics applications.I naively thought that I’d write my thesis in the evenings after work, but of course that never happened. Working in industry was so much fun, and it was a novel experience, so I gave it my all everyday and was hence was too tired for other intellectual tasks in the evenings. The internship ended in December, and I wanted a long 4 month holiday before I started full-time. This was my last chance in a long time where I’ll get 4 months off. I figured that I would finish the thesis in 3 weeks (the meat of it was already in my publications), and then spend 3 months travelling around South America, before returning for my defense and full-time job.But then I discovered I was having so much fun staying at home! I’d go to the cafe and read for 2–3 hours every morning, then go on a walk to think about life and what I read. Then I’d do some creative work in the afternoons—maybe read and write some philosophy, write my thesis, a technical paper or a new proposal for an idea. Whatever tickled my creative side. Then I’d go for another walk in the evening, followed by more reading (eveing reading topics are different from morning reads) or writing (Quora answers). You might notice that my Quora answers written after December 2018 take on a very distinct and different feel. I would socialize with people maybe once or twice a week. And I would then meditate for 6–8 hours straight till 3 am. I realized this was more fun, so I cancelled the trip to South America and spent all 4 months at home. I’ve traveled enough already (back-packed across Europe, Israel, many parts of the US etc). This was new, here my mind was travelling!Anyway, I only wrote my thesis when I felt inspired. I would sometimes not write for weeks, and then write 3 chapters in one sitting through the night. It took me 2 months to write my thesis, and I wrote it as a treatise of natural philosophy on the topic of laser design. Here’s an excerpt:This dissertation has two themes– the obvious one is to design a UV-VCSEL for an Yb-ion atomic clock, but the more important overarching theme is to show the reader how to go about the daunting task of designing a laser diode. My adviser loved it, and he along with the reading committee approved it without any changes (I’ve never heard of this before). The defense presentation went extremely well, and everyone in the audience learned something. It’s a public presentation, so anyone can attend. The format is this—a 60–90 minute presentation of my work, followed by a Q&A session by the audience. Then the audience leaves and the 5 professors on the committee will grill the student for an hour. Then the student leaves the room while the professors deliberate on whether the work presented and documented (thesis) is worthy of a PhD or not. And then the student is called back in and congratulated. It’s rare to fail a PhD defense. Your adviser won’t allow you to defend unless they are sure you’ll pass.Anyway, I enjoyed the private Q&A sessions with the professors, we spoke about my thesis work (of course), and a bit about the state of the field, a bit about my industry experience etc. It was very cordial and felt like a discussion among peers. My parents were visiting me from India for a month, and it worked out so that they got to see both my defense and the graduation ceremony 2 days later. Also, the defense was in May 2019, and I started working full-time in April 2019.In the PhD program, the first 2 years were intense and very difficult, the third and fourth years were productive and taught me what arriving at novel insight feels like, and the fifth year (in industry) was confirmation that I was ready to graduate. After graduation, I submitted one more paper and am currently working on another one along with my adviser.I went back to Atlanta for a week for the defense, graduation and to meet old friends. The most fun parts were the all-night discussions with friends (meeting after a long time!), meeting my adviser after a year and interacting with him as a peer, and the evening where my family, me, and my adviser and his spouse went out for dinner to celebrate. The graduation ceremony and defense was underwhelming compared to the above. The work was done, what other outcome was possible?
What are some interesting stories or legends of Jagannath or any god/goddesses worshipped in Odisha?
There are many legends of The Lord, but here I will mention the one which has touched my heart and every time I remember it, tears well up in my eye sockets. The story of Purushottam Dev and Padmavathi…Long long ago.. 15th century AD, to be precise, Odisha was ruled by king Purushottam Dev, of the Gajapati dynasty. Just like all kings of Odisha, he was a great devotee of Lord Jagannath too and also a skilled warrior and a treat to the eyes.Once when he had visited the King of Kanchi, he met and fell in love with King’s daughter, Padmavathi. She was as beautiful as a full bloom lotus, padma. And she too fell in love with the handsome king and the King put forth her marriage proposal to Purushottam Dev. His happiness knew no bounds and accepted the proposal without any delay, but he returned back to his kingdom after a few days as the Rath Yatra of Lord Jagannath was around the corner and he being the king had to start the preparations for the grand event. He invited his future bride’s family and even the ministers to come and witness the grandeur. The Kind of Kanchi could not make it to the Yatra and therefore sent his minister to attend the celebrations and put up an official wedding proposal. The minister went to Puri and was given a warm welcome. Next day, the Yatra commenced. The whole city was in festive mood and everyone was filled with bhakti. Just before the Raths started moving, people were in a frenzy. Bells were ringing, conches were being blown, drums were beaten and groups were singing bhajans and dancing. The minister had never witnessed something like this and was awestruck at the magnificence of the Raths, their beautiful colours and sculptures and the imposing idols of the Lord Jagannath and his siblings, Balabhadra and Subhadra.Just then, he noticed something strange. He saw the king Purushottam Dev on the chariot of Lord Jagannath, holding a golden handle broom and sweeping in front of the Lord! He was totally aghast! In those days, sweeping was considered a menial job and to be only done by the lowest strata of the society. But here, the king was not only holding the broom but sweeping the chariot too!The minister witnessed the ritual, ‘chera panhara’. Even though the king is considered the person with the highest social status in the kingdom, he still renders the menial service to Lord Jagannath signifying that under the Lordship of Jagannath, there is no distinction between sovereign of the kingdom and a person doing a menial job.The minister not knowing the ritual, unceremoniously rushed back to Kanchi to inform the king about the grave news, that Purushottam Dev was a sweeper! The king hearing this news, decided to break the marriage proposal and set up a swayamvar for Padmavathi, where Purushottam Dev wasn't invited! When the news of Padmavathi’s swayamvar reached Purushottam Dev, he was livid with anger and decided to wage a war against Kanchi and imprison the King and the princess. In next few days, Purushottam Dev marched towards Kanchi and a battles raged between the two kings. But, Purushottam lost heavily and even his camps caught fire. Devastated he returned back to his kingdom and went to the Srimandir, to the Lord and stood before him.He prayed fervently. “I served you and that has been mocked at, oh LORD!” he cried.“You have let me down badly. Is this the reward I get for serving you with my body, mind and soul?”Suddenly, he heard a voice out of nowhere, “Come on, Purushottam! Get up and go for war again. I will be with you this time!”Startled and puzzled the king got up and looked around, but found noone except the Lord’s idol in front. But something in him told him that now he was divine help. With this he started gathering a army to wage another war in a few days. The day of the second war came. As he and his troops were going, they were stopped by a lady.“Victory to the king!” she hailed. Purushottam Dev stopped his chariot and asked what she wanted. She said that some men had had buttermilk from her the day before, and they had said that he would pay for them, This puzzled the king. Saying this, she showed the ring those men had given her. When the king saw the ring, which had the Srimandir mark, he understood everything! Now he felt as if the Lord was going to the war with him. He paid the lady and went on with a newfound vigour! (The lady is called Manika ma, and she has another wonderful Jagannath legend attached to her, but I am not mentioning it here as the answer is already getting too long!)When he reached Kanchi, a bloody war started and this time the king was victorious! He order the capture of the King and his daughter and brought them back to his kingdom! And instructed his minister to find an actual sweeper for Padmavathi to wed! The minster knew that the king loved her and he couldn't see that Padmavathi should get wedded to someone else. So, he started to make excuses whenever the king asked him about a bridegroom for the princess. And a year passed by, and again the preparations for Rath Yatra started. The day came, for the magnificent Rath to travel through the bada-danda and the Lord and his siblings to visit their aunt. Just then an idea struck the minister! On the day of Rath Yatra, the minister informed Purushottam Dev that he had found a sweeper for the princess. The king said that he would marry her off after the Rath Yatra. And just when he had got up the Nandighosa, the Lord’s chariot, and had held the golden handle broom, the minister exclaimed “The king had instructed me to find a sweeper for Princess Padmavathi! Who be a better sweeper than our King here!! The most eligible sweeper at this moment! Let’s request him to marry the beautiful Princess!”Both Purushottam and Padmavathi, who had been brought in chains to witness the Rath Yatra, were pleasantly surprised. Purushottam had been outwitted by his minister but all is well that ends well and he married Padmavathi in the presence of his dear deities Balabhadra, Jagannath and Subhadra with their blessings.[Check : The Story Of Purushottam Dev and Padmavathi | STORIBUZZ for the complete story]Peace out!P.S. this is my longest answer till date, and thanks for reading it! :D
