HTI and FPI are way different.Actually, the main reason (although not limited to) Indonesia has Civil Society Organizations Act No. 17 / 2013 is to deal with trouble maker organization which is (mostly) FPI. Government try to make mechanisms who regulate civil society organizations, such as mandatory enlistment and single ideology- Pancasila. Later, through judicial review proposed by Muhammadiyah enlistment became optional and the ideology no longer single but so long not against Pancasila. FPI stigmatized as trouble maker and intolerance organizations but probably it is just small part of the organization, not trying to replace Pancasila nor Indonesian Basic Law (UUD 1945).HTI is political organization, yes. Transnational organization which it's main goal is to make Universal Caliph in the world. Their core assumption is that all problem in the world happen because of democracy. So basically they against democracy. Caliph with Islamic Sharia Law is the solution of all problem according to them.Indonesia itself is democracy (Pancasila). If HTI rejects democracy it means rejecting Pancasila as well. And yes, Act 17 / 2013 not allowing civil society organisations which its ideology is against Pancasila.So, why government can't disband FPI? Because HTI’s mistakes is in ideology which means the whole organisation. And FPI's mistakes is in the people, not organization.

Any ideology / religion which is based on exclusivity and / or superiority of a group over others is somewhat harmful to pluralism and tolerance.The next question will be:What is HTI?An acronym for Hizb Thahrir Indonesia, a branch of Hizb Thahrir.Then what is Hizb Thahrir?Hizb ut-Tahrir (Arabic: حزب التحرير‎) (Translation: Party of Liberation) is an international, pan-Islamist political organization which describes its ideology as Islam, and its aim the re-establishment of the Islamic Khilafah (Caliphate) to resume Islamic ways of life in the Muslim world. The caliphate would unite the Muslim community upon their Islamic creed and implement the Shariah, so as to then carry the proselytizing of Islam to the rest of the world.The party was founded in 1953 as a political organization in then Jordanian-controlled Jerusalem by Taqiuddin al-Nabhani, an Islamic scholar and appeals court judge (Qadi) from Haifa. Hizb ut-Tahrir is also very active in Western countries, particularly in England, and also in several Arab and Central Asian countries despite being banned by a number of governments.Does Hizb Thahrir’s ideology promotes “exclusivity and / or superiority of a group over others”?Based on the party’s objective of proselytizing Islam to the rest of the world and based on the fact that not all population in the world are Islam (adj Muslim) and not all population in Indonesia are Islam (adj Muslim) then the answer might be yes. Based on the belief system of exclusivity that Islam is the only approved religion or at least superior compared to other religion (thus the need to proselytize it all over the world) then we can say that Hizb Thahrir ideology does promotes exclusivity and / or superiority over others.Pluralism and tolerance in IndonesiaPluralism and tolerance goes way back in the archipelago which is now known as Indonesia, even before the advent of foreign religions such as Islam, Christianity, Catholicism, Buddhism and Hinduism or even the founding of Hizb Thahrir back in 1953.The earliest hard evidence will be 9th century java island, where you can find a huge Buddhist temple (Borobudur) [1] being constructed near another huge Hindu’s temple (Prambanan) [2] .Which somewhat shows the amount of tolerance between Hinduism and Buddhism within 9th century Javanese society.9th century is an era where the rivalry between Hinduism and Buddhism was at it’s peak in India. [3] But far away east, in the java island they opted for peaceful coexistent instead, evidenced by two gigantic temples dedicated to each others located close to each others.Entering the 14th century, a minor conflict seems to appear between Buddhist and Hindus within the context of Majapahit Empire [4] . The answer might be not too harmful, as it will face a stiff resistance by the majority of common Indonesians.The opposite might be very much possible, the ideology of Hizb Thahrir specifically in Indonesia might evolved towards more tolerance towards others and abandoning the “uber alles” element within their own ideology.
