Why does a government recruit less number of IAS as every IAS officer has to work for 14-16 hours? It indirectly affects its performance, efficiency, and social life.

Thanks Archisman for the A2A.First of all, who told you that every IAS officer has to work for 14-16 hours daily? If someone is consistently doing so, he must be inefficient. Take my word.Some jobs could be more demanding, for instance, field assignments (positions of DM, SDO, etc.), PMO, offices of senior cabinet ministers, Chief Ministers’ offices, etc. where working hours may extend to 10-12 hrs on an average. On field assignments, on certain occasions, one may have to work for even 36-48 hours continuously (maximum for me is 36 hours).Anyone in these positions will have to work beyond the usual 8 hours irrespective of the number of IAS officers in the country. Fortunately, no position is permanent and an IAS officer’s career fluctuates between ‘overworked’ to ‘underworked’ (yes, many times!).On 7th Feb 2018, in a reply to a question in the Lok Sabha, Government has stated that there are 5004 IAS officers in position against the sanctioned strength of 6500, a shortage of 1496.Coming to the basic question: Why does the Government recruit less IAS officers when there is admittedly a huge shortage?Before we come to the answer to this question, let us first demystify the cadre structure of IAS.Each IAS officer is allotted a cadre, usually a state, except joint cadres of Assam-Meghalaya and AGMUT (Arunachal, Goa, Mizoram, Delhi and all UTs). Each cadre has a specified strength, based on the positions identified. These positions are at various levels of seniority.If Government recruits a large number of IAS officers in a year, or in a short span of 4-5 years, there will be more IAS officers at the junior levels than the positions available which will again be a problem. Moreover, it doesn’t solve the problem of scarcity of officers at senior levels. In short, it doesn’t help.Next question is: When the cadre strengths are known, why has the recruitment not been in line with the requirements of officers?During the last 10 years, recruitment per year has been about 160-190. Till mid-80s also, it was around 150-160 per batch. Then someone got a brilliant idea in late 80s that the government needs to trim down the bureaucracy.The proper way of trimming the bureaucracy would have been to restructure the system by cutting down posts. Contrary to that, as new departments/ districts/ states were created, the total sanctioned strength of IAS gradually increased. On the other hand, intakes in IAS were gradually reduced. Intake in 89-91 batches was just about 100-110, reduced to 80 in 92-95 batches and further reduced to only about 55 in 96-2003 batches before it gradually increased to about 160 by 2007. The pattern was similar in other services also.As a result, most of the states/services have a shortage of officers in middle and senior positions which cannot be filled by new recruitment.Better learn to live with that!
