I’d have to challenge this notion.If you’re talking about Maricopa County (home of Phoenix) vs Pima County (home of Tucson) then this is a fair assertion. In 2016, Maricopa County slightly favored Trump 49% to 46%, while Pima County went more decisively for Clinton by 54% to 40%. A similar story played out this year in the senate elections; while both counties delivered Kyrsten Sinema (D) a victory, the margin was much higher in Pima (56–42%) than Maricopa (51–47%).Demographics help to explain some of this difference. Pima County has a higher percentage of residents who identify as Hispanic/Latino (34.6%) than Maricopa County (29.6%) and these voters favor Democrats.The urban/suburban divide also helps to explain some of the difference. The population of Pima County is arguably more “urban”. More than half of the county lives in Tucson, the primary city. Maricopa County is more suburban, where Phoenix accounts for some 1/3 of the county population. Urban voters tend to be more Democratic than their suburban counterparts.Maricopa County is also home to some pockets of fairly dense conservative populations. The northwestern part of the county is home to large retirement communities, a voting bloc that tends to skew heavily Republican (and also tends to be among the more active voters). The southeast part of the county is home to Mesa and Gilbert, large cities in their own right (nearly 750,000 between the two of them) with a large presence of conservative, religious voters. These areas are what tend to make Maricopa County the largest Republican leaning county in the nation.This leads me to my challenging the notion that the city of Phoenix is more conservative than the city of Tucson. Here are a couple of maps that show how the two cities voted by precinct in the 2016 election. The crudely drawn black lines are meant to roughly delineate where the city boundaries are.At their cores, the two cities are not much different; Democrats dominate at the center, while Republicans come in to force in the suburbs. Phoenix itself is fairly liberal, particularly when compared to the conservative suburbs; since 2004 the city has consistently elected Democrats to the office of mayor. Arizona’s 7th Congressional District, comprising the city core, is a safe Democratic seat and indeed the most heavily Democratic district in the state.So while its fair to say Maricopa County is more conservative, I don’t think you can really say the same of Phoenix.

Tucson, the city, is far more liberal than the rest of the state of Arizona; what with the university there and a lower cost-of-living than Phoenix for the not-ready-for-snowbirding set, there’s a great deal of diversity, and with high levels of diversity, we find equally high levels of that reality of a liberal bent.The problem is, though, Tucson is surrounded by the rest of Pima County, and Pima County outside Tucson is far-right conservative. They live on property that butts up against old missile silos, or is 27 miles down dirt roads from a paved road, or on ranching property that’s been in the family for over a century. They may go into town once a month or so, but it’s a production- they make a day of it- and they find plenty to complain about, starting with the traffic, going to the homeless setting up panhandling-shop at large intersections near the Air Force Base to the fact there’s too many cars at their favorite Mom and Pop Mexican restaurant. Add in the hordes at Costco and the way bicyclists keep insisting they should be allowed to ride down a lane on a 45 mph 6-lane street, and there’s plenty to make them unhappy. But, Tucson is where the grocery stores are, and the doctors’ offices, and the Payless and Ross, so it’s to Tucson they go. And it is Tucson informing their voting choices- good and bad.So Tucson is quite liberal, but outside of Tucson is a large voting block which is very conservative.One thing they all agree on, though, is that it’s too bloody hot this year (every year) and that the Diamondbacks, the Cardinals and, to a lesser extent, the Wildcats, are the greatest sports teams, ever.

Yes. We can do a lot.A good example is Tucson, Arizona. Due to it's proximity to Kitt Peak, the City of Tucson and Pima county have passed ordinances to prevent light pollution, which have apparently been helpful in controlling the amount of light in the sky over the last 3 decades.
