What are the benefits available to a single mother living in London but is not a British citizen?

It depends on a great many factors. For example, what is her country of citizenship? What is her legal status in the UK - for example, legal immigrant, refugee awaiting processing of an asylum claim? If she is not from the EU, do her immigration documents specify "no recourse to public funds"? How long has she lived in the UK? Has she ever worked in the UK? Has she paid NI contributions? Is she a victim of domestic violence? Is she currently seeking work?In fact there are so many different possibilities that it's very difficult to offer general answers. However, as a first shot:Anyone claiming means tested benefits in the UK must satisfy two basic conditions. They must have the Right to Reside (RTR) in the UK, and they must pass the Habitual Residence Test (HRT).All UK citizens have RTR. Most EU and other EEA nationals can be treated as having RTR if they are "economically active" - that is, working or seeking work. However, EEA nationals, including UK citizens returning from periods of residence abroad) will not be treated as Habitually Resident until they have been in the country (UK or Republic of Ireland) for at least three months.For EEA nationals who are not economically active (those who are ill, or who cannot work because they care for someone), the position changes.
