Why are seat belts on planes only going across the lap and not the shoulder and lap?

Having some contacts and experience in aviation safety, I did some research and found a number of supposed reasons, some of which make more sense than others. After consultation with fellow aviation industry friends, I think that in order of importance, these are the likely reasons:1) The lap belt is "safe enough" for the contingencies it's designed to accommodate.As Bala Senthil Kumar rightly points out, the purpose of the belt in an aircraft is entirely different than the purpose of a seat belt in a car. A car's sash belt is to protect you from hitting the steering wheel (or seat in front) in the event of a rapid deceleration. In an aircraft, a rapid deceleration is going to kill you, and the type of belt will make no difference.The purpose of the belt in an aircraft is to stop you from bouncing around during turbulence, and to hold you in your seat during an emergency landing.2) The seat is the weakest link.A sash belt, or 3- or 5-point belt has to have secure attachment points to the aircraft floor and superstructure. The seats on an aircraft are relatively flimsy, and ruggedising them to accommodate such a belt would have unacceptable practical implications. The cost would be huge (more expensive seats, and more importantly, they'd be larger, so you'd fit fewer seats in), and they'd be aesthetically unpleasing.3) Perception of safety / passenger psychology.Having rugged seats and more robust belts would cause the plane to look much less like conference seating and more like something designed for safety, which ironically, makes people feel less safe. When something's obviously designed for safety, people wonder whether they should be more concerned.
